Jaipur: The Congress on Tuesday sacked Sachin Pilot from the posts of Rajasthan’s deputy chief minister and the party’s state unit chief.

Cracking the whip on the rebel party leader, the party also removed his loyalists Vishvendra Singh and Ramesh Meena from the state cabinet.

AICC spokesperson Randeep Surjewala announced the decision after a Congress Legislature Party meeting held here amid a tussle for power between Pilot and Chief Minister Ashok Gehlot.

Surjewala said Education Minister Govind Singh Dotasara will be the new Pradesh Congress Committee (PCC) chief.

Surjewala said Sachin Pilot enjoyed the affection and blessings of Congress president Sonia Gandhi and was given political power at a young age. Yet, he and other ministers were trying to topple the state government as part of a BJP conspiracy, he added.

Shortly after being sacked as Rajasthan Deputy Chief Minister, Sachin Pilot tweeted a one-liner which reads, “Truth can be harassed, not defeated”

New Delhi:  In a move to minimise the revenge killing of wild animals due to human-wildlife conflicts, the state governments and Union Territories (UTs) have been advised to make swift payments of ex-gratia to the victims, the Ministry of Environment, Forest and Climate Change said.

In a letter, the ministry has urged the state governments and UTs to review their ex-gratia amount with each other and bring the compensation at par.

Moreover, it has asked the concerned departments to undertake systematic reforms to make prompt payment of ex-gratia by resolving inter-departmental issues.

Notably, the Enviornment ministry provides funding assistances to state governments and UTs for the human-wildlife victims through Central Sponsored Scheme for Integrated Development of Wildlife habitat (IDWH), as per the activities envisaged in the Project Tiger, Project Elephant and development of wildlife habitat in sanctuaries and national parks.

While the ministry provides Rs 5 lakh ex-gratia for deaths or incapacitation, Rs 2 lakh and up to Rs 25,000 towards treatment are offered to the victims suffering grievous injury and minor injury respectively in human-wildlife fight.

Lucknow: Getting hundred per cent marks in examinations is no mean feat but Divyanshi Jain of Lucknow has done the impossible. She has scored 600 marks out of 600 in the CBSE class 12 examinations.

“For me, it is unbelievable and the result is yet to sink in. I am delighted and surprised at the same time,” said Divyanshi, a student of Navyug Radiance Senior Secondary School in Lucknow.

She has scored full marks in English, Sanskrit, History, Geography, Insurance and Economics.

Divyanshi appeared for the examination of all subjects except Geography, which was cancelled due to Covid-19 pandemic.

She was also among the toppers at her school too.

Divyanshi’s father is a businessman while her mother is a homemaker.

“My teachers guided me throughout the year and I was able to follow a systematic routine due to my parents. Both these factors allowed me to concentrate on my studies and score good marks,” said Divyanshi on phone.

“I also made it a point to focus on revision and mock tests that helped me to score better,” she added.

She also ensured that she had a good sleep and followed a healthy routine.

Divyanshi says she is fond of history and wants to pursue the subject in higher studies.

“I want to study history further. I have applied for admissions in BA (H) History at Delhi University,” she added.

Her teacher, B Singh, said: “I am amazed at Divyanshi’s achievement. We were confident that the she will top but the marks she got are beyond our expectations.”

New Delhi: The Institute of Chartered Accountants of India (ICAI) Monday informed the Supreme Court that it has decided not to hold the CA examination this semester (May cycle), and postponed it till November against the backdrop of Covid-19 pandemic.

The May cycle of exams were scheduled between July 29 and August 16.

ICAI’s counsel told a bench comprising Justices A.M. Khanwilkar and Sanjiv Khanna that the May cycle examination will be merged with the November 2020 cycle.

The bench observed that as per affidavit filed on July 6, the examination schedule in July has been cancelled.

As Advocate Alakh Alok Srivastava, representing the petitioner, submitted there are certain aspects in connection with the CA examinations, the apex court, disposing of the petition, noted that liberty is granted to the petitioner to make a representation to the ICAI regarding other suggestions/issues, and the ICAI could decide it on merits.

The bench said the decision should be taken preferably within four weeks after receiving the copy of the representation.

The petitioner has argued for more examination centres across the country.

On June 29, the apex court had told the ICAI to be flexible and consider allowing students to opt out of the exams, in view of the Covid-19 pandemic.

“Don’t be rigid, be flexible. Show some concern for the students,” it said, noting that the option of change of centres should be made available for the students in order to avoid travel, and things cannot be rigid as the situation is evolving.

The ICAI counsel had sought time to issue fresh guidelines in connection with the current cycle of the CA exams slated this year. Counsel contended that there are 567 test centres, which are sanitised properly, and it cannot change the centres now.

The bench replied that the option to change should be there, if in case the area becomes a containment zone. “This option should be kept open till the last week… the situation is not static. It is dynamic,” noted the bench.

To this, the ICAI counsel said the SOP is in place, authorities will shift the centre in case there is a containment zone.

The bench also asked the ICAI that if a candidate in a containment zone is forced to appear in an exam only in November, then could it be counted as appearing in July.

The ICAI counsel contended before the court that the concerns of the petitioner are unfounded in connection with the opt out option and the ICAI was bound by the Chartered Accountants Act. Counsel submitted if a candidate sends an email saying he/she is unable to take the paper due to Covid-19, it will not be questioned.

“It is a group of 4-4. They can choose to appear at a later date if they are Covid-19 affected,” contended the ICAI counsel. The bench then asked the ICAI to issue fresh guidelines incorporating the suggestions made by it and posted the matter for further hearing in July. “ICAI counsel may take instructions and file the modified draft notification setting out the changes,” said the top court.

A PIL was filed by the President of the India Wide Parents Association seeking quashing of the notification issued by the ICAI allowing chartered accountant aspirants to opt out of the exams this year.

New Delhi: The Indian and Chinese military are scheduled to hold their fourth round of Lt General-level talks on Tuesday with an aim to finalise modalities for the next phase of de-escalation and disengagement of troops in eastern Ladakh, government sources said on Monday.

The meeting is set to be held in Chushul on the Indian side of the Line of Actual Control (LAC) in eastern Ladakh, they said.

The two sides are also expected to finalise a roadmap for the restoration of peace and tranquillity in the high-altitude region that witnessed an eight-week bitter standoff between the troops of the two countries.

China’s People’s Liberation Army (PLA) has already completed pulling back troops from Gogra, Hot Springs and Galwan Valley and significantly thinned down its presence in the ridgeline of Finger Four in the Pangong Tso area in the last one week as demanded by India.

India has been insisting that China must withdraw its forces from areas between Finger Four and Eight. The mountain spurs in the area are referred to as Fingers.

The formal process of disengagement of troops began last Monday after a nearly two-hour telephonic conversation between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi the previous day.

On Friday, India and China held another round of diplomatic talks during which both sides resolved to push ahead with “complete disengagement” of troops in eastern Ladakh in a timely manner for “full restoration” of peace and tranquility.

