Battle Of Biggies In Bihar Polls: PM Modi, Rahul Gandhi To Address Rallies On Friday

Patna: With campaigning for assembly elections on at full swing in Bihar, Prime Minister Narendra Modi and former Congress president Rahul Gandhi will add further heft and heat to the proceedings from Friday.

Prime Minister Modi will launch his campaign on Friday by addressing a rally at Dehri in Rohtas district. This will be followed by a second rally at Gaya’s historic Gandhi Maidan venue and the third at Bhagalpur.

According to the BJP, the Prime Minister will address 12 election rallies in Bihar. A BJP leader said Bihar Chief Minister Nitish Kumar will also attend several election meetings along with the Prime Minister.

For the Congress, Rahul Gandhi will also address two election rallies on Friday. Congress legislative council member Prem Chand Mishra said that Rahul will hold his first rally at Hisua in Nawada while his second rally will be held at Kahalgaon.

RJD leader Tejashwi Yadav is likely to accompany him at Hisua.

In Bihar, polling for the 243-member assembly elections in three phases will be held on October 28, November 3 and November 7, while counting will take place on November 10.

The first phase will go to polls for 71 assembly seats on November 28, while the second phase will go to 94 seats on November 3 and 78 seats in the last phase on November 7.

Indian Navy's First Batch Of Women Pilots Ready For Maritime Reconnaissance Mission On Dornier Aircraft

Kochi: Scripting a new chapter, the Indian Navy has got ready its first batch of three women pilots for Maritime Reconnaissance (MR) missions on Dornier aircraft.

Lieutenant Divya Sharma, Lt Shubhangi Swaroop and Lt Shivangi are now ready to take on all MR missions on Dornier aircraft, a Defence spokesman said on Thursday.

They have been “operationalised (mission ready) on Dornier aircraft” by the Southern Naval Command (SNC) here today, he said.

The spokesman said the three women pilots were part of the six pilots of the 27th Dornier Operational Flying Training (DOFT) Course, who graduated as Fully operational Maritime Reconnaissance (MR) Pilots at a passing out ceremony held at INS Garuda on Thursday.

Rear Admiral Antony George, Chief Staff Officer (Training) of SNC was the chief guest of the event and presented awards to the pilots who are now fully qualified to fly Dornier aircraft for all operational missions.

While Lieutenant Divya Sharma hails from Malviya Nagar, New Delhi, Lieutenant Shubhangi Swaroop belongs to Tilhar, Uttar Pradesh.

Lieutenant Shivangi hails from Muzaffarpur, Bihar.

These officers had initially undergone basic flying training partly with Indian Air Force and partly with the Navy prior to (DOFT) Course.

Among the three women pilots operationalised for MR Pilots flying, Lt Shivangi was the first to qualify as a naval pilot on December 2, 2019.

After 15 days, the two others–Lieutenant Divya Sharma and Lieutenant Shubhangi Swaroop–also became pilots.

Later, they were made one batch and became part of the six pilots of the 27th DOFT course, which is the second and most important phase of training for becoming mission ready pilots, the spokesman said.

The course comprised one month of ground training phase, which was conducted at various professional schools of Southern Naval Command and eight months of flying training at the Dornier Squadron of SNC, INAS 550, he said.

According to a Navy release, Lt Divya Sharma and Lt Shivam Pandey were adjudged First in Flying and First in Ground subjects, respectively.

The Flag Officer Commanding-in-Chief (South) rolling trophy in memory of late Lt Simon George Pynomootil for the Most spirited trainee was presented to Lt Kumar Vikram.

This trophy was instituted on June 18, 2019 during the Diamond Jubilee Celebration of INAS 550 to immortalise the spirit of the officer who was a qualified Islander pilot and lost his life in a air crash while serving the squadron on May 17, 1985.

Indigenously-Built Anti-Submarine Warship INS Kavaratti Commissioned In Indian Navy

New Delhi: Indian Army chief, Gen. Manoj Mukund Naravane on Thursday commissioned INS Kavaratti, the last of four indigenously-built anti-submarine warfare (ASW) stealth corvettes, at the Naval Dockyard in Andhra Pradesh’s Visakhapatnam.

“The commissioning of INS Kavaratti marks yet another significant step in securing our country’s maritime goals. I congratulate and extend my best wishes to the Team Kavaratti,” he said.

Built under Project 28 (Kamorta Class), INS Kavaratti (P31) and her sister ships were indigenously designed by the Indian Navy’s in-house organisation, Directorate of Naval Design, and constructed by the Garden Reach Shipbuilders and Engineers.

Named after the capital of the Lakshadweep group of islands, INS Kavaratti has been constructed using high grade DMR 249A steel produced in India and can be regarded as one of the most potent ASW ships to have been constructed in India, an official said.

Spanning 109 metres in length, 14 metres in breadth with a displacement of 3,300 tonnes, the ship is propelled by four diesel engines.

Having its complete superstructure built using composite material, the ship has enhanced stealth features resulting in reduced Radar Cross Section (RCS) achieved by X form of superstructure along with optimally sloped surfaces. The advanced stealth features make the ship less susceptible to detection by the enemy.

The unique feature of this ship is the high level of indigenisation incorporated in the production, accentuating the National objective of ‘Aatmanirbhar Bharat’, the official said, adding the vessel has high indigenous content with the state of the art equipment and systems to fight in Nuclear, Biological and Chemical (NBC) warfare conditions.

Also, the weapons and sensors suite onboard is predominantly indigenous and showcases the nation’s evolving capability in this niche area.

Some of the major equipment or systems developed indigenously include the Combat Management System, Torpedo Tube Launchers and Infra-Red Signature Suppression System etc.

INS Kavaratti has a multitude of advanced automation systems such as total atmospheric control system, integrated platform management system, integrated bridge system, battle damage control system and personnel locator system to provide a contemporary and process oriented system of systems for optimal functioning of the warship.

Having completed sea trials of all her equipment, Kavaratti has been commissioned into the Eastern Naval Command as a fully combat-ready platform providing a boost to the anti-submarine warfare capability of the Indian Navy.

The ship is the reincarnation of the erstwhile Arnala Class missile corvette of the same name (INS Kavaratti – P80).

Kavaratti, in her previous avatar, displayed distinguished service and her legacy outlives her service life of almost two decades, in which she participated in the 1971 war for the liberation of Bangladesh and many other operational deployments.

During the 1971 war, she was deployed for contraband control in the Bay of Bengal and the support of mining of entrances to Chittagong. She captured the Pakistani Merchant Ship Baqir during this operation. In the present avatar, Kavaratti is equally powerful and packs an even more deadly punch.

The ship is manned by a team comprising twelve officers and 134 sailors with Commander Sandeep Singh at the helm as her first Commanding Officer.

Bihar Polls: BJP's Manifesto Promises Free COVID Vaccine, 19L Jobs

Patna: Union Finance Minister Nirmala Sitharaman Thursday released the BJPs manifesto for the Bihar assembly polls which promised free COVID-19 vaccine once it has been cleared by the ICMR.

