New Delhi: Groups of protesting farmers camping at Singhu, Tikri and Ghazipur border points of the national capital broke police barricades on Tuesday morning to force their way into the city, much ahead of the time they were granted permission by Delhi Police for their tractor parade.

Tractors bearing flags could be seen, along with men and women dancing on dhols, and locals on both sides of the road showering petals on cavalcades, as security personnel tried to convince farmers to stick to the decided plan of holding the tractor parade after the conclusion of the Republic Day parade at the Rajpath.

Farmers also marched on foot in large numbers holding flags of different farmer unions and raising slogans. Some were seen riding motorcycles and horses. People also perched atop their tractors and raised slogans and sang revolutionary songs.

Locals were also seen distributing food and water bottles to the protesting farmers who were part of the march.

A senior police officer who was at the spot said that a group of farmers entered the national capital after breaking the barricades.

“As per agreement, they were supposed to start their parade at the time specified but they forcefully entered Delhi and are currently peacefully sitting at Mukarba Chowk. They are supposed to head towards Bawana side as per the route but they are adamant that they want to go towards Outer Ring Road.

“The situation is peaceful and we are trying to convince them to go towards the designated route at the specified time, he said.

On Sunday, Delhi Police had allowed the tractor rally after the annual Republic Day parade. The protesters were told they can’t disrupt the celebrations at Rajpath even as the farmers insisted their parade will be “peaceful”.

“But some groups of farmers did not relent and started moving towards the Outer Ring Road breaking police barricades,” an official said.

A member of the Sankyukt Kisan Morcha, an umbrella body of 41 unions, leading the protest against the three central farm laws at several border points of Delhi, said those who broke the barricades belonged to the Kisan Mazdoor Sangharsh Committee.

He said the Sankyukt Kisan Morcha’s tractor parade will start as scheduled after police give farmers way. The Kisan Mazdoor Sangharsh Committee on Monday announced that they would hold their march on Delhi’s busy Outer Ring Road on Republic Day.

The protesting unions have also announced a foot march to Parliament on February 1, when the annual Budget is being presented, to press for their demands, including a repeal of the three new agriculture laws.

Heavy security has been deployed in view of the ‘Kisan Gantantra Parade’ that will move into Delhi from the Singhu, Tikri and Ghazipur border points.

Patrolling has been intensified at power substations in Delhi following a threat from the banned Sikhs for Justice outfit to disrupt the city’s supply during the Republic Day celebrations.

An official said around 6,000 security personnel have been deployed to maintain vigil. Facial recognition systems have also been set up at vantage points for suspect identification, the official said.

The security personnel are keeping a hawk-eyed vigil over Rajpath, where President Ram Nath Kovind and Prime Minister Narendra Modi will be celebrating the occasion along with other dignitaries and thousands of people.

Thousands of farmers, mostly from Punjab, Haryana and western Uttar Pradesh, have been campaing at several Delhi border points since November 28, demanding a complete repeal of three farm laws and a legal guarantee on minimum support price for their crops.

New Delhi: Amid the coronavirus pandemic, India celebrates her 72nd Republic Day today with a shortened programme at Rajpath in Delhi.

This year, the biggest ceremonial event of the nation witnesses several firsts, including a shorter route for the parade, fewer spectators, no chief guest, no motorcycle stunts, no bravery awards, smaller marching contingents, no children below 15 and elderly with comorbidities in the annual parade.

New Delhi: All the 20 Indian Army bravehearts killed in action during the clash with Chinese People’s Liberation Army troopers at the Galwan Valley in Ladakh last year have been honoured with war gallantry aawards posthumously on the eve of Republic Day.

Colonel Santosh Babu, who led from the front during the Galwan Valley clash on June 15 last year, have been conferred with Maha Vir Chakra, the second highest military award, posthumously. Four of them have been conferred with Vir Chakra, the third highest military award, while others have been awarded with Sena Medal.

In total, 256 Indian Army personnel were conferred gallantry and distinguished awards on the occasion of Republic Day.

On June 15 last year, Colonel Santosh Babu, the Commanding Officer of 16 Bihar battalion deployed in Galwan Valley in eastern Ladakh, during operation Snow Leopard, was tasked with establishing an observation post. Organising and briefing his troops about the situation with a sound plan, he successfully executed the task.

While holding the position, his column faced stiff resistance from the adversary who attacked them using lethal and sharp weapons along with heavy stone pelting from adjoining heights. Undaunted by the violent and aaggressive action by the overwhelming strength of enemy soldiers, the officer in true spirit of service before self, continued to resist the enemy’s attempt to push back Indian troops.

Despite being grievously injured, Colonel Babu led from the front with absolute command and control despite hostile conditions to deter the vicious enemy attack.

In the skirmish that broke out and the ensuing hand to hand combat with enemy soldiers, he valiantly resisted the enemy attack till his last breath, inspiring and motivating his troops to hold their ground.

“For conspicuous bravery, exemplary leadership, astute professionalism and supreme sacrifice in the line of duty, Colonel Babu has been conferred with Maha Vir Chakra, the Indian Army said.

Padma Awards 2021: Former Japan PM Shinzo Abe Among 119 Awardees

New Delhi: Former Japanese Prime Minister Shinzo Abe is among 119 recipients whom the government on Monday selected for Padma awards–one of the highest civilian awards in the country.

The Ministry of Home Affairs on Monday announced the awards that include seven Padma Vibhushan awards, 10 Padma Bhushan awards and 102 Padma Shri awards.

The Padma Vibhushan, the country’s second highest civilian award, has been conferred on Japan’s longest-serving Prime Minister Shinzo Abe in the public affairs category.

BJP National Vice President Baijayant Jay Panda congratulated Abe for winning one of the highest civilian awards in the country. He tweeted, “The @narendramodi Govt has transformed the #PadmaAwards completely! Many congratulations & best wishes to Ex-PM of Japan Shri @AbeShinzo for winning the Padma Vibhushan. You deserve this for your immense contribution to public service and improving Indo-Japan ties. Jai Hind.”

Tamil Nadu’s veteran musician and playback singer S.P. Balasubramaniam also got the honour, albeit posthumously.

Indian-American physicist Narinder Singh Kapany, best known for his work on fibre optics, has also been awarded the Padma Vibhushan posthumously.

Besides them, Karnataka’s famous cardiologist Belle Monappa Hegde; Indian Islamic scholar and peace activist Maulana Wahiduddin Khan, who is known for having written a commentary on the Quran; Indian archaeologist and Hindutva historical revisionist B. B. Lal; and sculptor Sudarshan Sahoo is among other Padma Vibhushan recipients.

Former Assam Chief Minister Tarun Gogoi, politician and former Cabinet Minister Ram Vilas Paswan, former Chief Minister of Gujarat Keshubhai Patel and Indian Islamic scholar Kalbe Sadiq are among the 10 Padma Bhushan awardees who were honoured with the third-highest civilian award posthumously.

The awards are given across various disciplines — art, social work, public affairs, science and engineering, trade and industry, medicine, literature and education, sports, and civil service, among others.

This time, 29 of the awardees are women and the list includes 10 persons from the category of foreigners/NRI/PIO/OCI, 16 posthumous awardees and one transgender award winner.

The Padma Vibhushan is awarded for exceptional and distinguished service, the Padma Bhushan for distinguished service of high order, and the Padma Shri for distinguished service in any field.