At the meeting, it was decided that senior commanders of the two armies will meet “soon” to discuss further steps to “ensure complete disengagement and de-escalation”.

The two countries have already held three rounds of Lt General-level talks and the last one took place on June 30 during which both sides agreed on an “expeditious, phased and step wise” de-escalation as a “priority” to end the standoff.

The first round of the Lt General talks was held on June 6 during which both sides finalised an agreement to disengage gradually from all the standoff points beginning with Galwan Valley. However, the situation deteriorated following the Galwan Valley clashes on June 15 as the two sides significantly bolstered their deployments in most areas along the LAC.

The second round of talks took place on June 22.

The Indian and Chinese armies were locked in a bitter standoff in multiple locations in eastern Ladakh for over eight weeks since May 5.

The tension escalated manifold after the violent clashes in Galwan Valley in which 20 Indian Army personnel were killed.

The Chinese side also suffered casualties but it is yet to give out the details. According to an American intelligence report, the number of casualties on the Chinese side was 35.

Tensions had escalated in eastern Ladakh around two months back after around 250 Chinese and Indian soldiers were engaged in a violent face-off on May 5 and 6. The incident in Pangong Tso was followed by a similar incident in North Sikkim on May 9.

New Delhi: In a bid to make itself carbon-free by 2030, the Indian Railways has initiated a number of major initiatives to mitigate global warming and combat climate change.

In a statement, a railways spokesperson said here that it has completed electrification of more than 40,000 route km (RKM), which is 63 per cent of the broad- gauge routes, in which 18,605 km electrification has been done during 2014-20.

It said that previously, only 3,835 km of electrification work was completed during 2009-14. The spokesperson said that the railways has fixed a target of electrification of 7,000 RKM for 2020-21.

“All routes on the broad-gauge network have been planned to be electrified by December 2023. Indian Railways is focusing on electrification of the last-mile connectivity and missing links. With this in mind, 365 km of major connectivity work has been commissioned during Covid-19 period,” he said.

The official said that during the nationwide lockdown, the railways commissioned 99 RKM Katni-Satna section of Mumbai-Howrah route via Allahabad, thus providing an alternate route to Howrah.

Similarly, 88 RKM of Pachore-Maksi section on the Indore-Guna-Bina route has also been commissioned, providing an alternate route to Maksi-Bhopal-Bina.

He said that on the Howrah/Sealdah-SVD Katra via Patna route, 45 RKM of Bhagalpur-Shivnarayanpur section has been commissioned.

The official said that the railways has also taken a number of initiatives to promote solar energy.

“The Indian Railways is working to harness the potential of 500 Mega Watt (MW) energy through rooftop Solar panels and till date, solar plants with 100-MW capacity have been commissioned on rooftops of various buildings including 900 rail stations,” he said.

“Solar plants with a combined capacity of 400 MW are under different stages of execution. Tenders are already awarded for 245 MW and the target for the completion of these plants is December 2022,” the official said.

The railways, which has over 51,000 hectares of land pool, is trying to produce power from land-based solar installations for running trains.

The 51,000 hectares hold the potential to set up 20 GW land-based solar plants. The solar power so generated will be fed to a central or state grid or directly to 25 kV AC traction system.

“The Railway Energy Management Company Limited (REMCL), a Joint Venture Company of Indian Railways (49% equity) and RITES Limited (51% equity), has been mandated to take up land-based projects,” he said.

The official pointed out that one project of 1.7 MW at Bina in Madhya Pradesh in collaboration with Bharat Heavy Electricals Limited (BHEL) has been installed and is under extensive testing. “This is the first-of-its-kind solar project in the world,” he said.

Initially, as regards the land-based solar projects, the railways has taken up a 3-GW solar project in three phases.

In the wind energy sector, 103-MW wind-based power plants have already been commissioned, including 26-MW plant in Rajasthan’s Jaisalmer, 21-MW plant in Tamil Nadu and 56.4-MW plant in Maharashtra’s Sangli.

Surat: A woman constable in Gujarat’s Surat, Sunita Yadav, resigned after she was allegedly threatened by state Health Minister Kumar Kanani’s son Prakash and his friends. They threatened Yadav after she questioned them for breaking night curfew rules and not wearing masks amid the COVID-19 pandemic.

Following the altercation, Yadav then called her superior. However, the superior did not take any action and asked her to leave the spot. Allegedly frustrated by the police system, the woman constable resigned, reported India Today.

Meanwhile, an audio clip of a heated exchange between the woman police constable and the son of a Gujarat minister and his friends has gone viral.

An inquiry has been ordered into the incident, a senior Surat city police official said on Saturday.

The incident allegedly took place around 10.30 at Mangadh chowk in Surat on Wednesday night, said Assistant Commissioner of Police (Special Branch) P L Chaudhary.

“The audio clip came to the notice of Surat Police Commissioner (R B Brahmbhatt). He has asked ACP (A-Division) C K Patel to conduct an inquiry. Action will be taken based on the inquiry report,” Chaudhary said.

In the audio, the men who confronted the constable are heard saying that they had the power to “make you stand at the same place for 365 days”.

The constable shouts back that she is not their slave or a servant of their fathers that they can make her stand there for 365 days.

She is then heard calling up her superior officer to inform that when she stopped five persons who were roaming around in a car without wearing masks after 10 pm when the curfew is in force in view of coronavirus, they called Prakash, the son of MLA Kanani.

When Prakash arrived on the spot, they threatened and abused her, she is heard saying.

Minister Kanani claimed that his son was on his way to the civil hospital as his father-in-law, undergoing treatment for coronavirus, was critical when he was stopped by the constable.

“He requested her to let him go. She argued why the vehicle had ‘MLA’ written on it. He said it was his father’s vehicle. She asked why he was in my vehicle. I believe she should have tried to understand what my son was saying. I believe both the sides should have tried to understand each other better,” the minister said.

New Delhi: Drug firm Glenmark Pharmaceuticals on Monday said it has cut price of its antiviral drug Favipiravir under the brand name FabiFlu, for the treatment of patients with mild to moderate COVID-19, by 27 per cent to Rs 75 per tablet.

Glenmark Pharmaceuticals had launched FabiFlu last month at a price of Rs 103 per tablet.

In a regulatory filing Glenmark announced a price reduction of 27 per cent for FabiFlu. The new maximum retail price (MRP) is Rs 75 per tab, it said.
“The price reduction has been made possible through benefits gained from higher yields and better scale, as both the active pharmaceutical ingredient (API) and formulations are made at Glenmark’s facilities in India, the benefits of which are being passed on to patients in the country,” the filing said.

“Our internal research shows us that we launched FabiFlu in India at the lowest market cost as compared to the cost of Favipiravir in other countries where it is approved. And now we hope that this further price reduction will make it even more accessible for patients across the country,” Glenmark Pharmaceuticals Senior Vice President and Head India business Alok Malik said.