It also sought to reach out to the youth with the promise of 19 lakh jobs in the next five years and farmers with the assurance of bringing lentils under the MSP regime.

“The NDA government in Bihar has set an example before the country in the fight against corona. It’s our resolve that once the vaccine against the coronavirus has been cleared by the ICMR, we will make it available to the people of Bihar free of cost,” said the manifesto. The promise figured at the top of the BJP’s election document.

Carrying the tagline ‘BJP hai to bharosa hai’, the party drew heavily upon the trust enjoyed by Prime Minister Narendra Modi among the masses by virtue of pro-people measures like the Jan Dhan scheme and the Ujjwala Yojana.

“Bihar is a politically sensitive state. Here people cannot be fobbed off with empty promises. Claims made by parties are likely to be weighed against their past track record. This is where the BJP scores,” Sitharaman told a press conference where she released the manifesto.

“We have the confidence that we can deliver on our promises. In the last six years, all the programmes announced by the prime minister have been implemented, be it electrification of villages, gas cylinders for poor women or financial inclusion of all citizens by getting accounts opened in their name in banks,” she asserted.

Speaking about the coronavirus vaccine, the minister said India has reached a point where it is on the verge of producing three vaccines after different stages of trial.

“When we reach the stage where scientists give clearance for large-scale production of the vaccine, we will make it available to the people of Bihar free of cost,” she said.

The highlights of the party’s vision document, displayed through a power point presentation, include recruitment of three lakh teachers in primary, secondary and higher educational institutions.

The party also proposed to develop the state, which has so far remained largely untouched by the boom in information technology, into an IT hub holding out the promise of five lakh jobs in the sector.

The manifesto also said a large number of people will be provided employment in the health sector which is in for a major facelift through projects like the AIIMS at Darbhanga.

Other attractive promises include self-reliance for one crore women through micro finance, pucca houses for 30 lakh people, and a boost to fisheries making Bihar number one in the sector.

It also promised a fresh impetus to the dairy sector with setting up of 15 milk processing units.

A boost to production of maize, fruits, vegetables, betel leaves, honey and makhana etc. has been promised, and to facilitate these a conglomerate of 1,000 farm producer organisations has also been proposed.

Yet another promise made in the manifesto which is likely to find resonance among students is introducing Hindi as a medium of instruction for medical, engineering and other technical courses.

“Our promises are backed by credibility. Compare the situation in Bihar between 1990 and 2005 (when the RJD was in power) with the changes that occurred after we took over. You will get a clear picture,” Sitharaman said.

“During the NDA rule, the state’s growth rate in the industrial sector has been 17 per cent. In contrast, we are unable to find the figures for the preceding 15 years, apparently because industries were never on the radar of the previous government,” she remarked with a smirk.

Govt Restores All Existing Visas With Immediate Effect Barring Electronic, Tourist, Medical Categories

New Delhi: The government on Thursday decided to restore with immediate effect all existing visas, except electronic, tourist and medical categories, almost eight months after their suspension following the coronavirus outbreak and subsequent imposition of a nationwide lockdown.

The Ministry of Home Affairs (MHA) also announced giving permission to all Overseas Citizen of India (OCI) and Person of Indian Origin (PIO) card holders and all other foreign nationals to visit India for any purpose, except on a tourist visa.

The move will enable foreign nationals to come to India for various purposes such as business, conferences, employment, studies and research.

The ministry said in a statement that in view of the situation arising out of the COVID-19 pandemic, the government had taken a series of steps to curtail the inward and outward movement of international passengers since February, 2020.

The government has now decided to make a graded relaxation in visa and travel restrictions for more categories of foreign nationals and Indian nationals who wish to enter or leave India.

Under this graded relaxation, the government has decided to restore with immediate effect all existing visas, except electronic visa, tourist visa and medical visa, the statement said.

If the validity of such visas has expired, fresh visas of appropriate categories can be obtained from Indian mission or post concerned.

Foreign nationals intending to visit India for medical treatment can apply afresh for a medical visa, including for their medical attendants.

The government has also decided to permit all OCI and PIO card holders and all other foreign nationals intending to visit India for any purpose, except on a tourist visa, to enter by air or water routes through authorised airports and seaport immigration check posts.

This includes flights operated under ‘Vande Bharat’ mission, air transport bubble arrangements or by any non-scheduled commercial flights as allowed by the Ministry of Civil Aviation.

All such travellers will, however, have to strictly adhere to the guidelines of the Ministry of Health and Family Welfare regarding quarantine and other health/COVID-19 matters.

While the restrictions on visas were imposed following the outbreak of the coronavirus pandemic in February, commercial flight operations were suspended when the nationwide lockdown came into effect on March 25.

However, the government has been allowing limited operations of Air India flights under the ‘Vande Bharat’ mission for certain categories OCI and PIO card holders and those Indians who were stuck due to COVID-19 outbreak since June.

The number of coronavirus infections reported in a span of 24 hours remained below 60,000 for the fourth consecutive day on Thursday as India’s caseload went past 77 lakh, while recoveries have crossed 68 lakh, according to data updated by the Union Health Ministry.

The active cases of coronavirus infection remained below eight lakh for the sixth consecutive day.

New Delhi: The Supreme Court has said that a contract of insurance is of utmost good faith and a proposer who is keen to obtain a policy of life insurance is duty-bound to disclose all material facts.

A bench comprising Justices D. Y. Chandrachud, Indu Malhotra and Indira Banerjee said: “A contract of insurance is one of utmost good faith. A proposer who seeks to obtain a policy of life insurance is duty-bound to disclose all material facts bearing upon the issue as to whether the insurer would consider it appropriate to assume the risk which is proposed.”

The top court emphasised that it is with this principle in view that the proposal form requires a specific disclosure of pre-existing ailments, which will enable the insurer to arrive at a considered decision based on the actuarial risk.

The top court set aside the March this year a verdict of the National Consumer Disputes Redressal Commission (NCDRC) which dismissed an insurance firm plea challenging the order asking it to pay full death claim along with interest to the mother of the deceased. The insurance company informed the top court during the pendency of the proceedings the entire claim was paid.

The bench, taking into account the age of the deceased’s mother who is seventy years old and the death of the assured on whom she was likely to be dependent, directed that no recoveries of the amount which has been paid shall be made.

Terming the NCDRC bad in law, the top court said: “The medical records which have been obtained during the course of the investigation clearly indicate that the deceased was suffering from a serious pre-existing medical condition which was not disclosed to the insurer.”

The bench noted that the deceased was hospitalised to undergo treatment for a condition in proximity to the date of his death, which was also not disclosed in spite of the specific queries relating to any ailment, hospitalisation or treatment undergone by the proposer in Column 22 of the policy proposal form. “The investigation by the insurer indicated that the assured was suffering from a pre-existing ailment, consequent upon alcohol abuse and that the facts which were in the knowledge of the proposer had not been disclosed”, noted the top court.

