Bengal Assembly Elections: Inciting People Against Central Forces Won't Save You, Says PM Modi To CM Mamata

Kolkata: Hours after the death of four people in the firing by central forces at Sitalkuch in Cooch Behar, Prime Minister Narendra Modi expressing condolences over the deaths said that inciting people against the central forces and creating hindrances in the poll process won’t be able to save you Didi (Mamata). Modi said this while addressing a rally at Jalpaiguri in North Bengal on Saturday.

“My condolences are with their family members” Modi said in Jalpaiguri adding that “This violence, inciting people against the central forces and creating hindrances in the poll process won’t be able to save you didi (Mamata). I urge the ECI to take stern action against the guilty in the Cooch Behar case,” he added.

Though police claimed that the central forces opened fire in self-defence, the Election Commission has adjourned the polling process in the booth and sought a report from the special police observer and CEO Ariz Aftab by Saturday evening. The final decision regarding the incident will be taken after the commission examines the report.

Referring to the cut money issue and alleged extortion by the Trinamool Congress leaders the Prime Minister said that Didi and her goons have become jittery seeing the people’s support for the BJP. Seeing her rule coming to an end, “Didi has stooped to this level. But I would like to make it clear to the TMC that this won’t work in Bengal,” Modi said.

Referring to Mamata Banerjee’s recent comments on central forces for which she was served a notice by the Election Commission, Modi at his Siliguri rally said, “Can you imagine a head of the state is giving training to the voters to gherao central forces?”

Mamata Banerjee, meanwhile, defended her action. In a reply to the Election Commission she said she has the highest regard for the Central Armed Police Forces and in her speech there was no attempt to threaten, incite or influence the electorate against the forces.

In a separate meeting at Krishnangar in Nadia district, Modi said, “Handicrafts, business, marketing, investment aren’t among the TMC’s priorities. Didi’s TMC is an expert in ‘tolabaazi’, cut-money.” He also alleged that TMC is an expert in killing BJP workers and in rigging.

He added that Mamata Didi abuses the EC, CAPF, EVMs to the extent that Didi is abusing her own party’s polling agents now. “She is so desperate that she is defaming Bengal’s voters, Didi, o Didi! People of Bengal don’t expect you to have sensitivity anymore,” he said.

He went on to say, “the reason behind Didi’s anger is not only BJP & Modi but the people whose trust Didi has broken. The minority community that Didi persuaded are in distress so she needs to appeal to them continuously”, he added.

Raising his voice for the people of Bengal he said, “this election is not only being fought by BJP but people of Bengal are also fighting this election.”

Chennai: PMK founder S. Ramadoss on Saturday demanded cancellation of 10th and 12th standard annual exams conducted by the Central Board of Secondary Education (CBSE) and the 12th class exam to be held by Tamil Nadu board as Covid-19 is spreading fast in the state.

In a statement issued here Ramadoss expressed his shock at CBSE authorities gearing up to hold 10th and 12th standard board exams at a time when Covid-19 pandemic is spreading fast.

Ramadoss said if exams are to be held then CBSE can hold the same online.

In the case of Tamil Nadu state board 12th class exams, Ramadoss said the exams should be cancelled and the students should be declared as pass based on their performance in the school exams.

Interestingly leaders of political parties like PMK and others had recently addressed large assembly election rallies in which thousands of people gathered in close contacts without following the social distancing norms.

Congress General Secretary Priyanka Gandhi Vadra on Friday slammed the decision of the education boards in the country, including the Central Board of Secondary Education (CBSE), to conduct exams under the deteriorating Covid-19 situation in the country.

In a tweet, she said: “It is downright irresponsible of boards like the CBSE to force students to sit for exams under the prevailing circumstances. Board exams should either be cancelled, rescheduled or arranged in a manner that does not require the physical presence of children at crowded exam centres.”