Further, the company has commenced a post marketing surveillance (PMS) study on FabiFlu to closely monitor the efficacy and safety of the drug in 1,000 patients that are prescribed with the oral antiviral, as part of an open label, multicenter, single arm study, the filing added.

“We expect this post marketing surveillance study to shed more light on the drug’s clinical effectiveness and safety in a large cohort of patients prescribed FabiFlu,” Malik added.

On June 20, Glenmark announced that it received manufacturing and marketing approval from India’s drug regulator for FabiFlu, making it the first oral Favipiravir-approved medication in India for the treatment of mild to moderate COVID-19.

Glenmark has also completed the phase 3 clinical trial with Favipiravir (FabiFlu) in mild to moderate COVID-19 patients in India. The trial results will be available shortly, the company said.

Glenmark is also conducting another phase 3 clinical trial to evaluate the efficacy of two antivirals drugs Favipiravir and Umifenovir as a combination therapy in moderate hospitalised adult COVID-19 patients in India.

Shares of Glenmark Pharma were trading 1.34 per cent lower at Rs 421.00 apiece on BSE.

Srinagar: Three Lashkar-e-Toiba (LeT) militants, including a Pakistani national involved in a recent attack on security forces, were killed in an encounter in Jammu and Kashmir’s Baramulla district on Sunday, police said.

Security forces launched a cordon and search operation around midnight in the Reban area of Sopore town following information about the presence of militants there, a police official said.

He said the search operation turned into an encounter around 4 am when the hiding militants opened fire at the security forces.

The security forces retaliated and in the ensuing gunfight, three militants were killed, the official said.

He said arms and ammunition have been recovered from the site of the encounter.

Inspector General of Police, Kashmir, Vijay Kumar said one of the slain militants was a Pakistani national involved in an attack on security forces at Sopore in which one CRPF Jawan and a civilian were killed.

“One Pakistani LeT militant Usman killed in the encounter. He was involved in recent terror attack at Sopore in which one CRPF jawan was martyred and one civilian was killed. Big success for police and security forces,” the Kashmir Zone Police’s Twitter handle quoted him as saying.

New Delhi: As Rajasthan politics heats up over Congress Deputy Chief Minister Sachin Pilot being summoned by the police of his own government, his old party colleague turned BJP leader Jyotiraditya Scindia has added to the intra-Congress tussle by saying that Pilot is being “persecuted” by Chief Minister Ashok Gehlot.

In a tweet that has intensified speculation about the BJP’s next move, Scindia said, “Sad to see my erstwhile colleague, Sachin Pilot, too being sidelined and persecuted by Rajasthan CM Ashok Gehlot. Shows that talent and capability find little credence in the Congress.”

Scindia, who too was kept out of power ever since the party’s victory in the 2018 Madhya Pradesh elections, recently jumped ship to the BJP along with his followers, leading to the fall of the Kamal Nath-led Congress government in the state.

Both Scindia and Pilot have worked closely in the party as junior ministers in the UPA government.

Now after Gehlot alleging that the BJP is trying to repeat a MP-like coup in Rajasthan with an upset Pilot and a slew of pro-Pilot MLAs camping in the national capital, Scindia’s tweet saying Pilot is being “persecuted” has forced the Congress to seriously work on the number games.

The Congress’ strength in the 200-member Rajasthan Assembly is 102, while its ally Rashtriya Lok Dal (RLD) has one MLA. After six Bahujan Samaj Party MLAs joined the Congress, the ruling party’s score in the House climbed up to 108. Add to that the support of 13 Independents, and 2 Bharatiya Tribal Party and two CPI-M MLAs, the party’s tally stands at 125.

Meanwhile, the BJP has 72 MLAs, plus 3 lawmakers from alliance partner Rashtriya Loktantrik Party (RLP).

Party sources said that around 20-25 MLAs could reportedly back Pilot if he leaves the party and joins the BJP. In that case, the Congress’ numbers will fall below 100, while the BJP might touch 100-figure mark.

Sources said that Gehlot has spoken to Congress interim chief Sonia Gandhi, Rajasthan party affairs in-charge Avinash Pandey, and Congress General Secretary (Organisation) K.C. Venugopal to apprise them of the developments in his state.

Barely months ago, then a Congress leader, Scindia had reached the national capital after being upset with Kamal Nath for not ceding him any political ground in the state, before joining the BJP along with his followers.

Now, another upset Congress leader is camping in Delhi with his followers. Scindia’s tweet will surely give the grand old party its deja vu moment.

Amid the political crisis in Rajasthan, former Congress chief Rahul Gandhi had a conversation with Deputy Chief Minister Sachin Pilot, claimed sources in the party.

“Pilot had a conversation with former party chief Rahul Gandhi over the political crisis in the state, source claimed.

According to party sources, Deputy Chief Minister Sachin Pilot, who has been in Delhi-NCR along with over 25 MLAs, is set to arrive in the state capital.

“Pilot will attend the meeting of the party leaders in Jaipur along with the senior party leaders,” the source claimed.

The source further said that a meeting has been called by Gehlot on Monday at 10.30 a.m. which will be attended by Pilot.

Meanwhile, senior Congress leaders — Ajay Maken, Randeep Singh Surjewala and state in-charge Avinash Pandey are set to reach Jaipur on Sunday night to contain the dissidence in the party.

The source said that former union minister Makan along with Pandey and Surjewala is set to leave for Jaipur in the night by a chartered plane.

Meanwhile, Surjewala took a swipe at the BJP and in a tweet in Hindi wrote, “Entire country is suffering from Covid-18 crisis and the fresh daily cases have crossed 29,000 mark. China has occupied our lands and the ruling party first bought our MLAs in Madhya Pradesh and now trying to lure legislators in Rajasthan. One needs to understand that crisis is not for any state but for the entire democracy.”

Earlier in the day, Pandey asserted that forces trying to destabilise the Ashok Gehlot government will not succeed and the party MLAs are intact.

In a series of tweets, Pandey said, “All the means to buy the Congress-led government in Rajasthan would not succeed. Whatever offer the BJP may make to Congress MLAs but our legislators including the independents are united.”

“And they all support the Congress-led Ashok Gehlot government in the state,” he said in another tweet.

His remarks came amid the political crisis in the state after Deputy Chief Minister Sachin Pilot went incommunicado along with over a dozen of MLAs.

Pilot, who arrived in the national capital on Saturday has also sought a meeting with party interim chief Sonia Gandhi over the issue.

According to party sources, Pilot did speak with Congress treasurer Ahmed Patel late on Saturday night but the rift between Gehlot and his deputy is deep-rooted ever since former took over as Chief Minister.

The Congress is trying to pacify both the camps in the state to save the party from another embarrassment, sources said.

The fears are whether ‘Operation Lotus’ will be successful or not in Rajasthan and will the state see a rerun of the Madhya Pradesh story?

The Gehlot camp claims that his government has the numbers and the Chief Minister has support of 103 MLAs.