The awards are conferred by the President of India at ceremonial functions which are held at Rashtrapati Bhawan usually around March or April every year.

Union Minister Dharmendra Pradhan congratulated all the award winners through his post on Twitter.

Further, he congratulated the award winners from Odisha in another Twitter post.

Indian Railways Approves 115 Mail, Express Trains In January

New Delhi: In the month of January, the Indian Railways approved to operate 115 more express and mail trains, taking the total number of operational trains to 1,138.

A Railway Ministry spokesperson said that in spite of the challenges posed by the Covid-19 pandemic, Indian Railways is now running 1,138 trains, including festival express trains in different zones.

He said that all important destinations across the country are connected by these special trains.

“The need for running more trains is being constantly reviewed,” he said.

The official said that in pre-Covid times, Indian Railways was running 1,768 mail or express trains per day on an average. “It is noteworthy that 115 mail or express trains have been approved so far in January,” the official said.

Besides the 1,135 trains, the Railways is also operating 4,807 suburban train services per day in different zones.

He said in the pre-Covid period, 5,881 suburban train services were operational on an average.

Padma Awards 2021 Announced: 6 From Odisha To Be Awarded, Check Lists

Bhubaneswar: The Ministry of Home Affairs has announced the Padma Awards for the year 2021. Padma Awards – one of the highest civilian Awards of the country, are conferred in three categories, namely, Padma Vibhushan, Padma Bhushan and Padma Shri.

This year the President has approved conferment of 119 Padma Awards including 1 duo case (in a duo case, the Award is counted as one). The list comprises 7 Padma Vibhushan, 10 Padma Bhushan and 102 Padma Shri Awards.

While 29 of the awardees are women, the list also includes 10 persons from the category of Foreigners/NRI/PIO/OCI, 16 Posthumous awardees and 1 transgender awardee.

Sculptor Sudarshan Sahoo will be conferred with the Padma Vibhushan award for the year 2021. He is among the seven who will receive the highest civilian Award. He will receive the award for his contribution in the field of art.

Rajat Kumar Kar and Nanda Prusty will get Padma Shri for their contributions in the Literature and Education.

Shanti Devi from the State will be conferred with Padma Shri for social work while Purnamasi Jani will receive Padma Shri for art.

Krushna Mohan Padhi from the State will be honoured with Padma Shri for in the medicine category.

New Farm Laws: Farmer Unions Announce Plan To March Towards Parliament On Budget Day

New Delhi: Ahead of their proposed tractor parade on Republic Day, protesting farmer unions on Monday announced they will march towards Parliament from different locations on February 1 when the annual Union Budget is scheduled to be presented.

Darshan Pal of the Krantikari Kisan Union said the protesting farmers remain firm in their stand of repealing the three new farm laws and their agitation will continue till their demands are met.

“We will march towards Parliament on foot from different locations on the Budget day on February 1. As far as tomorrow’s tractor rally is concerned, it will give the government an idea of our strength and they will know the agitation is not just limited to Haryana or Punjab but it is an agitation of the whole country,” he said.

Every march or protest will be peaceful as the movement has been so far, he said.

“The farmers who have come for the tractor parade will not go back now and will join the protest. The agitation will continue till our demands met. Our stand remains the same,” Pal told a press conference, sharing the farmers’ plans to intensify the protest.

Thousands of armed personnel have been deployed at the Rajpath and several border points of the national capital which has been brought under a multi-layered security cover in view of Republic Day celebrations as well as the proposed tractor parade by farmers on Tuesday.

Protesting farmer unions opposing the three contentious farm laws said their parade will not enter central Delhi and it will start only after the official Republic Day parade concludes.

The unions claimed that around two lakh tractors are expected to participate in their parade which will move into the city from three border points — Singhu, Tikri and Ghazipur (UP Gate).

“It will be big event in the Indian democracy. We will celebrate Republic Day in its true sense tomorrow. The way the political leaders have played with the Constitution by constantly introducing amendments that kept violating human rights we will continue to demand that they be rectified.

“It is the same Constitution in which they have introduced these three laws, which have created a problem not just for the farmers but also for the entire population of the country, against which this protest has been happening for two months now. The agitation will continue until the government repeals these laws,” Balbir Singh Rajewal of Bharatiya Kisan Union, another farmer leader said.

Jagmohan Singh, who is managing the arrangements for the Republic Day programme, said human rights violation continued to happen.

There will be volunteers from all farmer unions but there will be 3,000 centrally allotted, jacketed volunteers, half of whom will regulate traffic, and the other half will take care of the people.

“Besides, we have made several committees for different requirements, like the langar committee will take care of distribution the packed food, other committees will take care of the movement,” he said

To maintain vigil, around 6,000 security personnel have been deployed by the Delhi police. Facial recognition system of Delhi Police has also been set up at vantage points for suspect identification.

A five-layer security cover comprising of border pickets, inner, middle and outer security has been deployed in and around the city to maintain law and order during the Republic Day ceremony and the proposed tractor parade

Pal also added that the Sanyukta Kisan Morcha also aims to involve Indians across the world in their Republic Day.

“Wherever Indians are in any part of the world, we want all of them to observe the Republic Day with us,” he said.

Enacted in September last year, the three farm laws have been projected by the Centre as major reforms in the agriculture sector that will remove middlemen and allow farmers to sell their produce anywhere in the country.

However, the protesting farmers have expressed their apprehension that the new laws would pave the way for eliminating the safety cushion of minimum support price and do away with the ‘mandi’ (wholesale market) system, leaving them at the mercy of big corporates.

New Delhi: On the eve of Republic Day, President Ram Nath Kovind said justice, liberty, equality, and fraternity, outlined in the Preamble of the Constitution, are sacred to everybody in the nation.

The President said in his speech: “These values – justice, liberty, equality, and fraternity – outlined in the preamble of our Constitution are sacred to all of us. Its abiding adherence is meant not only for those who are mandated to govern but for the people at large.

“Justice, liberty, equality, and fraternity are perennial principles of our philosophy of life. They come to us from the dawn of this civilisation through an unbroken chain,” the President said.

He said the task of every generation to seek out the meaning of these values for its times. As the freedom fighters did in their day, these key principles should light our path to development.

President Ram Nath Kovind hailed farmers, scientists and soldiers for working to serve the country at an adverse time during the pandemic. “All our farmers, soldiers and scientists deserve special appreciation and a grateful nation greets them on this auspicious occasion of Republic Day.”

The President in his address said: “Despite adversities of nature, numerous other challenges and the Covid-19 pandemic, our farmers sustained the agricultural production. From space to the farms, from educational institutions to hospitals, the community of scientists has enriched our life and work.”

Hailing the scientific community, the President said, “Our scientists have been working day and night for decoding the Coronavirus and they have succeeded in developing the vaccine in record time. With this accomplishment, our scientists have added a glorious chapter of contribution to the well-being of humanity.”

“From the freezing cold at Siachen and Galwan valley in Ladakh with temperatures as low as minus 50 to 60 °C to the scorching heat in Jaisalmer with temperatures as high as 50 °C, on land, in the skies and at the vast coastal areas, our warriors are vigilant every moment,” he said

“Though we reiterate our commitment to peace, our defence forces – Army, Air Force and Navy – are adequately mobilised in a well-coordinated move to thwart any attempt to undermine our security. Our national interest will be protected at all costs,” the President further said.