Her remarks came a day after both the CBSE and Council for the Indian School Certificate Examinations (CISCE) said that adequate safety arrangements are being made for students and all Covid-19 guidelines will be followed during the exams.

The two boards responded after the hashtag, ‘cancel board exams’ trended on Twitter on Wednesday and Thursday.

Kolkata: Despite violence and bloodbath in the fourth phase of the assembly polls after five people including four in the firing by the central forces died at Sitalkuchi in Cooch Behar district, a high voter turnout was recorded till 3 p.m. Though the police claimed that the CISF on duty opened fire in self defence that led to the death of four people, the Chief Minister asked for an explanation from the Home Minister saying that she would visit the violence hit area on Sunday.

The four persons who died on Saturday are identified as Monirujjaman (28), Hamidul Miyan (30), Nur Alma Miyan (21) and Samiul Haque (20). They were all residents of Jor Patki village and the voters of booth no 126 where the incident took place. Following the incident, the Election Commission adjourned the polling on the booth and sought a report from the Special Observers and CEO Ariz Aftab by 5 p.m. on Saturday.

According to the preliminary reports that when an unruly mob tried to snatch the firearms from the central forces at Booth no 126 at Amtali at Jor Patki village in Sitalkuchi assembly seat, the central forces opened fire in self defence that took the lives of four people.

“A 14-year-old boy who came with his mother to the polling station suddenly fell ill and a QRT (Quick Response Team) van that was nearby sent the boy to the hospital. Suddenly this incident triggered a rumour that the boy was shot by the central forces and hundreds of people started gathering around the booth. They started agitating and also tried to snatch away the firearms from the security forces. Unable to control the unruly mob, the CISF jawans on duty opened fire on the mob killing four persons,” DIG of Jalpaiguri range Annappa E told the media.

In another incident, a first-time voter Ananda Barman (18), son of Jagadish Barman of Pathantuli, Golenawhati GP, Sitalkuchi, Cooch Behar died when he was shot at from a firearm by unknown miscreants.

The incident snowballed into a major political controversy with the Trinamool Congress demanding probe into the high-handedness of the central forces in the election management.

Chief Minister Mamata Banerjee has alleged that armed central police shot four people dead who were standing in a queue to vote in Sitalkuchi. While speaking at a public meeting at Hingalganj, she asked Union Home Minister Amit Shah to explain why lives were lost in central forces’ firing during the fourth phase of polling.

She also said, “after killing so many people they (Election Commission) are saying the firing was in self-defence. They should feel ashamed. This is a lie.”

Mamata Banerjee will also hold a protest rally in Cooch Behar on Sunday against the alleged killing of four people.

Despite violence and deaths, high voter turnout has been recorded in all the five polling districts.

According to the Election Commission data, 66.76 per cent polling was recorded till 3 p.m. on Saturday. Cooch Behar, where the incidents of violence took place, recorded the highest polling percentage of 70.21 per cent followed by Alipurduar where 68.51 per cent polling was recorded. Apart from that, Hooghly recorded a polling percentage of 67.42 per cent and Howrah had a voter turnout of 65.23 per cent. South 24 Parganas experienced the lowest turnout of the five districts with a voter turnout of only 64.07 per cent.

Five States Account For Over 72 Pc Of Country's Total Active COVID-19 Cases: Govt

New Delhi: Five states — Maharashtra, Chhattisgarh, Karnataka, Uttar Pradesh, and Kerala — cumulatively account for 72.23 per cent of the country’s total active COVID-19 cases which have breached the 10-lakh mark again after around six-and-half-months, the Union health ministry said on Saturday.

Ten districts including Pune, Mumbai, Thane, Nagpur, Bengaluru Urban, Nashik, Delhi, Raipur, Durg and Aurangabad account for 45.65 per cent of the total active cases which have climbed to 10,46,631 and now comprise 7.93 per cent of the total infections, it said.

A net increase of 67,023 cases have been recorded in the total active cases in a span of 24 hours. Maharashtra alone accounts for 51.23 per cent of the total active cases in the country, the ministry said.