Muzaffarnagar: The Government Railway Police (GRP) has filed a charge sheet against five Railway officials in connection with the Kalinga Utkal Express accident of August 2017 in which 23 people were killed and over 100 injured, officials said on Sunday.

The charge sheet was filed in a court here against the then Senior Section Engineer Inderjit Singh, the then Junior Engineer Pradeep Kumar, the then Station Master Prakash Chand, the then Section Controller P V Taneja and hammer man Jitendra under sections 304A (causing death by negligence), 147, 337, 338, 427 and 279 of the Indian Penal Code, they said.

Sources said departmental action was earlier taken against these officials. Pradeep Kumar was dismissed from service. P V Taneja and Prakash Chand were compulsorily retired, and a warning was issued to Inderjit Singh, they added.

GRP Deputy Superintendent of Police Ramesh Chandra told PTI that an investigation found these officials responsible for the accident.

The Kalinga Utkal Express was on its way from Puri (Odisha) to Haridwar(Uttarakhand) when 14 coaches of the train derailed at Khatauli in the district on August 19, 2017, killing 23 people.

The injured passengers were admitted to various hospitals in Meerut and Muzaffarnagar.

The then Railway Minister Suresh Prabhu had ordered an inquiry and announced Rs 3.5 lakh compensation to the kin of the dead, Rs 50,000 to the grievously injured and Rs 25,000 to those with minor injuries.

New Delhi: As the government pushes for a self-reliant India — ‘Atmanirbhar Bharat’ — Union Petroleum and Natural Gas Minister Dharmendra Pradhan has appealed to the Indian students enrolled in global universities to come back and innovate in their own country.

Speaking at an e-meet or a video conference with India students across the world, regarding self-reliance in the oil and gas sector, the minister noted that Prime Minister Narendra Modi has set a target for reduction of 10 per cent in energy import dependency by 2022.

In this regard, the government has taken several policies as well as administrative measures to augment domestic oil and gas production and reduce dependency on imports for meeting the energy requirements of the country, he added.

He said that the Prime Minister has envisioned a clear road map for India’s energy future which rests on five key enablers of energy availability and accessibility for all, energy affordability to the poorest of the poor, efficiency in energy use, energy sustainability for combating climate change and energy security for mitigating global uncertainties.

“India has made its presence felt in the global energy map. We are engaging with OPEC, IEA, IEF and all other major voices in the world energy discussions. India has engaged with the US, Russia, Saudi Arabia, the UAE and all major energy producers, under a policy of diversification of supply sources,” he said.

On the ongoing pandemic, Pradhan said that the country is in the midst of an outbreak of the Covid-19 pandemic that challenges the fundamental assumptions of people’s lives.

“While the immediate economic impact may slow us down, we are presented with an opportunity to pause, rethink, and redesign,” the minister told the students.

Cuddalore: An alleged attempt by a 19-year-old man to “open a branch of the State Bank of India” at Panruti near here was scuttled and he was arrested for forgery, police said here on Saturday.

The man, son of retired SBI employees, had readied fake seals and challans of the public sector lender and had other paraphernalia like a cash counting machine needed “to run a bank branch,” on an upper floor of his residence at Panruti, about 25 km from here.

He had not, however, put up any signboard.

The SBI Panruti branch manager lodged a complaint with police seeking action following a tip-off by a customer that the man was “opening an SBI branch and has challans as well.”

Following questioning, he was arrested for forgery and possession of counterfeit seals.

A printer who printed the challans and another who had made fake seals were held for similar offences and abetment.

They were produced before a magistrate court and enlarged on bail.

Asked if the man had cheated people by soliciting deposits or facilitating loans, Panruti police inspector K Ambethkar told PTI, “no..we have not received any such complaint so far.”

The man’s late father had worked for SBI and his mother had retired from the same bank some time back, he said.

To a question, the police inspector said the man’s mother, who has mobility issues, and another woman relative living in the same house had no clue about his “idea.”

Investigations revealed that he aspired to work for a bank and since he had closely watched banking operations for long he was “very knowledgeable” about it.

On the suspected motive, he said several of his replies were incomprehensible, childish, and strange notwithstanding his excellent understanding of the banking processes.

“He even calmly told us that he awaited approval from Mumbai to open the (SBI) branch and that he was about to put up a signboard,” the inspector said, adding that the man had tried unsuccessfully to get employment on compassionate grounds in the SBI following the death of his father in harness.

New Delhi: As India and China attempt to lower weeks of border tension in eastern Ladakh, External Affairs Minister S Jaishankar on Saturday said a disengagement and de-escalation process has been agreed upon between the two countries and it is “very much a work in progress”.

“What just happened is that we have agreed on the need to disengage because the troops on both sides are deployed very close to each other. So there is a disengagement and de-escalation process which has been agreed upon,” he said during a video interactive session at the India Global Week.

“It has just commenced. It is very much a work in progress. At this point, I really would not like to say more,” he said.

Jaishankar’s comments came a day after India and China held another round of diplomatic talks during which both sides resolved to push ahead with “complete disengagement” of troops in eastern Ladakh in a timely manner for “full restoration” of peace and tranquillity.

At the meeting, it was decided that senior commanders of the two armies will meet “soon” to discuss further steps to “ensure complete disengagement and de-escalation”.

People familiar with the development said the fourth round of Lt General-level talks will be held early next week with an aim to finalise modalities for withdrawal of troops from rear bases of the two militaries besides exploring ways to restore peace and tranquility in the region.

The formal process of disengagement of troops began on Monday morning after a nearly two-hour telephonic conversation between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi on Sunday.

Jaishankar held a telephonic conversation with Chinese Foreign Minister Wang Yi on June 17 during which both sides agreed that the overall situation would be handled in a responsible manner.

The Indian and Chinese armies were locked in a bitter standoff in multiple locations in eastern Ladakh along the Line of Actual Control(LAC) for the last eight weeks.

The border tension escalated manifold after violent clashes in Galwan Valley on June 15 in which 20 Indian Army personnel were killed. The Chinese side also suffered casualties but it is yet to give out the details. According to an American intelligence report, the number of casualties on the Chinese side was 35.

In the last six days, the Chinese military has withdrawn troops from all major friction points in line with a disengagement understanding with Indian Army.

Both sides have held several rounds of diplomatic and military talks in the last few weeks to ease tension in the region.

Tensions had escalated in eastern Ladakh around two months back after around 250 Chinese and Indian soldiers were engaged in a violent face-off on May 5 and 6. The incident in Pangong Tso was followed by a similar incident in North Sikkim on May 9.

Kolkata: West Bengal Chief Minister Mamata Banerjee wrote to Prime Minister Narendra Modi on Saturday, urging him to re-examine the UGC directive that mandated final examinations in colleges and universities by September-end.

In her letter, the chief minister said the July 6 guidelines of the University Grants Commission (UGC) will adversely affect the interests of students.

“I understand that various states have already raised the issue with the government of India, expressing their concerns and disagreement with the new guidelines,” Banerjee said in her letter.