He paid tributes to those who have lost their lives in the pandemic.

He lauded Prime Minister Narendra Modi for converting a crisis into an opportunity, “The Prime Minister gave a call of Atma-Nirbhar Bharat Abhiyan…Our vibrant democracy, our enterprising and talented fellow citizens – specially the youth – energise our efforts in shaping a self-reliant India,” he said.

The President also praised the Election Commission for conducting free and fair elections in Bihar and in UTs of Jammu & Kashmir and Ladakh, despite the pandemic threat.

Vice President Naidu Extends Wishes To People On Republic Day Eve

Extending wishes to people on the eve of Republic Day, Vice President M. Venkaiah Naidu on Monday said our democracy is vibrant and our commitment to good governance and transparency is stronger than “ever before”.

Conveying his warm greetings, Naidu said India is a country that is brimming with potential today and surging ahead on the path of all-round development that is inclusive and sustainable.

“Our democracy is vibrant and our commitment to good governance and transparency is stronger than ever before,” Naidu said.

He further stressed on the need to renew pledges to uphold the country’s civilisational ideals and constitutional values and dedicate ourselves to building an inclusive, peaceful, harmonious and progressive India.

India, China Agree To Push For Early Disengagement Of Troops At Disputed Border

New Delhi: India and China have agreed to push for an early disengagement of the frontline troops at disputed border areas across Line of Actual Control (LAC), the Ministry of Defence said on Monday.

The ministry issued a statement after India and China held a 16-hour marathon military dialogue to resolve the border dispute and thinning of forces along the Line of Actual Control in Eastern Ladakh. It was the ninth round of Corps Commander level meet at Moldo.

In the statement, the ministry said, “They also agreed to follow the important consensus of their state leaders, maintain the good momentum of dialogue and negotiation, and hold the 10th round of the Corps Commander Level Meeting at an early date to jointly advance de-escalation.”

The ministry further stated that on January 24, the 9th round of China-India Corps Commander Level Meeting was held on the Chinese side of the Moldo-Chushul border meeting point. The two sides had a candid and in-depth exchange of views on disengagement along the Line of Actual Control in the Western Sector of the China-India border areas.

“The two sides agreed that this round of meeting was positive, practical and constructive, which further enhanced mutual trust and understanding,” the ministry said.

The two sides agreed to continue their effective efforts in ensuring the restraint of frontline troops, stabilise and control the situation along the LAC in the Western Sector of the China-India border, and jointly maintain peace and tranquility.

India and China have been engaged in a nine-month-long standoff at the LAC. Despite several levels of dialogue, there has not been any breakthrough and the deadlock continues.

Green Tax To Be Imposed On Older Vehicles Soon: Nitin Gadkari

The Union Minister for Road Transport and Highways Nitin Gadkari has approved a proposal to levy a “Green Tax” on old vehicles which are polluting the environment. The proposal will now go to the states for consultation before it is formally notified.

The main principles to be followed while levying the Green Tax are :

  • Transport vehicles older than 8 years could be charged Green Tax at the time of renewal of fitness certificate, at the rate of 10 to 25 % of road tax.
  • Personal vehicles to be charged Green Tax at the time of renewal of Registration Certification after 15 years.
  • Public transport vehicles, such as city buses, to be charged lower Green tax.
  • Higher Green tax (50% of Road Tax) for vehicles being registered in highly polluted cities.
  • Differential tax, depending on fuel (petrol/diesel) and type of vehicle.
  • Vehicles like strong hybrids, electric vehicles and alternate fuels like CNG, ethanol,LPG etc to be exempted.
  • Vehicles used in farming, such as tractor, harvestor, tiller etc to be exempted.
  • Revenue collected from the Green Tax to be kept in a separate account and used for tackling pollution, and for States to set up stateof-art facilities for emission monitoring.

The benefits of the “Green Tax” could be :

  • To dissuade people from using vehicles which damage the environment.
  • To motivate people to switch to newer, less polluting vehicles.
  • Green tax will reduce the pollution level, and make the polluter pay for pollution.

The Minister also approved the policy of deregistration and scrapping of vehicles owned by Government department and PSU, which are above 15 years in age. It is to be notified, and will come into effect from 1st April, 2022.

It is estimated that commercial vehicles, which constitute about 5% of the total vehicle fleet , contribute about 65-70% of total vehicular pollution. The older fleet, typically manufactured before the year 2000 constitute less that 1 % of the total fleet but contributes around 15% of total vehicular pollution. These older vehicles pollute 10-25 times more than modern vehicles.

Integrated Weapons System Design Centre Inaugurated In Hyderabad

Hyderabad: Vice-President M. Venkaiah Naidu inaugurated the Integrated Weapons System Design Centre at DRDO’s APJ Abdul Kalam Missile Complex here on Monday. The facility would enhance the capability in design and development of command and control systems for surface-to-air missile (SAM) systems and ballistic missile defence (BMD) systems, said Defence Research and Development Organisation (DRDO).

The DRDO officials briefed Naidu on the various ongoing projects and technological developments of missile complex laboratories — Defence Research and Development Laboratory (DRDL) and Research Centre Imarat (RCI).

The DRDO officials explained that the centre would give thrust to the overall system design and evaluation methodology for state-of-the-art missile systems and would help in improving the performance of missiles. This would play a major role in the realisation of highly complex futuristic aerospace and defence systems.

He also showcased a range of indigenously developed missile systems and avionics technologies. The Vice-President evinced keen interest in DRDO technologies and various test facilities being used for advanced technology developments.

Addressing the DRDO fraternity, he complimented the scientists for their hard work and dedication even during the nationwide lockdown and said the efforts by DRDO have led to the phenomenal technological advancements in the form of a series of successful missions such as HSTDV, SMART, ATGM, NGARM, HELINA, NAG, BRAHMOS etc.

He mentioned that the DRDO is an epitome and torchbearer of scientific social responsibility and is a place of eternal learning. The role played by the DRDO during the pandemic has set an example for others to emulate.

He said that the development of a range of indigenous defence systems by DRDO has given confidence to the Indian government for banning import of 101 items.

Remembering former President Kalam, Naidu said the scientific institutions of the country should never work in the incremental mode. He praised the scientists for maintaining the legacy of Kalam and encouraged the scientific community to continuously attempt to leapfrog in scientific endeavours.

He said Kalam wanted India to become a superpower and mentioned that the scientists have the calibre to make “Atmanirbhar Bharat”. He said it is important to hold hands of young techno-preneurs, industries, academia, guide them and move together to build a strong and technologically superior country. We have made commendable achievements in missiles and hoped that by doing so we might become top exporter in the field of missiles, he added.

Naidu also inaugurated a new missile technology exposition and seminar hall in the same campus. The exposition would display missile technologies and weapon systems and the centre would be the backbone for outreach activities. This hall is a part of knowledge management initiatives taken up by the Missile Complex to provide an interactive platform for continuous learning and fostering technical excellence among the missile community. It would be a hub for organising scientific expositions, structured training programmes on virtual platforms and technical lectures for the benefit of DRDO community.

The Vice-President commended the work being done by DRDO under the dynamic leadership of G. Satheesh Reddy, Secretary, Department of Defence R&D, and Chairman DRDO. M.S.R. Prasad, Director General, Missiles and Strategic Systems, was also present during the visit and explained about the various missile technologies.

