The petition filed by Bijan Kumar Singh, vice president, Lawyer's Voice, termed the incident as a pre-meditated conspiracy to breach the security of the prime minister and bring national security in jeopardy .
The bench said: "We are taking the PM's security breach very seriously". The bench added that it will ask the committee to submit its report to it within a short span.
Bhawra's term shall be for a minimum period of two years from the date of assumption of office, said the order.
Singh contended the incident happened in an election-bound state and it must be ensured that such incidents don't happen again.
A bench headed by Chief Justice N.V. Ramana and comprising Justices Surya Kant and Hima Kohli said: "We direct Punjab, police authorities, SPG, central and state agencies to cooperate and provide necessary assistance to seal the entire record."