In August 2014, a man submitted a proposal for obtaining insurance policy. The life insurance form contained specific questions to health, medical history and also required a specific disclosure on existing ailment, hospitalisation or treatment, which he had undergone.

He answered these queries in the negative and an insurance policy was issued based on these answers. In September 2014, the man died following which a claim was lodged.

During the investigation, it was revealed that he had been suffering from Hepatitis C. The insurance firm rejected the claim in May 2015 citing non-disclosure of material facts.

The nominee initiated a consumer compliant before the district consumer disputes redressal forum. The forum directed the insurance firm to pay claim along with interest.

New Delhi: India successfully carried out the final trial of anti-tank guided missile — Nag — on Thursday. The missile will be inducted soon in the India Army. In 2008, Ministry of Defence approved procurement of 300 Nag missiles and 25 missile carriers for Army.

The test was carried out at 6.45 a.m. at the Pokhran field firing ranges in Rajasthan, Defence Research and Development Organisation (DRDO) said.

The missile was integrated with the actual warhead and a tank target was kept at designated range. This was launched from Nag Missile Carrier NAMICA.

The missile hit the target accurately defeating the armour.

Anti-tank guided missile has been developed by DRDO to engage highly fortified enemy tanks in day and night conditions.

The missile has “Fire & Forget” “Top Attack” capabilities with passive homing guidance to defeat all main battle tanks equipped with composite and reactive armour.

The NAG missile carrier NAMICA is an Infantry Combat Vehicle BMP2 II based system with amphibious capability. With this final user trial, NAG will enter into production phase.

The missile will be produced by Defence PSU Bharat Dynamics Limited (BDL), whereas Ordinance Factory Medak will produce the NAMICA.

Defence Rajnath Singh congratulated DRDO and Indian Army for the successful trial of NAG Missile.

Chairman DRDO, G. Satheesh Reddy appreciated the efforts of DRDO, Indian Army and Industry in bringing the missile up to the production phase.

Kolkata: Invoking Goddess Durga, Prime Minister Narendra Modi on Thursday reaffirmed his government’s irrevocable commitment to women’s empowerment.

Reaching out to the people of West Bengal during the state’s biggest festival, the prime minister said though it was being celebrated on a limited scale due to the COVID-19 pandemic, the “enthusiasm is still unlimited”.

Noting that Goddess Durga was worshipped as a symbol of ‘Shakti’ (strength), Modi said his government was consistently working for the empowerment of women.

“From opening Jan Dhan accounts for 22 crore women, giving soft loans to them under the Mudra Yojana, to launching Beti Bachao-Beti Padhao initiative, granting permanent commission to women in the armed forces and extending maternity leave from 12 to 26 weeks, we have taken a number of steps for their empowerment,” he told a gathering at Durga Puja celebration organised by the BJP.

He also said anti-rape laws were made more stringent to include death penalty.

“We are alert towards the security of women,” he said.

The prime minister’s remark came in the backdrop of a string of incidents of rape and murder of women, including the Hathras incident that shocked the nation and triggered outrage against the BJP government in Uttar Pradesh.

The prime minister recalled the contributions of reformers from Bengal like Ram Mohun Roy and Ishwar Chandra Vidyasagar, spiritual leaders Ramkrishna Paramhans and Swami Vivekananda, cultural giant Rabindranath Tagore, and revolutionaries like Netaji Subhas Chandra Bose, Syama Prasad Mookerjee and Khudiram Bose in shaping India’s national identity.

Durga Puja, he said, was the epitome of pluralism and reflected the collective strength of India.

The BJP had made elaborate arrangements for live viewing of the prime minister’s virtual address from the national capital.

The event was televised live at over 78,000 polling booths across the state’s 294 assembly constituencies.

Assembly polls are likely in West Bengal around April-May next year.

New Delhi: Following approval of the Productivity Linked Bonus (PLB) for the year 2019-2020 by the Union Cabinet, the Ministry of Railways mentioned that the decision is going to benefit as many as 11.58 lakh non-gazetted railway employees.

“During the festive season, Union Cabinet has approved Productivity Linked Bonus of 78 days wages to eligible non gazetted Railway employees. 11.58 lakhs employees will benefit because of the move. This would motivate Railway employees for improving performance,” the Railways said in a statement.

It is to be noted that the Cabinet approved Productivity Linked Bonus and non-Productivity Linked Bonus for 2019-2020 on Wednesday.

As per reports, Productivity Linked Bonus for 2019-2020 will be paid to 16.97 lakh non-gazetted employees of commercial establishments like Railways, Posts, Defence, EPFO, ESIC, etc. and the financial implication would be Rs 2,791 crore.

Similarly, non-PLB or ad-hoc bonus is given to non-gazetted Central Government employees. Around 13.70 lakh employees would be benefited and Rs 946 crore is the financial implication for the same.

A total of 30.67 lakh employees would be benefited by the bonus announcement and total financial implication will be Rs 3737 crore.

Payment of Bonus to non-gazetted employees for their performance in the preceding year is usually made before Durga Puja/Dussehra season. The Government is announcing the Productivity Linked Bonus (PLB) and ad hoc bonus for its non-gazetted employees is to be disbursed immediately, a government release said.

Patna: Former Union Minister and senior BJP leader Syed Shahnawaz Hussain was tested Covid-19 positive on Wednesday.

Hussain is a star campaigner for the Bharatiya Janata Party (BJP) for the upcoming Bihar Assembly elections. He has shared the information about being tested positive through Twitter.

“I came in contact with Corona positive patients. Their reports have come positive. Hence, I have also decided to undergo test. It has come positive,” Hussain tweeted.

He further said that people who came in contact with him should undergo Covid-19 test as per guidelines of the Health Ministry.

“As a precautionary measure, I have been admitted in AIIMS trauma centre and feeling well. Nothing to worry about,” he further said.

Hussain is a Muslim face of BJP. He was in the election campaign in Muslim dominant Farbisganj in Arariya district on Wednesday.

“For Muslims, no country in the world is better than India. No community is better than Hindu and Narendra Modi is the best Prime Minister for them,” he said.

Besides, two Cabinet Ministers and IG rank officer were died due to Covid-19 in Bihar in last couple of months.

Meanwhile, Mangal Pandey, Health Minister of Bihar said that 1.96 lakh patients have recovered from Covid-19. Of them, 1,319 have been discharged from different hospitals and home quarantine in the last 24 hours.

The recovery rate of state is 94 per cent and active cases in Bihar is 11,010 at the moment.

Onion Price: Centre Relaxes Import Norms, Releases Buffer Stock

New Delhi: Concerned over the rising price of onions, the Centre on Wednesday relaxed the norms for import of onions while deciding to release the crop from the buffer stock in a calibrated manner.

The government has built a buffer stock of onions from the Rabi season this year. In order to moderate prices, onion from the buffer stock is being released in a calibrated manner from the second half of September to the major mandis and retail suppliers such as Safal, Kendriya Bhandar and NCCF and also to the state governments, the Centre said while adding that more will be done in the coming days.