Bullet Train Project: Tender For Undersea Tunnel Yet To Float

New Delhi: The National High Speed Rail Corporation Limited (NHSRCL) is yet to float the tenders for the undersea tunnel for Mumbai-Ahmedabad Bullet train project. However, seven Indian companies have shown interest for the construction of the underground station at BKC, Mumbai in the pre-bidding stage, informed officials on Monday.

A NHSRCL official told IANS, “The tenders for the undersea tunnel is yet to be floated.”

The bullet train project will have a 21-km long underground corridor from BKC to Kalyan Shilphata in the state of Maharashtra, of which around 7 km will be underground corridor under the Thane creek. Of this, a 1.8 km long section will be developed under the sea bed, while the remaining part of the stretch is to be built under the mangroves marshland on either side of the creek.

The official said that for the tunnelling work, which includes testing as well as commissioning for double-line high speed railway for the project using tunnel boring machine (TBM) and a new Austrian tunnelling method (NATM) is yet to be floated.

A geo-technical investigation of the undersea tunnel area was carried out earlier by a team of engineers from NHSRCL, RITES and Japan’s Kawasaki Geological Engineering firm.

In order to study the sea bed structure, a static refraction technique (SRT) survey was carried out by the team, which involved firing a high energy sound wave towards the seabed from below the water surface as well as mapping the refracted sound wave in order to determine the density of the rock under the sea bed. The team had also submitted the final report with the NHSRCL.

The official further said seven Indian companies had participated in the pre-bid meeting for constructing the underground station at BKC.

The official said that the tender for the construction of the underground station at BKC has been floated and bids are invited till February 19, 2021.

The official said that the C1 tender for construction of the underground station, NIT was issued on November 20, 2019.

Last year, the NHSRCL awarded civil contracts for the construction of 64 per cent of MAHSR alignment which includes five HSR stations at Vapi, Billimora, Surat, Bharuch, Anand/Nadiad, train depot at Surat and one mountain tunnel of 350 metres.

The bullet trains are expected to run at 320 km per hour, covering the 508-km stretch in about two hours. Trains plying on the route take over seven hours and planes about an hour.

Prime Ministers Narendra Modi and then Japanese Prime Minister Shinzo Abe on September 14, 2017 had laid the foundation stone for the Rs 1.08 lakh crore ($17 billion) HSR project.

New Delhi: As many as 30 CBI officials have been awarded the President’s Police Medals for Distinguished and Meritorious Service by President Ram Nath Kovind on the occasion of Republic Day.

Six CBI officers bagged the President’s Police Medals for Distinguished Service, while 24 others got the Police Medals for Meritorious Service.

Those awarded for distinguished service included Sampat Meena, currently posted as CBI Joint Director in Uttar Pradesh’s Lucknow; Vineet Vinayak, currently posted as Joint Director (Chandigarh) in New Delhi; Saraladas Mishra, posted as ASP in CBI’s Economic Offence (EO)-III in New Delhi; Vivek Dhir, posted as Deputy Superintendent (DSP) in CBI’s ACB Jammu; Surender Kumar Rohilla, posted as DSP in CBI’s ACU-V in New Delhi; and Basant Singh Bisht, Head Constable, posted at the CBI headquarters here.

946 Personnel Selected For Police Medals On Republic Day

A total of 946 personnel have been selected for Police Medals on the Republic Day, with an ASI from CRPF and another from Jharkhand Police getting the President’s Police Medal for Gallantry (PPMG) posthumously.

Jharkhand Police’s Assistant Sub-Inspector (ASI) Banua Oraon and Central Reserve Police Force’s (CRPF) ASI Mohan Lal have been selected for the PPMG posthumously.

President Ram Nath Kovind has approved the conferment of these awards on the occasion of 72nd Republic Day on Tuesday.

Besides two PPMG awards, Police Medal for Gallantry will be awarded to 205 personnel, President’s Police Medal for Distinguished Service to 89 and Police Medal for Meritorious Service to 650 others.

Of the gallantry award winners, 137 are getting awarded for their braver in Jammu and Kashmir, 24 personnel for their gallant actions in Left Wing Extremism-affected areas and one for gallant actions in North-East region.

Of the gallantry award winners, 68 are from CRPF, 52 from Jammu and Kashmir Police, 20 from Border Security Force, 17 from Delhi Police, 13 from Maharashtra, eight each from Chhattisgarh and Uttar Pradesh, and the remaining from other states or UTs and Central Armed Police Forces.

New Delhi: Rashtrapati Bhawan on Monday rejected the rumours being peddled on social media platforms that Subhas Chandra Bose’s portrait unveiled by President Ram Nath Kovind on his 125th birth anniversary was that of actor Prasenjit Chatterjee, who portrayed Netaji in Srijit Mukherjee directorial Gumnaami.

“We do not comment on tweets. The painting was made in Rashtrapati Bhawan and you think that it is a painting of an actor. What kind of question is it? Something is being run on Twitter, but it may be politically motivated. What can we say on it?,” a senior Rashtrapati Bhawan official told IANS requesting anonymity.

The official replied to the question after the matter went viral on Twitter, microblogging service type social network, with some people tweeting with their handles alleging that the “President unveiled the official portrait of actor Prasenjit Chatterjee (Bumbada) and not Netaji at the Rashtrapati Bhawan”.

The President on January 23 unveiled a portrait of Netaji at the Rashtrapati Bhawan to mark the beginning of the year-long celebrations to commemorate the freedom fighter’s 125th birth anniversary.

New Delhi: Delhi Chief Minister Arvind Kejriwal on Monday unfurled the Tricolour at the Delhi Secretariat ahead of the 72nd Republic Day celebrations.

All Delhi Cabinet Ministers and senior officials were present on the occasion.

“Congratulations to the people of Delhi on 72nd Republic Day. The last one year has been very tough for all of us due to the Covid-19 pandemic. And due to this reason, we are celebrating Republic Day this year amid a low crowd presence. Otherwise, we would have celebrated Republic Day at Chhatrashal Stadium like every year,” Kejriwal said speaking on the occasion.

He also recalled the day when the national capital reported largest number of coronavirus cases.

“We cannot forget November 11, 2020 — the day Delhi reported 8,500 Covid-19 cases. New York city in the US reported 6,300 Covid-19 cases in one day and we saw that their healthcare sector almost collapsed. However, that it did not happen in Delhi as the health infrastructure in Delhi is quite strong.

“It took 6-7 years for the Delhi government to strengthen its healthcare system both in the private and the government-run hospitals.

“We could do this because we were prepared, otherwise we would have faced the same trouble as New York,” Kejriwal said.

He also lauded the Delhi Health Department and its officials for serving the people relentlessly day and night by putting their lives at risk when the pandemic was at its peak.

“Being the Chief Minister, I am proud of Delhi’s healthcare system and the officials, doctors, volunteers… the Delhi Police, and everyone who relentlessly served the people during the tough times,” he said.

Recalling the early days (March-April) of Covid-19 in Delhi, Kejriwal said as the people were losing thier jobs, there was stress and disappointment among the common people as well as the government.

“However, our government distributed 5 kg ration every month to over 1 crore people. We provided food with 10 lakh food packets to people everyday at different locations. The Delhi government also took care of auto and taxi drivers, rickshaw-pullers and many others who lost their job,” the Chief Minister said.