“I would, therefore, request you to get the matter re-examined immediately…,” she said.

Thiruvananthapuram: The Kerala gold smuggling case, which has rocked the Pinarayi Vijayan government, took a new turn on Friday with the National Investigation Agency (NIA) registering an FIR against four persons, including prime suspect Swapna Suresh, the high-profile woman who rubbed shoulders with the high and mighty in the state and was close to Vijayan’s now ousted secretary and senior IAS officer M. Sivasankar.

On Friday, the NIA submitted its chargesheet against the accused in the Kerala High Court, following the anticipatory bail plea filed by Swapna.

After the NIA strongly opposed to it, the court didn’t accept her plea and posted the matter for Tuesday and directed that a copy of the chargesheet be given to her.

In a statement issued by the NIA, it said an FIR has been registered in the Kerala gold smuggling case under Sections 16, 17 and 18 of the Unlawful Activities (Prevention) Act, 1967, against four accused persons — P.S. Sarith, Swapna Prabha Suresh, Fazil Fareed and Sandeep Nair — in connection with the seizure of 30 kg of 24 carat gold worth Rs 14.82 crore at the Trivandrum International Airport on July 5 by the Customs (Preventive) Commissionerate, Cochin.

It further pointed out that the aforesaid consignment was found camouflaged in a diplomatic baggage from the UAE that is exempted from inspection as per the Vienna Convention.

The said consignment was to be received by Sarith, who had worked in the UAE Consulate earlier as a Public Relations Officer.

Initial investigation by the Customs department has revealed that Sarith had received multiple such consignments earlier also.

“As the case pertains to smuggling of large quantity of gold into India from offshore locations, threatening the economic stability and national security of the country, it amounts to a terrorist act as stated in Section 15 of the Unlawful Activities (Prevention) Act, 1967.

“Further, as the case has national and international linkages and as initial enquiries have revealed that the proceeds of smuggled gold could be used for financing of terrorism in India, the NIA has taken up the investigation of the case,” the NIA said.

Sarith and Swapna were former colleagues at the UAE Consulate office and later, Swapna joined a high-profile job attached to the IT department, where Sivasankar was the Secretary.

The NIA is also expected to look if any secret file has lost its secrecy.

Meanwhile, reports have surfaced that Swapna’s graduate certificate is forged and according to her own brother is not aware if she had even passed Class X.

The case has heated up the political canvas in Kerala and senior Congress leaders from the state on Friday urged Prime Minister Narendra Modi to order a NIA-CBI-RAW probe into the gold smuggling case.

The party has already demanded that Vijayan should resign and held protests across the state despite the Covid-19 protocols in place.

It is to be seen now if a statement from the top official of the UAE Consulate here would be taken by the probe agency.

Meanwhile, continuing their protests for the second day, demanding the resignation of Pinarayi Vijayan in the gold smuggling case, youth outfits of the Congress and BJP on Saturday held state-wide agitations, which turned violent at a few places.

The Chief Minister, reacting to it, said organising such protests violating COVID-19 protocol will not be allowed.

The government is not questioning anyone’s right to protest, he said.

The opposition parties are targeting the Chief Minister after it emerged that Swapna Suresh had been employed on contract by the IT department, a portfolio held by Vijayan.

Later, NIA took Swapna Suresh along with her family members into judicial custody in Bengaluru.

Srinagar: Pakistan is trying to step up infiltration and push in more terrorists into J&K after failing to instigate the people of Kashmir following last year’s August 5 decision of revoking Article 370.

GoC 19 Infantry Division Kashmir Major General Virendra Vats said this at a press conference in Baramulla, North Kashmir on Saturday.

“Pakistan has been failing in its attempt to instigate the people of Kashmir ever since we had the momentous decision of August last year, they have been trying very hard, they also know the season is coming to an end very soon, three or four months is what they have, so they shall try their best to push in the terrorists,” he said.

The GoC said that the launch pads across the LoC are fully active and terrorists are making attempts to infiltrate into India.

“The launch pads are fully occupied and if we have to hazard a guess it would be anything between 250 to 300 terrorists in the launch pads, he said.

About Saturday’s operation at Nougam Kupwara in which infiltrators were killed, he said the action of the troops was precise and timely, thereby ensuring a clean operation.

“The infiltration attempt follows similar attempts made by Pakistan in Kupwara and Rajouri sectors in the recent past and needs to be seen in the backdrop of various inputs about the increased presence of terrorists in the launch pads across the LoC fully facilitated and supported by the Pakistan army,” he said.

New Delhi: The fourth cycle of the All India Tiger Estimation 2018, results of which were declared to the nation on Global Tiger Day last year by Prime Minister Narendra Modi, has now entered the Guinness World Record for being the world’s largest camera trap wildlife survey.

Terming the achievement a great moment, Union Environment Minister Prakash Javadekar said that it is a shining example of “Atmanirbhar Bharat”.

Further, the Environment Minister said that under the leadership of Prime Minister Narendra Modi, India has fulfilled its resolve to double the tiger numbers four years before the target. The country now has an estimated 2,967 tigers as per the latest census.

With this number, India is home to nearly 75 percent of the global tiger population and has already fulfilled its resolve of doubling tiger numbers, made at St Petersburg in 2010, much before the target year of 2022.

The citation at the Guinness World Record website reads: “The fourth iteration of the survey — conducted in 2018-19 — was the most comprehensive to date, in terms of both resource and data amassed. Camera traps were placed in 26,838 locations across 141 different sites and surveyed an effective area of 121,337 square kilometers.”

It adds, “In total, the camera traps captured 34,858,623 photographs of wildlife, 76,651 of which were tigers and 51,777 were leopards; the remainder were other native fauna. From these photographs, 2,461 individual tigers were identified using stripe-pattern-recognition software.”

The 2018 “Status of Tigers in India” assessment also conducted extensive foot surveys that covered 522,996 km of trails and sampled 317,958 habitat plots for vegetation and prey dung.

It is estimated that the total area of forest studied was 381,200 square kilometers and cumulatively the collection and review of data equated to some 620,795 labor-days.

The All India Tiger Estimation done quadrennially is steered by the National Tiger Conservation Authority with technical backstopping from the Wildlife Institute of India and implemented by State Forest Departments and partners.

The latest results of 2018 had shown that India now has an estimated 2,967 tigers out of which 2,461 individual tigers have been photo captured, a whopping 83 percent of the tiger population, highlighting the comprehensive nature of the survey.

There is hardly any parallel of such a focused species oriented program like Project Tiger across the world, which started with nine Tiger Reserves, with 50 tiger reserves currently.

New Delhi: Six National Socialist Council of Nagaland (Isak-Muivah) insurgents were neutralised in an encounter with the security forces in Tirap district of Arunachal Pradesh on Saturday.

Based on the specific intelligence inputs regarding presence of armed insurgents, two columns were launched by the Assam Rifles in Khonsa area, which is nearly 50 kilometres East of Tinsukia.