Ten states — Maharashtra, Chhattisgarh, Uttar Pradesh, Delhi, Karnataka, Tamil Nadu, Kerala, Madhya Pradesh, Gujarat and Rajasthan — have shown a steep rise in the daily COVID-19 cases accounting for 82.82 per cent of the new infections, it said.

India registered a record single-day spike of 1,45,384 new coronavirus infections on Saturday taking the nationwide COVID-19 tally of cases to 1,32,05,926,

Maharashtra has reported the highest daily new cases at 58,993. It is followed by Chhattisgarh with 11,447 cases while Uttar Pradesh reported 9,587 new cases.

India’s cumulative recoveries stand at 1,19,90,859 with 77,567 recoveries being registered in a day.

“Daily Deaths continue to show an upward trend. A total of 794 deaths were reported in a span of 24 hours,” the ministry said, highlighting that 10 states account for 86.78 per cent of the new deaths.

Maharashtra saw the maximum casualties at 301 followed by Chhattisgarh (91).

Twelve states and union territories have not reported any COVID-19 deaths in a span of 24 hours, the ministry said.

These are Puducherry, Ladakh, Daman and Diu, Dadra and Nagar Haveli, Nagaland, Tripura, Meghalaya, Sikkim, Mizoram, Manipur, Lakshadweep, Andaman and Nicobar Islands, and Arunachal Pradesh, it said.

The cumulative number of COVID-19 vaccine doses administered in the country has crossed 9.80 crore, the ministry said.

Cumulatively, 9,80,75,160 vaccine doses have been administered through 14,75,410 sessions till 7 am, according to the provisional report.

These include 89,88,373 healthcare workers (HCWs) who have taken the first dose and 54,79,821 HCWs who have taken the second dose, 98,67,330 FLWs who have received the first dose, 46,59,035 FLWs who have taken the second dose.

Besides, 3,86,53,105 and 15,90,388 beneficiaries aged above 60 have been administered the first and second dose respectively and 2,82,55,044 and 5,82,064 beneficiaries aged between 45 to 60 received the first and second dose respectively.

Eight states including Maharashtra, Rajasthan, Gujarat, Uttar Pradesh, West Bengal, Karnataka, Madhya Pradesh and Kerala account for 60.62 per cent of the total doses given so far in the country, the ministry said.

Over 34 lakh vaccination doses were administered in a span of 24 hours, it said.

As on day-84 of the vaccination drive (April 9), 34,15,055 vaccine doses were given. Out of which, 30,06,037 beneficiaries were vaccinated across 46,207 sessions for the first dose and 4,09,018 beneficiaries received the second dose of the vaccine.

In terms of the number of daily doses administered globally, India continues to remain at the top with an average of 38,93,288 doses administered per day. PTI PLB

Five Killed In Poll Related Violence In Bengal

Kolkata: Violence erupted in the fourth phase of elections in Bengal in which five people were killed in two separate incidents. Four persons were killed when central forces opened fire on an unruly mob in Sitalkuchi assembly constituency in Mathabhanga block in Cooch Behar district on Saturday. In another incident in the same constituency a first-time voter was killed, taking the total number of deaths to five.

Sources in the Election Commission said that a preliminary report that reached the special police observer Vivek Dubey suggests that the central forces had to open fire in self-defence.

According to the report, there was tension at booth no 126 at Amtali in Jor Patki village in Sitalkuchi since the morning and as there were more than 400 people in front of the booth, the central forces tried to disperse the mob. When they were trying to move the mob away from the booth more people started rushing in and tried to snatch the firearms from the security forces. This prompted the force to open fire in which four people were killed.

The Election Commission asked for a detailed report from CEO Ariz Aftab. Deputy election commissioner in-charge of West Bengal Sudip Jain asked the CEO to send a detailed report including video footage of the incident. Jain also wanted to know what led the force to open fire on the people. The poll body assured of an impartial inquiry into the incident.