New York: Indian development economist Jayati Ghosh is among 20 prominent personalities appointed by the United Nations to a high-level advisory board that will provide recommendations for the UN Secretary-General to respond to the current and future socio-economic challenges in the post-COVID-19 world.

Ghosh, 65, is a professor of economics at University of Massachusetts Amherst. She has taught economics at Jawaharlal Nehru University for nearly 35 years and has authored several books.

The UN Department of Economic and Social Affairs (UNDESA) announced that the 20 “prominent personalities, globally renowned for their intellectual leadership in economic and social fields, will form the second United Nations High-level Advisory Board (HLAB) on Economic and Social Affairs.”

Over the next two years, the board will strengthen the United Nations thought leadership on sustainable development and reinforce its impact on policies at every level from global to local, it said.

Comprising a diverse group of experts from around the world, the board will closely collaborate with UNDESA to provide guidance and focused recommendations for UN Secretary-General Antonio Guterres to respond to current and future socio-economic challenges in the post-COVID-19 world and to advance the Decade of Action for the Sustainable Development Goals (SDGs).

The first United Nations High-level Advisory Board was established in June 2018 as a key element of the efforts to support the UN Member States in implementing the 2030 Agenda for Sustainable Development.

Over the course of the last two years, the interventions and insights of the board greatly expanded the understanding of UNDESA of some of the most burning economic and social issues shaping the world and inspired the United Nations to break new ground in policy research, the UN agency said in a statement.

Born in 1955, Ghosh got her M.A, M. Phil. in economics from Jawaharlal Nehru University and joined Cambridge University for her Ph.D.

New Delhi: WhatsApp is treating Indian users differently from Europeans over opting out of its new privacy policy which is a matter of concern for the government and it is looking into the issue, the Centre informed the Delhi High Court on Monday.

The central government told the high court that it was also a matter of concern that Indian users were being “unilaterally” subjected to the change in privacy policy by the instant messaging platform.

The submissions were made before Justice Sanjeev Sachdeva by Additional Solicitor General (ASG) Chetan Sharma during hearing of a petition by a lawyer against the new privacy policy of WhatsApp which is owned by Facebook.

At the start of the hearing, the court reiterated what it had said on January 18 that WhatsApp was a private app and it was optional whether to download it or not.

“It is not mandatory to download it. Every other app has similar terms and conditions regarding sharing of user information with others,” the court said and asked why the petitioner was challenging the policy of WhatsApp.

The court also observed that the Personal Data Protection Bill was being considered by Parliament and the government was looking into issues raised in the plea.

During the hearing, ASG Sharma told the court that by not giving Indian users the option to opt out of sharing their data with other companies of Facebook, WhatsApp prima facie appears to be treating users with an “all or nothing approach”.

“Insofar the government is concerned, while the privacy policy offered by WhatsApp to its European users specifically prohibits use of any information shared with Facebook companies for the companies’ purposes, this clause is not found in the privacy policy offered to Indian citizens who form a very very substantial part of WhatsApp’s user base.

“This differential treatment is certainly a cause of concern for the government. It is also a matter of concern for the government that Indian users are being unilaterally subjected to the changes in the privacy policy,” the ASG told the court.

“This leverages the social significance of WhatsApp to force users into a bargain which may infringe on their interests in information privacy and information security,” he further said.

He also told the court that though the issue was between two private individuals — WhatsApp and its users — the scope and expanse of WhatsApp “make it a germane ground that reasonable and cogent policies are put in place which is being done by the Personal Data Protection Bill and discussions are very much on”.

Sharma said the government was already looking into the issue and has sent a communication to WhatsApp seeking certain information.

Senior advocate Kapil Sibal, appearing for WhatsApp, told the court that the communication has been received and will be responded to.

The court, thereafter, listed the matter for hearing on March 1.

The petition, by a lawyer, has contended that the updated privacy policy violates users right to privacy under the Constitution.

The plea has claimed that the new privacy policy of WhatsApp allows full access into a user’s online activity without there being any supervision by the government.

Under the new policy, users can either accept it or exit the app, but they cannot opt not to share their data with other Facebook-owned or third party apps.

New Delhi: Indian and Chinese soldiers clashed at Naku La in North Sikkim last week with many injuries reported, said a government source. The situation is said to be under control though as of now.

Naku La, incidentally, was one of the original face-off sites, along with Pangong Tso, Galwan, Gogra, Hot Springs, in early-May last year.

The government source said the clash took place three days ago. It happened while both the countries’ government and military were readying for another round of talks to resolve border dispute along the 3,488 kilometre-long Line of Actual Control.

On Sunday, India and China held a 16-hour long marathon military dialogue that eneded at after 2 a.m. on Monday to resolve the ongoing nineth month long border dispute and thinning of forces along the LAC.

The ninth Corps Commander level talks between both the countries took place at the Moldo Meeting point in Ladakh region. It had started at 10.30 a.m. on Sunday and ended at 2.30 a.m. on Monday.

Lieutenant General P.G.K. Menon, the Corps Commander of Leh-based HQ 14 Corps, led the Indian delegation. India has sought complete disengagement and withdrawal of forces from the disputed areas.

It happened after almost two months after the last dialogue.

The details of the meeting were yet to come. The military commanders will convey the details of the meeting to the Prime Minister Office.

On June 15, 2020, India lost 20 soldiers during a violent clash at Galwan Valley with Chinese People’s Liberation Army soldiers. Chinese never made their casualty public.

India and China are engaged in a nine-month-long standoff at the LAC. Despite several levels of dialogue, there has not been any breakthrough and the deadlock continues.

New Delhi: India on Monday continued its streak of low single-day coronavirus cases with 13,203 fresh infections reported in the last 24 hours which pushed the overall tally to 1,06,67,736, health officials said.

For the past 18 days, the country has been recording less than 20,000 daily new infections. Also, the death toll remained below 300-mark for the past 28 days.

On January 19, India had reported 10,064 new coronavirus infections, the lowest single-day spike in seven months. The country had recorded over 10,000 cases on June 6 last year.

The Ministry of Health and Family Welfare on Monday said that with 131 fresh deaths, the overall death toll in India stood at 1,53,470.

As per the Ministry’s data, 1,03,30,084 people have recovered so far and currently, there are 1,84,182 active cases.

The recovery rate stands at 96.83 per cent, while the fatality rate at 1.44 per cent.

About 80 per cent of the daily new cases are reported from eight states — Kerala, Maharashtra, Karnataka, Tamil Nadu, Chhattisgarh, Gujarat, West Bengal and Madhya Pradesh.

The nationwide immunisation drive began across the country on January 16, with approval of two Covid vaccines in the country. As many as 16,13,667 beneficiaries have received the Covid vaccine jabs so far.

New Delhi: After a gap of over two-and-half months, India and China on Sunday held the ninth round of military talks specifically focusing on ways to move forward on the long-negotiated disengagement process in eastern Ladakh as thousands of their troops remained deployed at friction points under freezing conditions.

The Corps Commander-level meeting began at around 10 AM on Sunday at the Moldo border point on the Chinese side of the Line of Actual Control (LAC) in eastern Ladakh and ended at 2.30 a.m. on Monday, sources said.

India and China held 16 hours-long marathon military dialogue to resolve an ongoing border dispute and thinning of forces along the Line of Actual Control in Eastern Ladakh, government official said on Monday. The details of the meeting is yet to known.