Meanwhile, to facilitate the import of onions, the government has relaxed the conditions for fumigation and additional declaration on Phytosanitary Certificate under the Plant Quarantine Order, 2003 for import up to December 15 this year.

“The Indian High Commissions have been instructed in the relevant countries to contact the traders for pushing for greater imports of onions to the country. Such consignments of imported onions which arrive in Indian ports without fumigation and endorsement to that effect on the PSC, would be fumigated in India by the importer through an accredited treatment provider,” the government said in a statement.

However, an undertaking will be obtained from the importers that the onion will be used only for consumption and not for propagation. Such consignments of onions for consumption will not be subjected to four times additional inspection fee on account of non-compliance of conditions of import under the PQ order, 2003.

Moreover, an estimated Kharif crop of 37 LMT is also likely to start arriving in the mandis that will give reprieve from rising prices.

The government had taken a pre-emptive measure on September 14 by announcing a ban on onion export to ensure availability to domestic consumers at reasonable rates during the lean season before the Kharif onion arrival.

The retail price of onion has gone up since the end of August this year. A sharp spike in prices of onion in the past 10 days by Rs 11.56 per kg has taken the all-India retail price of onion to Rs 51.95 per kg, which is 12.13 per cent higher than last year’s price of Rs 46.33 per kg.

CBI To Now Need Maharastra Government's Permission Before Probing Cases

Mumbai: In a potentially controversial decision, the Maharashtra government on Wednesday decreed that the Central Bureau of Investigation (CBI) would be required to take the state’s permission before probing cases here.

The order, through Home Department Under Secretary Kailas Gaikwad, has been issued under the Delhi Special Police Establishment Act, 1946.

Vide the order, the state government has withdrawn the “general consent” given to the CBI since February 1989, and now the agency will need to approach the government for permission before initiating any investigations on a case by case basis.

The developments came a day after the CBI lodged a FIR in the Television Ratings Points (TRP) scam case following a recommendation by the Uttar Pradesh Police after a complaint was registered by an advertising agency at Lucknow’s Hazratganj Police Station.

However, official sources say the latest order would not affect any of the ongoing investigations like the death case probe of Bollywood actor Sushant Singh Rajput, or the fresh TRP case lodged by Lucknow Police and other ongoing matters.

Earlier in October, the Mumbai Police had said it had busted a massive racket of alleged fraudulent manipulations of TRPs involving at least 3 private television channels — Republic TV, Fakt Marathi and Box Cinema.

Previously, certain other states ruled by Opposition parties like West Bengal and Rajasthan have yanked off the “general consent” to the CBI, which works under the Central government.

India At Doorstep Of Economic Revival: RBI Governor

New Delhi: Reserve Bank Governor Shaktikanta Das on Wednesday said the country is at the doorstep of economic revival on the back of accommodative monetary and fiscal policies being pursued by the central bank and the government.

Das was speaking at the launch of the book ‘Portraits of Power: Half a Century of Being at Ringside’, written by former bureaucrat and current chairman of the Finance Commission N K Singh.

“We are almost at the doorstep of revival process and it’s very important that the financial entities have adequate capital (to support growth),” he said.

Many of them have already raised capital and others are planning, he said, adding they would certainly do so in the coming months.

Das further said India followed the fiscal expansion path to deal with COVID-19-related challenges.

“I think post COVID, once there is containment of pandemic, the government will certainly have to spell out a fiscal roadmap that India should adopt,” he said.

Both fiscal and monetary policies are in an accommodative stance, he added.

Police Forces Being Modernised To Tackle New Challenges Of Security, Crime: Amit Shah

New Delhi: The government is undertaking a comprehensive modernisation programme to prepare the country’s police and paramilitary forces for newer challenges in terrorism, cybercrime and border security, Union Home Minister Amit Shah said here on Wednesday.

Shah laid a wreath at the National Police Memorial in Chanakyapuri to pay homage to the slain policemen and addressed a joint column of police and Central Armed Police Forces (CAPFs) on the occasion of Police Commemoration Day.

The day is observed in memory of 10 CRPF personnel who were killed in an ambush by Chinese troops in 1959 in Ladakh’s Hot Spring area.

Armies of the two countries are currently locked in a military standoff in the Ladakh area.

“The work of police is witnessing new challenges and new dimensions in the areas of terrorism, fake currency, narcotics control, cybercrime, arms smuggling and human trafficking.

“It is a challenge to prepare the police forces for the new dimensions that have emerged in the last 2-3 decades,” Shah said.

“We have prepared a comprehensive modernisation programme for the police, and I am hopeful that in the coming days the Modi government will prepare them (police personnel) to meet these challenges,” he said.

He said the government is bringing in technology to make the country’s borders “impregnable” and detailed preparations are being made on this subject.

The use of technology and the promptness of troops will go hand-in-hand and “we will be able to better secure our borders”, he said.

Shah also said that the government was “going to do many things” so that the deficiency in availability of police personnel per one lakh population is addressed.

He lauded the police personnel for ensuring internal and border security in the country with their vigilance.

He said a total of 35,398 police and CAPF personnel have laid down their lives in the line of duty till now, with 264 making the supreme sacrifice in the past year.

Shah also remembered the 343 personnel who died due to COVID-19 and said the police personnel continued to render their duty to help people and donated blood and plasma to coronavirus affected patients despite the raging pandemic.

“The coronavirus challenge was unthinkable and nobody knew how to battle it,” he said.

The home minister added that the citizens of the country could sleep peacefully because the policemen “are out on the streets and the borders protecting them 24×7 and 365 days a year”.

“As you protect the country, I can assure you that the Modi government is determined to protect you and your families,” Shah said.

Shah said that they aim to take the National Police Memorial, inaugurated by Prime Minister Narendra Modi in 2018, to the people and make sincere attempts to change the way people look and perceive the police.

He said “many changes” will soon be visible in the context of central police housing satisfaction ratio and training and that his ministry was working on these issues.

A ceremonial guard of honour was presented by police personnel drawn from various forces during the event, which was attended by Minister of State for Home G Kishan Reddy, Union Home Secretary Ajay Bhalla, Director of the Intelligence Bureau Arvind Kumar and chiefs of various CAPFs.

Centre Issues Draft Rules For Rashtriya Raksha University Act

New Delhi: The Centre has issued draft rules for the Rashtriya Raksha University Act 2020, which was enacted in Parliament’s monsoon session to set up a multi-disciplinary university for imparting education on policing, research and collaboration of various wings of policing, criminal justice system and correctional administration.

According to an order of the Ministry of Home Affairs, suggestions and opinions are sought from the general public on the draft rules, which will be finalised after a month.

The Rashtriya Raksha University in Gujarat will replace the Raksha Shakti University. While the Raksha Shakti University was a state university, the Rashtriya Raksha University will be a central institute, the Act states.

The draft rules state the vice-chancellor will suggest a panel of not less than five names each for the post of chairperson and members of the governing body, preferably within eight weeks prior to the likely date of the vacancy.