At 4.30 a.m., an operational contact was established with the insurgents. In the ensuing gunbattle, six insurgents were neutralised, and six weapons alongwith war-like stores were recovered.

One Assam Rifles soldier was injured in the operation. His condition was said to be stable and was being evacuated to the nearest military hospital.

The police said six long-range weapons (Four AK-47 and 2 Chinese MQ) were recovered from the spot, and an operation was led by a joint team of the Assam Rifles and Arunachal Pradesh Police.

“Acting upon actionable and specific information by SIB Arunachal Pradesh, a joint team of 6 Assam Rifle and Arunachal Pradesh Police conducted an early morning action today in Longding district of Arunachal Pradesh near Nginu village. In the operation, 6 NSCN- IM armed cadre have been killed. 1 Assam Rifle personnel also received injuries. 6 long-range weapons (Four AK-47 and 2 Chinese MQ) have been recovered so far,” state DGP R P Upadhyaya informed.

Itanagar: At least eight people, including four children, from two families were buried alive and three injured in two separate landslides in Arunachal Pradesh on Friday. Officials said that the two landslides triggered by incessant rain during the past few days, occurred in Papum Pare district and at Modirijo in between Itanagar and Naharlagun.

Officials said that the first landslide occurred at Tigdo village in Papum Pare district at around 2.30 a.m. on Friday when the victims were asleep, killing four people, including an eight-month-old baby and a 17-year-old boy, on the spot. The Papum Pare district administration and police, assisted by locals, retrieved the four bodies from the debris.

In the second landslide four more people including two children were killed when their house was buried by a huge mudslide at Modirijo in between Itanagar and Naharlagun. Disaster management personnel helped by local people have recovered three bodies so far while a rescue operation to retrieve the fourth body was still on. Three children were also injured in the second landslide.

Arunachal Pradesh Chief Minister Pema Khandu expressed deep shock and sorrow over the loss of lives in the landslides and announced an ex-gratia of Rs four lakhs for the next of kin of the deceased.

Khandu in a statement said that the incessant rain for the last couple of days that triggered landslides and floods has caused devastation in the entire state. “Reports have been pouring in about landslides in various locations from in and around the capital region. Road communication has been badly affected by nature’s fury and there is an increase in water flow in streams and rivers,” he added.

The Chief Minister cautioned that as per the Indian Meteorological Department, there is a likelihood of heavy rainfall in the next few days across Arunachal Pradesh. He requested the people to take all precautionary measures and refrain from staying at vulnerable locations.

Khandu directed the district administration and the disaster management department to continuously monitor the situation to avoid large scale devastation and loss of lives.


Prime Minister Narendra Modi aslo expressed grief in a tweet over the loss of lives in Arunanchal Pradesh landslides.

New Delhi: In a first, the Supreme Court on Friday allowed the service of summons and notices, a necessity in almost all legal proceedings, through instant messenger like WhatsApp as well as by e-mail and fax.

A bench headed by Chief Justice S.A. Bobde observed that it has been brought to the notice of the court that it is not feasible to visit post offices for service of notices, summons, and pleadings. The bench also comprising Justices A S Bopanna and R Subhash Reddy observed that notice and summons should be sent through e-mail on the same day along with instant message through WhatsApp and other phone messenger services.

The bench clarified that all methods should be deployed for a valid service on the party. “Two blue ticks would convey that the receiver has seen the notice,” noted the bench.

The bench declined the request of the Attorney General for specifically naming WhatsApp as a mode of effectuating service. The top court noted that it would not be practical to specify only WhatsApp. The apex court also permitted RBI to extend the validity of cheques in the backdrop of lockdown to contain the coronavirus outbreak.

Senior advocate V Giri representing RBI informed the bench that he had circulated the note regarding the validity of a cheque as directions issued on the previous hearing.

The bench noted that it will be in the discretion of the RBI to issue orders which are suitable to alter the validity of the period of a cheque.

During an earlier hearing on the matter on July 7, the Attorney General contended before the top court that the Centre had some reservations in connection with the utilization of mobile applications like WhatsApp and other apps for service of summons. The Centre’s top law officer informed the apex court that these apps claimed to be encrypted, and they were not trustworthy.

The RBI counsel had contended before the top court that it was considering clarifying the validity of a cheque which has been reduced to 3 months from 6 months.

New Delhi: Chief Justice S.A. Bobde on Friday, citing migrant workers’ case, said it is not for the apex court to take up every matter at the very first instance, especially in the backdrop that facts associated with the matter differ from one state to another.

The Chief Justice said, “people and lawyers’ have expressed disappointment that the Supreme Court did not urgently entertain various matters such as migrant workers case etc.” He added that the lawyers’ and people should know when facts differ from one state to another then under these circumstances it should not be the apex court that can hear the matter.

The Chief Justice termed it odd that the apex court has to explain this process to the lawyers instead of them being well aware about this process and how it works. The Chief Justice indicated that these matters are fact-intensive which may vary from one state to another and maybe in districts in some cases.

“We find it very odd that we have to say it as a bench that it is for a jurisdictional court to look into these facts and decide at the first instance,” said the bench also comprising Justices A S Bopanna and R Subhash Reddy.

The Chief Justice said the parties should move the apex court in the second instance which would provide benefit to the bench at the top court to see the High Court judgment.

It seems that the comments by the Chief Justice was made to address the criticism of the apex court in the delay in taking up various issues connected to the migrant workers which included transportation to their native places, food and shelter in the backdrop of the coronavirus pandemic.

Later the apex court took suo moto cognisance of the matter and issued a slew of directions for the benefit of the migrant workers. The apex court had sought response from various states on steps to address migrant workers’ woes.

These observations from the Chief Justice were made during the hearing of matters regarding tuition fees being charged by the schools for the online classes and also charging of fees during the lockdown period.

Delhi: Prime Minister Narendra Modi on Friday dedicated to the nation a 750-MW solar project said to be Asia’s biggest at Rewa in Madhya Pradesh through video conference from Delhi.

The Rs 4,000-crore project has three units of 250 MW each at a solar park spread over 1,500 hectares developed by Rewa Ultra Mega Solar Limited (RUMSL), a joint venture company of Madhya Pradesh UrjaVikas Nigam Limited and Solar Energy Corporation of India (SECI), a central PSU.

Union Power Minister RK Singh and Madhya Pradesh Chief Minister Shivraj Singh Chouhan were among the dignitaries present on the occasion.

Twenty-four per cent of the solar power produced by the project will be used in the Delhi Metro and the remaining 76 per cent by discoms of Madhya Pradesh.

The Centre gave Rs 138 crore to RUMSL for the project for which Mahindra Renewables, ACME Solar Holdings, and Solengeri Power were shortlisted through reverse bidding for the three units at tariffs of Rs 2.979, Rs 2.970 and Rs 2.974 for the first year.

This is the lowest tariff ever discovered through a bidding process for solar projects in India.

The project is a step towards India’s commitment to set up 175GW solar power capacity by 2022.