Lieutenant General P.G.K. Menon, the Corps Commander of Leh-based HQ 14 Corps, led the Indian delegation. India has sought complete disengagement and withdrawing of forces from the disputed areas.

The military commanders to convey the details of the meeting to Prime Minister Office.

The Ministry of External Affairs representative was also part of dialogue.

The eight Corps Commander level talks had taken place happened on November 6. Though the talks had ended in a deadlock, both countries had agreed to maintain dialogue and communication through military and diplomatic channels, and take forward the discussions, push for the settlement of other outstanding issues, so as to jointly maintain peace and tranquillity in the border areas.

Indian Army chief General Manoj Mukund Naravane earlier this month said the forces are ready for a long haul along the Line of Actual Control but hoped for an amicable solution in its nine month long conflict with the Chinese People’s Liberation Army.

“We are prepared to hold our ground where we are for as long as it takes to achieve our national goals and interest,” General Naravane had said.

Since no thinning of troops happened the soldiers of both the countries are poised to remain exposed to minus 20 degrees Celsius.

On August 30, India had occupied critical mountain heights on the southern bank of the Pangong Lake like Rechin La, Rezang La, Mukpari, and Tabletop that were unmanned till now. India also made some deployments near the Blacktop. The movement was carried out after the Chinese tried to make a provocative military move.

Now, dominance at these 13 peaks allows India to dominate Spangur Gap under Chinese control and also the Moldo garrison on the Chinese side.

At the height of the standoff, in a violence face-ff last year between the two sides at Galwan Valley, India had lost 20 of her soldiers, while the Chinese side an unknown number.

Delhi Police Allow Farmers' Tractor Rally, Barricades To Open On Jan 26

New Delhi: The Delhi Police on Sunday said that after several round of talks with the farmers groups, it has permitted the tractor rally inside Delhi on January 26.

Police has said that the barricades would be lifted at Singhu, Tikri and Gazipur borders on January 26 after the Republic Day parade is over and the farmers would be allowed to enter upto 100 kilometers within Delhi with their tractors in a circular path on the routes discussed with the farmers.

The route specified is from Singhu Border to Sanjay Gandhi Transport Nagar, Kanjhawala, Bawana to Auchadi. From Tikri border, it will be to Nangloi, Najafgarh, Jharoda, Dhansa, Badli and the KMP and from Gazipur border to Apsara border to Hapur Road.

“We have told the farmers that the rally would start once the Republic Day parade is over. We expect with the cooperation of the farmers the rally would be peaceful,” Special Commissioner of Police, Intelligence, Deependra Pathak, said.

However, the police said that they are on alert after intelligence inputs that various Twitter handles operating from across the border are active to disrupt the rally on January 26.

“According to our intelligence input, 308 Twitter handles have been generated from Pakistan to disrupt the rally to create disturbance. We are also concerned about the security of the rally given the threat perception,” he added.

Meanwhile, several batches of farmers from Punjab and Haryana set out on their tractor-trolleys and other vehicles to take part in the proposed tractor rally on January 26 in the national capital. Tractor-trolleys have now become a common sight at the Singhu border as the farmers have started bringing in the tractors to the protest site from villages in Punjab for the proposed rally.

Thousands of farmers from Punjab, Haryana, Uttar Pradesh and other states have been protesting at multiple border points of Delhi at Singhu, Tikri and Gazipur borders since November-end. They are demanding a repeal of the three central farm laws passed by Parliament in September last year.

Ayodhya Ram Temple To Be Built In 3 Yrs; To Cost Rs 1100 Cr

Mumbai: The Ram temple in Ayodhya will be built in around three years and the construction cost of the project will exceed Rs 1100 crore, a prominent functionary of the temple trust has said.

“The main temple will be built in three to three and a half years and will cost Rs 300-400 crore. The expenditure on the development of the entire 70 acre land there will exceed Rs 1100 crore,” said Swami Govind Dev Giri Maharaj, treasurer of Ram Janmabhoomi Tirath Kshetra Nyas.

He said he arrived at these figures after consulting experts involved in the Ram temple construction project.

The Nyas (trust) has not come out with an official statement so far on the expenditure involved in the project, he said while talking to ABP Majha Marathi TV channel.

“It was possible for us to raise funds (for the temple construction) from some corporate people. Some (corporate) families had approached us, requesting us to hand over the (temple) designs and assuring us they will complete the temple project, but I humbly declined that request,” he said.

To a query on criticism from some quarters that the Ram temple funds collection drive is a BJP campaign keeping in view the 2024 Lok Sabha polls, he said, “People see this depending on the colour of spectacles they wear. We don’t wear any spectacles and our eyes are pointing at the path of devotion.”

“Our target is to reach 6.5 lakh villages and 15 crore homes (for collecting funds for the temple work),” he said.

Asked if he is willing to go to Maharashtra Chief Minister Uddhav Thackeray’s residence Matoshree in suburban Mumbai to collect funds for the Ram temple construction, he said, “I am willing to go there if he is ready to contribute.”

“Shiv Sena leader and Maharashtra Legislative Council Deputy Chairperson Neelam Gorhe has given us a one kg silver brick,” he said.

The Swami was at the Rashtrapati Bhavan last week when President Ram Nath Kovind contributed Rs 500,100 for the Ram temple construction at Ayodhya.

Asked if he would visit the residence of Congress leaders Sonia Gandhi and Rahul Gandhi to seek contribution for the temple, he quipped, “I am ready to do that if someone were to guarantee that I wont’s be disrespected there.”

Centre Asks Odisha, Other States To Refer Severe Malnutrition Cases To Hospitals

New Delhi: Identifying severe acute malnutrition (SAM) in children and their referral to hospitals, using AYUSH concepts and monitoring through ‘Poshan Tracker’ are among highlights of the government’s new guidelines which aim to improve nutritional status of children and women in the country.

In a letter to all states and UTs, the Women and Child Development Ministry asked all chief secretaries to launch a drive for identification of severe acute malnutrition in children for referral to hospitals, if required, and AYUSH centres and complete this exercise by January 31.

The ministry shared the guidelines and stressed on the need to ensure that entitlements of Supplementary Nutrition Programme reach the intended beneficiaries in a time-bound manner as per quantity and nutritional standards.

“The states shall launch a drive for identification of SAM children for referral to hospitals (if required) and AYUSH centres in accordance with the detailed action plan approved by the District Nutrition Committee to be finalised in consultation with the Chief Medical Officer. This exercise shall be completed by January 31, 2021,” the ministry said.

The ministry said it has streamlined guidelines on quality assurance, roles and responsibilities of duty holders, procedure for procurement, integrating AYUSH concepts and data management and monitoring through ‘Poshan Tracker’ for transparency, efficiency and accountability in delivery of supplementary nutrition.

The ministry has asked all states to mandatorily implement POSHAN Tracker that uses centralised data architecture to align with digital technology systems of other ministries and programs.

“The system provides a digital identity to each beneficiary and generates automated alerts to the critical last mile beneficiaries. lt also ensures efficient audit of the delivery system by documenting real time attendance of beneficiaries and duty bearers,” the ministry said in the letter issued on January 13.

The tracker also gives a robust digital technology platform and management information system with help the nutrition mission to scale efficiently, thereby generating significant positive impact and documentation thereof, the ministry said.

The ministry has also asked for integrating AYUSH concepts for holistic nourishment.

