On the other hand, while Leader of Opposition (LoP) Jayanarayan Mishra termed the budget as a means to garner votes, Congress leader Tara Prasad Bahinipati termed the budget as a rosy picture.
In the budget, the government has made an allocation of Rs 750 crore for Ama Hospital Yojana. Under this scheme, as many as 147 hospitals will see a transformation in a period of one year.
From this year, 200 meritorious students selected through entrance exam will be provided free coaching for Civil Services Examination along with free lodging and boarding facilities, announced the state government.

Soon after the House proceedings began with Question Hour, Congress MLAs moved near the Speaker's podium and raised slogans against the government.
This latest incident was reported on the first day of the budget session of the Odisha Assembly. Members of the media fraternity including journalists & photo journalists had turned up at the Odisha Assembly premises to cover the proceedings on Tuesday.
As soon as the House assembled for the Business, Congress MLAs rushed near the podium and created ruckus as a mark of protest against Naba Das murder and alleged deteriorating law and order situation during the address of Governor Prof Ganeshi Lal.
"It was a practice during Covid times. However, there is no need for such a thing now. In fact, there aren’t any examples of such a practice either in the Parliament or at any other State Assembly,” Jayanarayan Mishra said.
According to a notification issued by the Commissionerate Police, the traffic regulations will remain in force on all days from 21 February 2023 to 1 March 2023 and 10 March 2023 to 6 April 2023.
Reviewing the security arrangements at the Assembly with the Twin City police Commissioner and other senior officials of the police, DGP Bansal said all necessary arrangements have been made to prevent any kind of untoward incident near the Assembly.