The central government may consider the panel suggested by the vice-chancellor while selecting the members of the governing body.

The term of office of non ex-officio members of the governing body shall be for a period of three years or till the time they hold the position by virtue of which they are appointed, whichever is earlier.

The term of office of other non ex-officio members of the governing body shall be for a period of three years. A nominated member of the governing body shall be eligible for re-nomination for the next term.

The term of office of a member nominated to fill a casual vacancy shall continue for the remainder of the term of the member in whose place he or she has been nominated.

A member of the governing body shall cease to be such member if he or she resigns his or her membership or has become physically or mentally incapable of acting as a member or is, or at any time has been, adjudged as insolvent or has been convicted of an offence which in the opinion of the central government involves moral turpitude or he or she accepts a full-time appointment in the university.

At present, there are only a few institutions in the country which provide the environment, infrastructure and specialisation for imparting education in police sciences and internal security to meet the demands of modern, citizen-centric policing.

Hence, the university will undertake research and impart knowledge in the domain of policing and allied areas to the youth aspiring to join police and security forces at the national level.

The Rashtriya Raksha University is proposed to be a multi-disciplinary university to create new knowledge through research and collaboration with different stakeholders and help fulfil the need for a pool of trained professionals with specialised knowledge and new skill sets in various wings of policing, the criminal justice system and correctional administration.

The university will have linkage with world-class universities in other countries, which will be need-based, for the purpose of exchange of contemporary research, academic collaboration, course design, technical know-how and training and skill development.

The university will promote global standards and provide dynamic and high standards of learning and research; working environment dedicated to the advancement and dissemination of education, research, training and scholarship of the highest quality in the domain of policing including coastal policing, security, law enforcement, criminal justice, cyber security, cyber crime, artificial intelligence and related areas of internal security; and public safety.

Foreigners, Overseas Citizens of India cardholders, Non Resident Indians, Indian origin people living in Gulf and South-East Asian countries can enrol in the university.

Calcutta HC Softens Stand, Allow More Members In Pandals

Kolkata: A day ahead of Mahasashti, the Calcutta High Court on Wednesday partially relaxed its order in which it previously declared all Durga Puja pandals as no-entry zones for visitors amid the on-going Covid-19 pandemic.

After Durgotsav Forum — an umbrella body of 400-strong Durga Puja organisers in Kolkata — appealed for a review of the order, the court on Wednesday allowed entry of up to 45 people at a time.

The high court also said that Dhakis (traditional drummers) may be permitted, not within the pandal area but in the no entry zone outside the pandal. Dhakis should wear mask and maintain hygiene and physical distancing norms.

The court directed all puja pandals to strictly maintain ‘no entry zone’ guidelines for all other purposes. It said the list of persons allowed should be decided on daily basis. These lists must be put outside the pandals every day at 8 a.m.

The original order was modified in the aspects that charts may include 30 names for smaller pujas but not more than 15 people can enter inside the pandal at a time. Similarly, 60 names for larger pujas but not more than 45 people can remain or stay inside the pandal at a time.

The directive, however, said that no other reliefs would be granted as that would have the effect of diluting the order.

The high vourt refused to pass any orders on the appeals by Kalyan Banerjee, who appeared on behalf of the Durga Puja organisers, to allow two important rituals like Anjali (offering prayers) and Sindoor Khela (playing with vermilion).

Earlier on Monday, the court had directed all Durga Puja pandals (marquees) in West Bengal to be made into no-entry zones in the interests of the public. The court said that a five-meter zone for smaller pandals and ten-meter zone for larger pandals are also included within the no-entry zone.

In view of the coronavirus outbreak, it said that the area will have to be barricaded and demarcated as no-entry zone except for named personnel who have to be identified by organizers in advance whose presence shall be required for performing the puja.

The order is applicable throughout West Bengal including all the pujas who have received Rs 50,000 from the Mamata Banerjee-led state administration.

All the major pujas, as referred to in the Kolkata Police Manual, are to be considered as larger pandals and shall maintain 10-meters buffer zone all around from the extremity of the pandal, the order said.

Considering the on-going Coronavirus pandemic, the high court also directed the state government to conduct awareness campaigns requesting people to maintain social distancing guidelines and appeal not to descend on streets like the regular years.

“The Union Cabinet chaired by the Prime Minister Narendra Modi, has given its approval to pay Productivity Linked Bonus (PLB)for the year 2019-2020 to 16.97 lakh non-gazetted employees of commercial establishments like Railways, Posts, Defence, EPFO,ESIC,etc.will be benefitted and the financial implication would be Rs.2,791 crore,” read a official statement.

Non-PLB or ad-hoc Bonus is given to Non-Gazetted Central Government employees. 13.70 lakh employees would be benefited and Rs.946 crore will be the financial implication for the same.

A total of 30.67 lakh employees would be benefited by the Bonus announcement and total financial implication will be Rs 3,737 crore.

Payment of Bonus to non-gazetted employees for their performance in the preceding year is usually made before Durga Puja/Dussehra season. The Government is announcing the Productivity Linked Bonus (PLB) and ad hoc bonus for its non-gazetted employees to be disbursed immediately, it added.

New Delhi: Prime Minister Narendra Modi on Wednesday lauded the efforts of policemen on the occasion of Police Commemoration Day, saying “we are proud of their diligence and readiness to assist citizens”.

Modi paid tribute to police personnel killed in the line of duty on Police Commemoration Day.

“Police Commemoration Day is about expressing gratitude to our police personnel and their families all across India. We pay tributes to all the police personnel martyred in the line of duty. Their sacrifice and service would always be remembered,” the Prime Minister tweeted.

“From preserving law and order to solving horrendous crimes, from assistance in disaster management to fighting Covid-19, our police personnel always give their best without hesitation. We are proud of their diligence and readiness to assist citizens.”

India is observing the Police Commemoration Day on Wednesday, remembering all the police personnel killed in the line of duty. The day is reminiscent of the sacrifices of 10 Central Reserve Police Force (CRPF) bravehearts who scripted a saga of valour and sacrifices in the snow-laden, inaccessible and inhospitable terrain of Hot Springs in Ladakh back in 1959.

The sacrifices of the CRPF personnel during Hot Springs battle on October 21 was later declared Police Commemoration Day to be observed by all police formations to commemorate loyalty and supreme sacrifice of police personnel for their motherland.

Hapur: A POCSO court in Uttar Pradesh here has sentenced a man life behind bars till his death after finding him guilty of raping a six-year-old girl.

Special judge Veena Narayan held accused, Dalpat, guilty and also slapped a penalty of over Rs 2 lakh on him. “Under Section 6 of the POCSO Act, the accused is sentenced to life till the last breath,” the judgment read.

Special public prosecutor Harendra Tyagi, while confirming the conviction, said the judgment was delivered in just 22 days after framing of charges.

The 6-year-old girl was abducted, raped and brutalised by Dalpat, a resident of neighbouring Amroha district on August 6.