Kanpur: History sheeter Vikas Dubey who was arrested from Mahakal temple in Madhya Pradesh’s Ujjain on Thursday, and was being brought to Kanpur by Special Task Force of UP Police amid unprecedented security was killed in an encounter while trying to flee from cops on Friday morning.

According to reports, as the convoy reached Barra police circle in Kanpur, the vehicle in which Vikas was seated, overturned after skidding on the road due to heavy rains.

Reportedly, Vikas, along with two other police personnel in the vehicle, were injured in the mishap.

As soon as Vikas was taken out of the vehicle, he snatched a rifle from the STF team and tried to fire at the police. He was killed in the retaliatory firing.

Following which, Vikas was rushed to the Hallett Hospital.

Gangster Vikas Dubey attempted to flee after the car overturned. Police tried to make him surrender, during which he fired at the policemen. He was injured in retaliatory firing by police. He was later rushed to the hospital,”  SP Kanpur West was quoted saying ANI.

Vikas received a bullet injury on the chest which proved fatal.

Two STF personnel were also injured in the encounter.

STF officials admitted to the incident but refused to reveal the extent of injuries suffered by the gangster.

New Delhi: Union Minister for Consumer Affairs, Food and Public Distribution Ram Vilas Paswan has reiterated that ‘One Nation, One Ration Card’ (ONORC) scheme would likely start working across India by January next year, ahead of its March 31 deadline.

Paswan on Thursday said the ministry is trying to include all remaining States/UTs onboard of ONORC by January 2021. He said that earlier many States/UTs highlighted the challenges related to slow network connectivity.

In this regard, he informed that he has taken up the issue with the Department of Telecommunications (DoT) and there is a proposal to provide a free net connection to every gram panchayat for a one-year duration.

While interacting with reporters through video conferencing, the Minister said the balanced quantity of foodgrains and whole chana under the ‘Atma Nirbhar Bharat Abhiyan‘ scheme will now be distributed till August 31, 2020.

He welcomed the decision of Prime Minister Narendra Modi for the extension of Pradhan Mantri Garib Kalyan Ann Yojana (PMGKAY) for five more months till November 2020.

Paswan said the Prime Minister started the two biggest food grains distribution scheme-PMGKAY and ANBA for poor and needy persons so that no one sleeps hungry at the time of COVID-19 pandemic.

He said the identification process of genuine beneficiaries for ANBA took some time, therefore, distribution period of the balance of already lifted 6.39 LMT food grains with the states/UTs has been extended till August 31.

Paswan said that now States/UTs can complete distribution of the balance of allocated free food grains and whole gram under ANB by August.

Under the Atma Nirbhar Bharat Package, 5kg of free food grains per person and 1 kg of a free whole gram per family has been distributed to migrant labourers, stranded and needy families, who are not covered under NFSA or State scheme PDS cards.

The states and UTs have lifted 6.39 LMT of food grains. States and UTs have distributed 2,32,433 MT of food grains to 2.24 crore beneficiaries in May and to 2.25 crore beneficiaries in June 2020.

He informed that around 33,620 MT whole gram have been dispatched to the states and UTs. A total 32,968 MT whole gram has been lifted by various States and UTs, out of which10,645 MT has been distributed.

The Minister informed that the allocation order for PMGKAY-2 has already been issued to all States/UTs and FCI on July 8, 2020, for distribution of additional 5 Kg food grains (rice/wheat)/per person/month during July-November to all 80.43 crores NFSA beneficiaries(9.26 crore AAY persons and 71.17 core PHH persons; including those covered under DBT Cash Transfer in Chandigarh, Puducherry and Dadra & Nagar Haveli).

A total of 203 LMT food grains will be distributed among 81 crore beneficiaries.

He said a total of 201.1 LMT food grains have been allocated for PMGKAY-2 to States and UTs for the 5 months period July to November 2020. This includes 91.14 LMT wheat and 109.94 LMT rice. Wheat has been allocated to four States/UTs and rice has been allocated to 15 States/UTs for distribution under this scheme.

Under PMGKAY-1, a total of 116.02 LMT food grains has been lifted by the States/UTs. In the month of April 2020, 37.43 LMT (94 per cent) food grains have been distributed to 74.14 crore beneficiaries, in May 2020, total 37.41 LMT (94 per cent) food grains have been distributed to 73.75 crore beneficiaries and in the month of June 2020, 32.44 LMT (82 per cent) food grains have been distributed to 64.42 crore beneficiaries.

As regards Pulses, Paswan informed that so far, 5.83 LMT Pulses have been dispatched to States/UTs and 5.72 LMT have reached the States/UTs, while 4.66 LMT pulses have been distributed.

New Delhi: The Press Council of India on Thursday sought comments from the governments of Punjab and Odisha in connection with reported attacks on journalists in these two states.

The Press Council of India (PCI) said it has taken suo motu cognizance of alleged targeting of journalists during the COVID-19 lockdown period in both the states.

In one incident, purportedly an FIR was lodged against Jai Singh Chibbar, reporter, Punjabi Jagran newspaper for writing a news report about an unnamed minister, and in a separate incident, Major Singh Punjabi of Rozana Pehredar newspaper was allegedly tortured by two ASIs of Mohali Police Station, the PCI said.

“The Press Council of India strongly condemns torture or physical violence perpetrated against any journalist or media person in any part of the country. PCI, taking cognizance in the above matters has called for comments from the State Government of Punjab,” it said in a statement.

Another reported incident was targeting of journalist Mahadev Nayak by keeping him hostage in a temporary medical centre and damaging his press equipment at Korua panchayat under Nuagaon Block, Jagatsinghpur, Odisha purportedly for reporting on violation of COVID-19 guidelines by Sarpanch of Naugaon Aranya Nayak who was in quarantine, the press body said.

“Taking cognizance in the matter, PCI has called for comments from the state government of Odisha,” it said.

Bhubaneswar: In a novel way to protest against Nepal’s claim of areas along Indian border, an organization on Thursday came out with an envelope with the copy of a postage stamp, purportedly released by the Himalayan nation in 1954 printed on it, showing that the areas under dispute actually belong to India.

The Bharat Raksha Manch, stated to be a non-political organisation formed in 2010 with an aim to tackle the menace of infiltration, which released the envelope here, claimed that it has sent the cover to Prime Minister of Nepal, K P Sharma Oli, and 59 members of the Nepalese National Assembly.

Since 1954, Nepal has issued 29 postage stamps in which the nation’s map has always been depicted as claimed by India, said Anil Dhir, National Secretary of the Manch and a noted philatelist.

“They have never shown Kalapani as their territory or a disputed area. Those areas were never included in official maps of the (Nepal) government and the maps in school atlases,” Dhir, who has four books on philately to his credit, asserted.

The envelope with the map stamp of 1954 was brought out as a mark of protest and it was also sent to the Nepalese High Commissioner to India, the president of the Philatelic Society of Nepal and others in that country, he said.