“The science of AYUSH is a system that builds and promotes health and wellness and can address the requirements of nutrition by tapping into the country’s indigenous traditional practices,” it said.

The ministry said Poshan Vatikas (kitchen gardens and nutri-gardens) shall be set up where benefits can easily be given to women and children.

The main objective of introducing the concept of Poshan Vatika is to encourage community members to cultivate local food crops in their backyards. Poshan Vatikas can meet the important dietary diversity gap that has been repeatedly revealed in different surveys by providing different fruits, nuts, herbs and vegetables round the year, thus helping in introducing healthy eating practices to address malnutrition, the ministry said.

The ministry said AYUSH will propagate the campaigns of ‘Yoga at Home, Yoga with Family’ at AWCs and households to encourage beneficiaries to practice yoga and stay healthy.

Speaking about the new guidelines, Dr Sujeet Ranjan, Executive Director, The Coalition for Food and Nutrition Security, New Delhi said these guidelines further establish the commitment of the government to improve nutritional status of children and women through POSHAN Abhiyaan.

These guidelines have focused on early identification of children with severe acute malnutrition in the community and refer to the facility. However, given the scale of SAM burden in India, community-based management is the best way that many children can be treated, as facility-based treatment can address only a small percentage of children with SAM, he said.

“These guidelines are providing a direction at both system and community level with the synergistic engagement of stakeholders from various sectors and an overall involvement of the community,” he said.

Dr. Khan Amir Maroof, Professor, Department of Community Medicine, University College of Medical Sciences and GTB Hospital said the challenge of grassroot implementation remains.

“I would mainly comment on the Poshan Tracker. Technology is as good as those using it. The digital competency of our grassroot workers need a major boost. Not only upskilling, but added manpower is needed, if data recording needs to be kept in paper as well as digital formats. More research is needed to find out feasibility of a paperless system of record keeping,” he said.

The involvement of the AYUSH system will be a welcome addition to the efforts to improve nutrition. This will add more manpower and converge health along with nutrition platforms.

The manner in which this AYUSH system will support this need to be seen. It would be better if the existing supportive supervision system is strengthened in ICDS. It can even be done by involvement of Community Medicine departments of medical colleges in respective districts,” he added.

The National Family Health Survey-5, which was released in December, found that malnutrition increased among children in 2019-20 from 2015-16 in 22 states and UTs.

Around 13 states and UTs out of the 22 surveyed ones recorded a rise in percentage of children under 5 years who are stunted in comparison to 2015-16.

National Girl Child Day: Key Initiatives Taken Across The Country

Bhubaneswar: “ If you educate a man, you educate an individual, but if you educate a woman you educate an entire family.” As we celebrate National Girl Child Day today, the words of Mahatma Gandhi assumes significance when we speak of empowering the girls in the country.

The Central Government has undertaken various initiatives to promote girls’ education to empower them. To prevent gender biased sex selective elimination, protection of the girl child have been the prime goal of ‘Beti Bachao Beti Padhao’ initiative under the leadership of Prime Minister Narendra Modi.

On the occasion of the National Girl Child Day, Odisha has released communication package to intensify actions for addressing various forms of discrimination and violence against girls and women.

Here’s a quick look on the initiatives taken by Centre, State governments across the country:

-The Ministry of Education has launched the Samagra Shiksha – An Integrated Scheme for encouraging girls’ education by incentivising the system to ensure greater enrolment.

– Out of the sanctioned 5726 Kasturba Gandhi Balika Vidyalayas (KGBVs), 4886 KGBVs have been made operational with an enrolment of 6.07 lakh girls as on January 11, 2021.

-A total of 2410 KGBVs upgraded to Class XII

Self Defence Training For Girls

-Rs 13300.56 lakh estimated for 147784 elementary schools & Rs 7329.42 lakh estimated for 81438 secondary schools for Financial year 2020-21.

Initiatives under the leadership of Collectors/ Deputy Commissioners

New Delhi: The central government has undertaken many initiatives that focus on empowering the girl child including access to education, better healthcare and improving gender sensitivity, Prime Minister Narendra Modi said on National Girl Child Day on Sunday.

India celebrates the National Girl Child Day, an initiative of the ministry of women and child development, every year on January 24.

Bhubaneswar: In just few days, India will celebrate its 72nd Republic Day on January 26. The Ministry of Home Affairs (MHA) has recently issued an advisory to ensure strict compliance of the provisions of Flag Code of India, 2002 and the Prevention of Insults to National Honour Act, 1971.

In a letter, MHA has asked all States to ensure there is no use of National Flags made of plastic. Indian National Flag represents hopes and aspirations of the people of our country and hence should occupy a position of honour. There is universal affection and respect for, and loyalty to, the National flag.

Yet, a perceptible lack of awareness is often noticed amongst people as well as organizations/agencies of the Government, in regard to laws, practices and conventions that apply to display of the National Flag.

On the occasions of important national, cultural and sports events, the National Flags made of plastic are also being used in place of National Flags made of paper. Since, plastic flags are not biodegradable like paper flags, these do not get decomposed for a long time and ensuring appropriate disposal of National Flags made of plastic commensurate with dignity of the flag, is a practical problem.

General Guidelines

The National Flag of India shall be made of hand spun and hand woven wool/cotton/silk khadi bunting. The National Flag shall be rectangular in shape. The ratio of the length to the height (width) of the Flag shall be 3:2.

The standard sizes of the National Flag shall be as follows:

The Prevention of Insults to National Honour Act, 1971:

Whoever in any public place or in any other place within public view burns, mutilates, defaces, defiles, disfigures, destroys, tramples upon or otherwise brings into contempt (whether by words, either spoken or written, or by acts) the Indian National Flag…or any part thereof, shall be punished with imprisonment for a term which may extend to three years, or with fine, or with both.

– the Flag shall not be flown at half-mast except on occasions on which the Flag is flown at half-mast on public buildings in accordance with the instructions issued by the Government;

– the Flag shall not be used as a drapery in any form whatsoever, including private funerals;

– the Flag shall not be used as a portion of costume or uniform of any description nor shall it be embroidered or printed upon cushions, handkerchiefs, napkins or any dress material;

– delivering, holding or carrying anything; provided that there shall be no objection to keeping flower petals inside the Flag before it is unfurled as part of celebrations on special occasions and on National Days like the Republic Day and the Independence Day

New Delhi: In a bid to gear up its force for a “big” anti-extremist operation in the Maoist hotbeds, especially in areas prone to attacks, the Central Resrve Police Force (CRPF) is engaged in adding updated gadgets and arms to its armoury. In the process, the force will use an upgraded version of the Netra-V2 drone named ‘Micro UAV A-410’.

The Unmanned Aerial Vehicle (UAV) weighing 6 kg with payload and battery is an updated version of Netra-V2 — the drone being used by the CRPF for several years in Maoist-affected areas to carry out operations against the rebel groups, which has proved to be an indispensable asset in surveillance, reconnaissance and rescue operations on numerous occasions.

With a “cruise speed” of 35 km per hour, the UAV A-410 has the capacity to fly for around 60 minutes in one go at an altitude of 600 metres, covering 5 km range. It has dual camera system both for day and night. The day camera has 1,280 x 720 pixel resolution with 10x optical zoom and 4x digital zoom. The night camera has thermal imaging capacity of 640 x 480 pixel resolution and 4x digital zoom.