“On August 7 morning, the girl was finally found after she had been missing for 12 hours. She was lying unconscious in a field and was covered in blood,” a report said.

Dalpat was arrested on August 14 from Amroha after a massive manhunt.

The rape survivor, with severe injuries in her internal organs, was admitted to a Meerut hospital.

This is the second such conviction by the court in the last four days.

On October 15, two convicts were handed out death penalty for raping and killing a 12-year-old girl in the same district in 2018.

“All efforts were made to help the prosecution, be it the producing of witnesses for recording statements or following up with forensic reports. We are glad that justice has been delivered so quickly,” Additional Superintendent of Police (ASP) Sarvesh Mishra said.

New Delhi/Beijing: The Chinese soldier, who was apprehended by the Indian Army in the Demchok sector of Eastern Ladakh on Monday, has been handed over to China, official sources said on Wednesday.

Corporal Wang Ya Long was handed over to the Chinese military on Tuesday night at Chushul-Moldo border point in eastern Ladakh, the sources said in New Delhi.

The Indian Army on Monday had said that the Chinese soldier had “strayed” across the Line of Actual Control (LAC) in Demchok sector.

In Beijing, a statement by the Chinese Ministry of Defence said, “According to the relevant agreement between China and India, the Chinese PLA soldier, who went missing while helping local herdsmen find the lost yak near the China-India border on Sunday, has been returned to the Chinese border troops by the Indian Army early on the morning of October 21, 2020 .

The incident had come amid a massive deployment of troops by the two militaries in the region following the border standoff.

On Monday night, spokesperson for the Western Theatre Command of the PLA, senior colonel Zhang Shuili had said, “China hopes that India will hand over soon the Chinese soldier who got lost in China-India border areas on the evening of October 18 when helping local herdsmen retrieve a yak at their request”.

Both Indian and Chinese armies have deployed over 50,000 troops each along the LAC in eastern Ladakh including in the Demchok sector following escalation of the five-month-long military standoff that began in early May.

The incident occurred at a time when India and China are preparing to hold another round of Corps Commander-level military talks later this week with a focus on carrying forward their discussions on the disengagement process in Eastern Ladakh. The two sides have so far held seven rounds of high-level military talks on the border faceoff.

The seventh round of talks was held on October 12.

There was no breakthrough on the disengagement of troops from the friction points so far.

India has all along been maintaining that the onus is on China to carry forward the process of disengagement and de-escalation at the friction points in the mountainous region.

Following the sixth round of military talks, the two sides had announced a slew of decisions including not to send more troops to the frontline, refrain from unilaterally changing the situation on the ground and avoid taking any actions that may further complicate matters.

This round was held with a specific agenda of exploring ways to implement a five-point agreement reached between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi at a meeting in Moscow on September 10 on the sidelines of a Shanghai Cooperation Organisation(SCO) conclave.

The pact included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the LAC.

New Delhi: Ministry of Consumer Affairs, Food and Public Distribution claimed that the Paddy procurement in current season has exceeded by 22.43 per cent as compared to the previous season and the Government continues to procure Kharif 2020-21 crops on MSP from the farmers.

The ministry in a statement said Paddy procurement for Kharif 2020-21 is progressing at a fast pace in the procuring States and UTs of Punjab, Haryana, UP, TN, Uttarakhand, Chandigarh, J&K and Kerala with purchase of over 98.19 lakh MT of paddy from 8.54 lac farmers valuing Rs 18,539.86 crore at MSP rate of Rs 18,880 per MT. Paddy Procurement during corresponding period of KMS 2019-20 was 80.20 LMT.

The proposal for procurement of 42.46 LMT of Pulse and Oilseeds of Kharif Marketing Season 2020 for the States of Tamil Nadu, Karnataka, Maharashtra, Telangana, Gujarat, Haryana, Uttar Pradesh, Odisha, Rajasthan and Andhra Pradesh under Price Support Scheme (PSS) was accorded approval by the ministry.

Further, sanction for procurement of 1.23 LMT of Copra (the perennial crop) for the States of Andhra Pradesh, Karnataka, Tamil Nadu and Kerala was also given. For other States/UTs, approval will also be accorded on receipt of proposals for procurement of Pulses, Oilseeds and Copra under PSS so that procurement of FAQ grade of these crops can be made at notified MSP for the year 2020-21 directly from the registered farmers, if the market rate goes below MSP during the notified harvesting period in the respective States/UTs by the Central Nodal Agencies through State nominated procuring agencies.

The Government through its Nodal Agencies has procured 806.11 MT of Moong and Urad having MSP value of Rs 5.80 Crores benefitting 779 farmers in Tamil Nadu, Maharashtra and Haryana. Similarly, 5,089 MT of copra (the perennial crop) having MSP value of Rs 52.40 crore has been procured benefitting 3,961 farmers in Karnataka and Tamil Nadu.

In respect of Copra and Urad, rates are ruling above MSP in most of the major producing States. The respective State/UTs Governments are making necessary arrangements for commencement of procurement from the date as decided by the respective States based on the arrivals in respect of Kharif Pulses and Oilseeds.

Cotton procurement operations under MSP are going on smoothly in Northern States Punjab, Haryana, Rajasthan. Till October 19, a quantity of 2,00,512 cotton bales valuing Rs 56,590.51 lakh has been procured from 40,196 farmers.

Imprisonment Of 3-Years On Sale-Purchase Of Wheat/Paddy Below MSP In Punjab

Chandigarh: In a first in the country, the legislative Assembly in Punjab led by Chief Minister Amarinder Singh on Tuesday unanimously passed three legislations and formally rejected the Centre’s ‘black’ agricultural laws brought by the BJP-led Union government.

The Bills provide for imprisonment of not less than three years and a fine for sale or purchase of wheat or paddy under a farming agreement below the MSP, exemption of farmers from attachment of land up to 2.5 acres and prevention of hoarding and black-marketing of agricultural produce, among other things.

The three Bills, rejecting outright the Centre’s ‘anti-farmer’ laws, and the proposed Electricity Amendment Bill that led to widespread protests by farmers in the agrarian states of Punjab and Haryana, were passed with a voice vote amid the presence of the Shriomani Akali Dal (SAD) and the Aam Aadmi Party (AAP) members.

However, both the BJP members remained absent from the House during the special session of the Vidhan Sabha.

The Assembly also unanimously passed a resolution rejecting the Central legislations and the proposed Electricity Amendment Bill, seeking their immediate annulment along with a new Ordinance to protect the minimum support price (MSP) and ensure continuance of procurement by the government of India.

The Chief Minister informed the House that he had sought time from the President of India to raise Punjab’s concerns on the farm laws and seek his intervention to protect the farmers.

He later led all the MLAs to the Punjab Raj Bhavan to submit the resolution passed by the House to Governor V.P. Singh Badnore.

Thanking all the embers for supporting the resolution, the Chief Minister said this would send a positive message to the farmers.