The ties between the two countries came under strain after Defence Minister Rajnath Singh inaugurated a 80-KM-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.

Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory. India rejected the claim asserting that the road lies completely within its territory.

The Nepal government on May 20 released a revised political and administrative map showing Limpiyadhura, Lipulekh and Kalapani under its territory, angering India which asked Kathmandu not to resort to any “artificial enlargement” of its territorial claim and refrain from such “unjustified cartographic assertion”.

Beijing: China on Thursday said Chinese and Indian troops have taken “effective measures” to disengage at the Galwan Valley and other areas along the Line of Actual Control (LAC) in eastern Ladakh and the overall situation is “stable and ameliorating,” days after the two sides agreed on an expeditious withdrawal of soldiers from all the standoff points.

The remarks by Chinese Foreign Ministry spokesman Zhao Lijian came a day after people in New Delhi familiar with the developments said that the Chinese military removed all temporary structures and completed withdrawal of its troops from the face-off site in Hot Springs in eastern Ladakh.

Zhao told a media briefing here that “following the consensus reached at the commander-level talks, the Chinese and India border troops have been taking effective measures to disengage at the Galwan Valley and other areas in the western sector.”

“The overall situation at the China-India boundary is stable and ameliorating,” he said.

Asked about further talks between the two countries, Zhao said, the two sides will continue to maintain dialogue and communication through military and diplomatic channels, including holding a new round of commander-level talks and the meeting of the Working Mechanism for Consultation and Coordination on India-China Border Affairs.

“We hope India will work with China towards the same goal to implement consensus reached between the two sides with concrete actions and jointly de-escalate tensions in the border region,” the spokesman said.

In New Delhi, India once again rejected China’s claim over Galwan Valley in eastern Ladakh.

External Affairs Ministry Spokesperson Anurag Srivastava said on Thursday that India remained convinced of the need for maintenance of peace and tranquillity in the border areas and resolution of differences through dialogue, but at the same time asserted that the country is committed to ensuring its sovereignty and territorial integrity.

At an online media briefing, he said the LAC must be strictly respected and observed as it is the basis for peace and tranquillity in border areas.

The disengagement process of the troops on both sides began on Monday morning after a nearly two-hour telephonic conversation between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi on Sunday.

At the talks, the two sides agreed on an expeditious withdrawal of troops from all the standoff points to bring back peace and tranquility in the region. Doval and Wang are Special Representatives (SR) for the boundary talks.

In New Delhi, the people familiar with the developments said that the two armies are expected to carry out a joint verification in the next few days to assess the implementation of the disengagement process once the dismantling of the temporary infrastructure and withdrawal of troops by China are completed at the friction points along the LAC in eastern Ladakh.

There has been thinning out of troops from Finger areas in Pangong Tso as well, they said. Pangong Tso has been a major face-off site between the two sides.

The two militaries are set to hold extensive talks on finalising modalities for restoring normalcy and bringing back peace and tranquillity in the region after the verification of the disengagement exercise is completed, they added.

Government sources in New Delhi said the Chinese military has already removed tents and withdrew its personnel from patrolling point 14 in Galwan Valley, the site of violent clashes between the two armies on June 15 that left 20 Indian soldiers dead.

The Chinese side also suffered casualties but it is yet to give out the details. According to an American intelligence report, the number of casualties on the Chinese side was 35.

New Delhi: Inviting global companies and investors to India amid his government’s push for import substitution and a self-reliant India, Prime Minister Narendra Modi on Thursday said that the call for an ‘Aatmanirbhar Bharat’ is not about being self-contained or being closed to the world.

Delivering the inaugural speech at the India Global Week 2020, he said that the concept of Aatmanirbhar Bharat merges domestic production and consumption with global supply chains.

Inviting global investments in agriculture, logistics, defence and space, the Prime Minister said: “We are laying a red carpet to come and establish presence in India.”

“Aatmanirbhar Bharat is not about being self-contained or being closed to the world, it is about being self-sustaining and self-generating. We will pursue policies that promote efficiency, equity and resilience,” he said.

The Prime Minister first used the term Aatmanirbhar Bharat, or self-reliant India, during an address to the nation in May, wherein he had asked citizens to purchase Indian and India-made goods and called upon India Inc to produce all the products imported by the country and become self-sufficient. Since then, it has become a catchphrase among industry participants and traders along with government representatives.

Talking of market liberalising reforms, he said that India is one of the most open economies in the world.

He also outlined several “reform” measures taken by the government in the past six years including “total financial inclusion”, “record” housing and infrastructure projects, tax reforms including the Goods and Services Tax among others.

Further as the world goes through a recession amid the pandemic, Modi said that India will play a leading role in the global economic revival.

He also said that India has already started seeing “green shoots of recovery”.

Noting that Indian technology industry and tech professionals along with contributions in other sectors by Indians, including healthcare, banking and scientific research, have always played a major role globally, he said: “There is faith that the story of global revival will have India playing a leading role.”

Modi also said the ability of Indians to reform and rejuvenate would be significant in this regard.

As on one hand, India is fighting the pandemic with stress on healthcare, it has also given equal importance on economic revival and reform, he added.

Lucknow/Bhubaneswar: After nearly six days of manhunt, Vikas Dubey, the prime accused in Kanpur police encounter which left as many as 8 cops on Friday was arrested today.

National media reports suggested that the gangster was spotted by police near Ujjain’s Mahakal and was immediately arrested.

“Vikas Dubey was going to Ujjain Mahakal temple when he was identified by security personnel. Police were informed, he confessed his identity after being pushed for it. He has been apprehended by police & interrogation is underway,” Ashish Singh, Ujjain Collector was quoted as saying to ANI.

“It is a big success for the police, Vikas Dubey is a cruel killer. Whole Madhya Pradesh police were on alert. He has been arrested from Ujjain Mahakal temple. We have informed Uttar Pradesh Police,” Narottam Mishra, Madhya Pradesh Home Minister was quoted as saying to ANI.

Meanwhile, the Madhya Pradesh Chief Minister’s Office informed that, CM Shivraj Singh Chouhan has spoken with Uttar Pradesh Chief Minister Yogi Adityanath over the arrest of Vikas Dubey from Ujjain. MP Police will hand over him to UP Police.


Earlier in the wee hours today, Vikas’s two aides were shot dead by the state police in two separate encounters.

Five persons have so far been killed in separate police encounters since the Kanpur ambush.

Earlier, Amar Dubey was killed in Hamirpur on Wednesday, while Prem Prakash Pandey and Atul Dubey were gunned down in an encounter in Kanpur on July 3.

Eight police personnel, including a circle officer, were shot dead and six policemen seriously injured when Dubey and his gang sprayed them with bullets in Vikru village under Chaubeypur police circle in Kanpur on Friday.

Seven others, including a civilian, were injured in the attack from a rooftop on a police team after it entered Bikru village to arrest Vikas Dubey, a history-sheeter who has about 60 criminal cases against him.
