Though State has been administratively split into Cat A and B districts, 14 districts have emerged as performers. Epidemic situation in six districts yet to show saturation signs. All shops may open from July 1 in the 6 districts till 2 pm 

The unlock blueprint is being prepared. Districts with a weekly positive rate of below 5% for three weeks have been grouped into one cluster. The cluster approach and risk assessment strategy indicate major relaxations for districts like Ganjam, Gajapati and Kandhamal