He assured all support to the farmers and vowed not to let Punjab’s peaceful atmosphere be vitiated at any cost.

Amarinder Singh once again reiterated his appeal to the protesting farmers’ unions to allow movement of trains for the transportation of coal, urea and foodgrains, pointing out that the state had already lost Rs 40,000 crore in revenue due to the ‘rail roko’.

Industry and business was as much the responsibility of the state government as was agriculture, he said, adding that the farmers’ fight was against Delhi, not against Punjab.

He expressed hope that the farmers’ organisations will heed his appeal.

Earlier, responding to a suggestion from Leader of Opposition Harpal Singh Cheema on the MSP guarantee by state, the Chief Minister asked the AAP leader if he had any idea about the financial implications of such a move.

In any case, where would the state sell the produce even if it purchased the same, he added, terming the suggestion as impractical.

Replying to questions raised by SAD leader Bikram Singh Majithia on the future of the State Amendment Bills, Amarinder Singh said he had already made it clear that the Bills would have to go to the Governor who may or may not approve them.

Thereafter, they would also need to go to the President of India, who may also approve or reject them.

However, he asserted that as in the case of the Punjab Termination of Water Agreements Act, the state government will continue to fight the Central laws legally, for which a team of lawyers and experts was onboard.

The Farmers’ (Empowerment and Protection) Agreement on Price Assurance and Farm Services (Special Provisions and Punjab Amendment) Bill, 2020; The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) (Special Provisions and Punjab Amendment) Bill, 2020; and The Essential Commodities (Special Provisions and Punjab Amendment) Bill, 2020, were passed to protect the state’s farmers and agriculture by restoring various safeguards aimed at preventing damage apprehended by the farming community as a result of the Central legislations.

Besides ensuring MSP, with punishment in case of sale and purchase in violation of the same, the legislations provide for prevention of hoarding and black-marketing of foodgrains, the Chief Minister said.

The Code of Civil Procedure (Punjab Amendment) Bill of 2020 provides relief to farmers against attachment of land up to 2.5 acres, in line with the Congress government’s election promise.

The House was adjourned after passage of the Bills till Wednesday, when it will meet for other legislative business.

Indian Army Vice Chief Meets US Army Counterparts To Enhance Military Cooperation

New Delhi: Indian Army Vice Chief Lieutenant General S. K. Saini visited US Army 25th Infantry Division Lightning Academy and interacted with troops on Tuesday.

Lt Gen S. K. Saini also witnessed jungle training and Chinook Helicopter sling load carriage over there. He will return to India on Wednesday.

He went to the US for three days to meet counterparts in order to enhance military cooperation between the two countries.

“The aim of the visit is to enhance military cooperation between both the armies,” stated the Indian Army.

The Indian Army Vice Chief also visited the US Army Pacific Command (USARPRAC), the Army component of Indo-Pacific Command (INDOPACOM), and exchanged ideas extensively with the military leadership apart from witnessing training and equipment capabilities of US Army.

Later, he also visited INDOPACOM where aspects of military cooperation and furthering military to military engagement including procurement, training in niche domains, joint exercises and capability building were discussed.

The visit further enhances the operational and strategic level collaboration between both armies, which is emphasised by the fact India is participating in two joint exercises with the US despite Covid-19 restrictions.

These include Yudh Abhyas scheduled in February 2021 and Vajra Prahar which is planned in March, 2021.

New Delhi: With the onset of the festival season, Prime Minister Narendra Modi on Tuesday said this is not the time to be careless as the novel coronavirus is still around and even a small negligence can dampen the festive spirit.

In his seventh address to the nation following the outbreak of the COVID-19 pandemic, Modi said many videos have surfaced in recent times that show many people having stopped taking precautions. “This is not the right thing to do,” he said.

“If you are careless and moving around without mask, you are putting yourself, children and the elderly at risk,” the prime minister said.

“We must keep in mind that lockdown may have ended, but the virus is still there,” he said.

In Europe, America and other countries, the number of cases have seen a hike yet again after seeing a decline in the past, he noted.

We should continue to be careful and not be callous until a vaccine is found, Modi said.

The prime minister said the government is making all efforts to ensure that a vaccine, whenever it is launched, reaches every Indian.

“We all must remember, there can be no laxity till a medicine is found,” Modi said.

Massive Fire At Patna's Secretariat Burns Records, RJD Alleges Conspiracy

Patna: A massive fire broke out at the state Secretariat here, resulting in the destruction of files, records and documents of the Bihar Rural Development Department, even as the opposition RJD on Tuesday smelt a conspiracy to “destroy evidence of scams during the NDA rule”.

According to fire official, the blaze broke out around 11.30 pm on Monday on the ground floor and gradually spread to the first floor of the building. The fire was eventually doused on Tuesday after almost 15 hours.

“The fire broke out on the ground floor. As the Secretariat has its own fire brigade, fire tenders were pressed into service to douse it. However, the fire was intense and we had to sent one dozen more fire tenders to the spot. They continued with firefighting till around 1.30 pm on Tuesday,” said a spokesperson for the Patna fire service.

“The firefighters faced huge difficulties due to intensity of the fire. In the absence of access, dousing of the flames on the second floor was extremely challenging for them. No loss of human life was reported but we believe damage to properties and important documents of the Bihar government,” he added.

Meanwhile, Rashtriya Janata Dal cried foul. Party spokesman Chitranjan Gagan claimed that “it is a criminal conspiracy to destroy official documents and records”.

“The fire did not break out but someone intentionally lit the fire to prevent unearthing of scams in the future.”

“The leaders of NDA allies Janata Dal-United and BJP have realised that their government will not return to power in Bihar. They are now gripped by fear that scams done during the NDA rule will be inquired into when the RJD returns to power in Bihar. Hence, they have destroyed evidence by lighting the fire in the Secretariat building,” Gagan said.

He claimed that the NDA government led by Chief Minister Nitish Kumar was involved in over 60 scams, including the Srijan scam in Bhagalpur.

National Deworming Day: 14 States Record Decline In Worm Infection

New Delhi: Since the launch of the ‘National Deworming Day’ in 2015, 14 states have shown a reduction in worm infections prevalent among children while nine states showed a substantial decline, the Health Ministry said on Tuesday.

The National Deworming Day (NDD), advised by the World Health Organization, is meant to eliminate worm infestation among children and adolescents living in areas with a high soil-transmitted helminthiases (STH) burden.

In the last round of deworming earlier this year which was halted by the Covid-19 pandemic, nearly 11 crore children and adolescents were administered Albendazole tablet across 25 states/Union Territories.

The STH, also known as parasitic intestinal worm infection, is a significant public health concern mostly in low-resource settings.

The worm infection has detrimental effects on children’s physical growth and well-being, and could cause anaemia and under-nutrition.