“Micro UAV A-410 is a vertical takeoff and landing small RPAS for quick deployment from confined locations with 60-minute endurance. It provides autonomous operation from takeoff to landing with digital encrypted communication link. It has full HD camera and reliable aerial imaging for surveillance and security operations,” said an CRPF officer.

The ‘Made in India’ drone being manufactured by Asteria Aerospace is expected to be included in the CRPF armoury by April or May end, sources in the CRPF told IANS.

The CRPF, a 3.5 lakh strong force under the Ministry of Home Affairs (MHA) with mandatory responsibility to provide internal security across the country as well as Maoist-hit states and Jammu and Kashmir, will procure 40 such drones and use them in different regions of its deployments.

One Micro UAV A-410 is expected to cost between Rs 12 lakh and Rs 15 lakh.

Sources in the CRPF and the MHA told IANS that the procurement of the drone is part of a process to upgrade the force’s armoury to launch a “big operation against Maoists before the monsoon this year”. However, it is not yet clear as to which of the Maoist hit hotbeds will be targeted by the security force.

There are 90 Maoist-affected districts across 11 states in India which are covered under the Security Related Expenditure scheme. This includes 19 districts in Jharkhand, 16 in Bihar, 15 in Odisha, 14 in Chhattisgarh, 8 in Telangana, 6 in Andhra Pradesh, three each in Maharashtra, Uttar Pradesh and Kerala and one district in West Bengal.

In reply to unstarred questions in the Rajya Sabha, Minister of State for Home G. Kishan Reddy had said in the Monsoon Session last year that Maoist violence was reported in only 61 districts in 2019 and in 46 districts in the first half of 2020.

He said there has been a steady decline in violence and the geographical influence of Maoists in the country. He cited that the number of civilians and security personnel killed in Maoist violence has reduced from 1,005 in 2010 to 202 in 2019. In 2020 till September, the number of fatalities stood at 102. Moreover, 4,022 Left-wing extremists had surrendered till then since 2015.

New Delhi: Former Chief Minister of Bihar Lalu Prasad has been admitted to All India Institute of Medical Sciences (AIIMS) in Delhi after developing pneumonia, late on Saturday evening, officials told IANS.

The RJD chief is kept in the cardiac intensive care unit (CICU) of the hospital under the supervision of a team of doctors led by Dr Rakesh Yadav, professor of department of cardiology, the official added.

Lalu Prasad was brought to Delhi by air ambulance after his health condition deteriorated while undergoing treatment at Rajendra Institute of Medical Sciences (RIMS) Hospital in Ranchi.

He is accompanied by his wife Rabri Devi and sons Tej Pratap and Tejashwi Yadav.

Earlier an eight-member team of RIMS had referred him to AIIMS, New Delhi, for treatment.

RIMS Director Dr Kameshwar Prasad was reported saying that he was found to be having pneumonia and trouble in breathing for the last two days.

“At the directive of the jail administration, an eight-member team was constituted by the RIMS to look into the health condition of Lalu Prasad. After reviewing the condition, the team decided to shift him to AIIMS, New Delhi for better treatment,” a source in RIMS told IANS.

The Jharkhand jail administration has also given its nod to shift him to AIIMS.

On Friday, Rabri Devi, daughter Misa Bharti, sons Tej Pratap and Tejashwi Yadav reached Ranchi on a special plane after being informed of the veteran leader’s deteriorating health. The family met him in the night.

Tejashwi had also met Chief Minister Hemant Soren at his residence during the day to seek cooperation of the state government in making arrangements to take his father to Delhi.

72-year-old Lalu Prasad has been in jail since December 2017 after being convicted for fodder scam. He has served most of his jail sentence in Jharkhand at the RIMS hospital.

Legal Education In The Country Needs Urgent Reforms: Supreme Court

New Delhi: There is an urgent need for reforming legal education in the country as its quality is being affected due to the “mushrooming” of law colleges, two Supreme Court judges said on Saturday.

“I do believe we are churning out too many lawyers without any analysis of the number of lawyers required,” Justice S K Kaul said.

He said the quality of legal education has suffered as a result of a large number of “not so great law colleges” and the “crying need of the hour” was to see how legal education can be improved.

Similar issues were also raised by senior advocate Abhishek Manu Singhvi.

Referring to the concerns raised by Justice Kaul and Singhvi, Justice N V Ramanna said, “I welcome this thought-provoking discussion and I agree with what they have expressed. It (legal education) requires urgent and immediate reform.”

“I hope something can be done and we can take up this issue in the coming days,” he added.

The remarks by the two apex court judges came during an event for the release of the book — The Law of Emergency Powers — authored by Singhvi and professor Khagesh Gautam, who teaches law at Jindal Global Law School, on a legal and constitutional study of emergency powers.

Speaking at the event, which was conducted virtually, Singhvi lamented upon the “glaring absence of genuine legal research in large parts of India”.

“Part of this is due to the many factories of legal education we produce with hardly any quality control. The negative impact of the stratification of law colleges must be urgently addressed.

“Central universities set up by Parliament operate their law faculty as law schools, while state universities act mostly as affiliating universities which are affiliating colleges set up by private trusts and societies,” he said.

He said that the major problem facing Indian legal education, particularly good legal research, was the affiliated law college system.

“Many do not have adequate or qualified faculty or libraries or e-resources and they omit regular classes and examinations,” he added and demanded that substandard and mediocre law colleges ought to be closed down.

Ayushman CAPF Scheme For 28 Lakh Central Force Personnel To Extend Healthcare Benefits

Guwahati: Union Home Minister Amit Shah launched the ‘Ayushman CAPF’ plan on Saturday, extending the healthcare benefits of the Central health insurance scheme to the seven Central Armed Police Forces (CAPFs) and their dependents.

During a function at the CRPF Group Centre at Amingaon in Guwahati, the Home Minister distributed Ayushman CAPF health cards among seven personnel from the seven different CAPFs.

Under the Ayushman CAPF scheme, around 28 lakh personnel from seven CAPFs — Central Reserve Police Force, Assam Rifles, National Security Guard, Border Security Force, Central Industrial Security Force, Indo-Tibetan Border Police, Sashastra Seema Bal — and their families would be covered by the ‘Ayushman Bharat: Pradhan Mantri Jan Arogya Yojana’ (AB PM-JAY).

A joint initiative by the Ministry of Home Affairs and the National Health Authority (NHA), the scheme would provide cashless healthcare services to the serving CAPF personnel and their family members. It would be implemented across the country in a phased manner.

The convergence between Ayushman Bharat and CAPF is a first of its kind initiative leveraging strengths of the existing robust IT framework, access to the network of various private hospitals and portability of services across the country.

This initiative would help in moving away from any paper-based manual process of availing healthcare benefits by the CAPF personnel and their families to a paperless service at NHA’s IT platform.

A MoU was signed on Saturday between the NHA and the Union Home Ministry in the presence of Shah, Assam Chief Minister Sarbananda Sonowal, Union Minister of State for Home Affairs Nityanand Rai and Assam Health and Finance Minister Himanta Biswa Sarma at the CRPF Group Centre.

Later, Shah tweeted: “Furthering PM Narendra Modi ji’s efforts towards the welfare of our CAPF personnel, launching the historic ‘Ayushman CAPF’ healthcare scheme in Guwahati, Assam.”