To evaluate the impact, a High Level Scientific Committee was appointed by the Health Ministry. “All 14 states have shown reduction in the follow-up survey compared to the baseline prevalence survey and states like Chhattisgarh, Himachal Pradesh, Meghalaya, Sikkim, Telangana, Tripura, Rajasthan, Madhya Pradesh and Bihar have shown substantial reduction in worm prevalence in the STH follow-up prevalence survey,” the Ministry said in a statement

As per the WHO report on STH published in 2012, there were an estimated 64 per cent children between 1 to 14 years in age at risk of STH in India. The risk was estimated based on hygiene and sanitation practices, and STH prevalence data at that point of time.

To assess the exact burden of STH in India, the Ministry appointed the National Centre for Disease Control (NCDC) as the nodal agency to coordinate and conduct nationwide baseline STH mapping.

In collaboration with partners and government agencies, the NCDC completed the baseline STH mapping across the country by the end of 2016. The data showed varied prevalence ranging from 12.5 per cent in Madhya Pradesh to 85 per cent in Tamil Nadu.

The Health Ministry said Chhattisgarh has successfully conducted 10 rounds of NDD till date, and the drop in prevalence has been significant from 74.6 per cent in 2016 to 13.9 per cent in 2018.

Sikkim with nine rounds, has seen a reduction from 80.4 per cent in 2015 to 50.9 per cent in 2019. Andhra Pradesh has, however, seen limited reduction from 36 per cent in 2016 to 34.3 per cent in 2019 with nine rounds. Rajasthan, which has implemented an annual round only due to low baseline of 21.1 per cent in 2013 has seen a reduction of less than 1 per cent in 2019 as per the survey.

The Health Ministry said the frontline health workers are trained to follow Covid-19 safety guidelines while administering Albendazole tablets to children and adolescents between one and 19 years during home visits or through the staggered Village Health Sanitation and Nutrition Day-based model between August and October 2020.

Rapes, Molestations Rising Alarmingly In Maha COVID Centres, NCW Asks Govt To Strengthen SOPs

Mumbai: Alarmed by cases of rapes and molestations reported at Covid-19 centres in Maharashtra, the National Council for Women on Tuesday asked the state government to ensure that standard operating procedures are strengthened to prevent such crimes.

NCW Chairperson Rekha Sharma, who is on a 3-day visit to Maharashtra, asked whether such SOPs have been established and adhered to for the safety and protection of women patients at Covid centres.

“She expressed her anguish at crimes of molestation and rape of women patients or doctors at Covid treatment centres. Among other things, she recommended strict background checks on staff and installation of CCTVs at such centres,” said an NCW spokesperson.

Sharma pointed out that the appointment of Chairperson and members of the Maharashtra State Commission for Women (MSCW) was pending and urged that these should be filled up to ensure complaints of women and others are addressed in a timely manner.

Highlighting that around 4,000 such complaints were pending redressal in the state, the spokesperson said that an NCW member would visit Maharashtra every month to look into the concerns or complaints by women in the state.

On alleged ‘love jihad’ cases in the western state, the NCW chief focused on the distinction between consensual inter-faith marriages and ‘love-jihad’, maintaining that the latter required attention.

Though the Maharashtra government has assured to enact a new law on the lines of the Disha law in Andhra Pradesh, there appears no tangible steps taken in this regard so far, the NCW pointed out.

During her visit, Sharma called on Governor Bhagat Singh Koshyari, and met with Chief Secretary Sanjay Kumar, Additional Director General of Police Rajendra Singh, Inspector General of Police Rajvardhan, Mumbai Police Commissioner Param Bir Singh, and other officials.

Pulwama Encounter: One Militant Killed By Security Forces In South Kashmir

Srinagar: One terrorist has been killed in an ongoing encounter with security forces in South Kashmir’s Pulwama district, police said on Tuesday.

“One unidentified terrorist killed in encounter at Kakpora in Pulwama. Operation is underway,” the police said.

The gunfight between terrorists and a joint team of police, army and the CRPF took place on Tuesday afternoon after security forces cordoned off the area and launched a search operation on the basis of a specific information about presence of terrorists.

As the security forces zeroed in on the spot where terrorists were hiding they came under a heavy volume of fire that triggered the encounter. In the ensuing gun battle one terrorist was killed.

Later in the day, with the killing of two more terrorists, a total of three militants have been killed in an encounter in south Kashmir’s Pulwama district, officials said on Tuesday.

Three AK-47 rifles have been recovered from the slain terrorists as search operation continues in the area.

“One more terrorist eliminated (total three) in the encounter at Hakripora in Pulwama. Joint operation over,” the army said.

The firefight between terrorists and a joint team of the police, the army and the CRPF took place on Tuesday afternoon after security forces cordoned off the area and launced a search operation on the basis of a specific information about the presence of terrorists.

As the security forces zeroed in on the spot where the terrorists were hiding, they came under a heavy volume of fire that triggered the encounter. In the ensuing firefight, three terrorists were killed.

This is the second encounter in Kashmir in less than 24 hours. Earlier on Tuesday, two terrorists were killed in an encounter between the militants and security forces at Melhora area in south Kashmir’s Shopian district.

Kerala Gold Smuggling Case: Swapna Suresh Gives Clean Chit To CM Pinarayi Vijayan

Thiruvananthapuram: Already on the mat, Chief Minister Pinarayi Vijayan appeared to have got some relief after the statement of Swapna Suresh, prime accused in the gold smuggling case, to the Enforcement Directorate, surfaced in the media, wherein she seems to have given a clean chit to Vijayan.

As per reports, Swapna has said that she had only had official interactions with the Chief Minister and there was no personal relation.

She has testified to the ED that there was only one occasion that she met Vijayan without being accompanied by the UAE Consulate officials and that was done to brief his wife about the visit of the Sharjah ruler and on the customs and practices to be undertaken during the visit.

She also testified that when her father passed away, Vijayan called her on the phone of his secretary M.Sivasankar.

Vijayan has been in the dock ever since the gold smuggling case surfaced with the arrest of P.S. Sarith, a former employee of the UAE Consulate here on July 5 by the Customs, after baggage to the UAE Consulate containing gold was found.

Swapna was also an employee of the UAE Consulate and later moved on to a plush salaried job at Space Park, which is under Vijayan.

Following the arrest of Sarith, Swapna and her business associate Sandip Nair was on the run, but was soon arrested from Bengaluru by the NIA.

After the arrest surfaced the news that Swapna and Sivasankar were good friends and later she termed him as her mentor.

Vijayan first removed Sivasankar from the post of his secretary and also the IT Secretary and then suspended him from the service.

With the Congress and the BJP breathing down Vijayan’s neck, he went into a shell and the only remark that he made then about Swapna was her statement that she made to the probe officials, which said that she ‘knew’ Vijayan as Chief Minister.

After some time, when the statements of Swapna given to various agencies first surfaced, Vijayan admitted that he had met her in his office, when she came along with the top UAE Consulate officials. This was quickly latched on to by Leader of Opposition Ramesh Chennithala who launched a scathing attack on Vijayan.

It was the State BJP president K.Surendran, who first broke the news that Swapna and Vijayan knew one another quite well and the latter was feigning ignorance.