In another incident a first-time voter Ananda Baraman (18), son of Jagadish Barman of Pathantuli, Golenawhati GP, Sitalkuchi, Cooch Behar died when he was shot from a firearm by unknown miscreants after he cast his vote and came out from the polling booth. He was brought to the local health center (BPHC) at Sitalkuchi where he was declared dead. His mother was also injured in the incident, the police said.

“Police reached there and detained two suspects for their involvement in the said incident. Raid is going on at the probable hideouts of the suspected accused persons whose names have surfaced at the local level during preliminary inquiry. Additional S.P, Mathabhanga and OC Sitalkuchi P.S also visited the P.O and supervised the incident. Additional S.P, Mathabhanga is camping there,” a senior police officer said.

TTE Succumbs To Coronavirus In Patna, Railway Staff In Panic

Patna: Death of a Patna railway station Train Ticket Examiner (TTE) due to coronavirus has spread panic amid the other railway staff in all the stations of the district especially at Patna Junction, Danapur, Patliputra and Rajendra Nagar Terminal.

The deceased, Samit Kumar Chandravansi, tested positive a few days ago and underwent treatment in railway hospital Karbigahiya in Patna.

Earlier, three more railway employees including chief booking observer Subhash Singh, reservation observer R S Pandey and 17 passengers travelling in Kurla-Patna express also tested positive for coronavirus. The railway officials are admitted in the railway hospital.

Keeping in view of the massive re-migration of labourers from Maharashtra, East Central Railway has been running four pairs of special trains apart from regular express trains from Lokmanya Tilak terminal, Chatrapati Shivaji Terminal and Pune to Danapur, Patliputra and Darbhanga.

In another incident, a 11-year-old boy also succumbed to the deadly virus at Nalanda Medical College and Hospital (NMCH).

The deceased, identified as Aryan Kumar, was a native of Bihar Jahanabad district. He tested positive a week ago and was admitted to the dedicated Covid ward of NMCH.

Sonia Gandhi Reviews Efforts To Tackle COVID-19 In Congress-Ruled States

New Delhi: Congress president Sonia Gandhi on Saturday reviewed the efforts by the states ruled by her party to tackle the second wave of the coronavirus infection and the vaccination drive.

Addressing a virtual meeting with the chief ministers of the Congress-ruled states and ministers of the party in states where it is in power in alliance with others, she said the priority should be to test, track and vaccinate.

Former Congress chief Rahul Gandhi, Rajasthan Chief Minister Ashok Gehlot, his Punjab counterpart Amarinder Singh and Chhattisgarh counterpart Bhupesh Baghel were among those who participated in the meeting.

While Singh pointed out that Punjab’s vaccination stock will last for five more days, Baghel said Chhattisgarh will run out of the vaccine stock in three days.

The Congress chief also reviewed the efforts to fight COVID-19, including the availability of vaccines, access to medicines and ventilators, chief spokesperson of the party Randeep Surjewala said.

“The priority is to test, track and vaccinate,” he wrote on Twitter, quoting Sonia Gandhi.

“The (Narendra) Modi government has mismanaged the COVID situation. It has exported the vaccines and allowed a shortage to be created in India,” the Congress chief said at the meeting.

She said all public gatherings and poll rallies should be cancelled as the number of COVID-19 cases is on the rise and asked the chief ministers if the economic packages announced by the Centre had the desired impact.

“Mass gatherings for elections and religious events have accelerated COVID for which all of us are responsible to some extent. We need to accept this responsibility and keep the interest of the nation above our own,” Sonia Gandhi said.

Surjewala said the Punjab chief minister has pointed out a vaccine shortage.

“He candidly points out that Central Govt has given no assurance of numbers and supply,” he wrote on Twitter.

Surjewala also said Gehlot has pointed out that the shortage of the vaccines is a reality that cannot be wished away.

“Pointing to the spurt in infections, he states that Centre must take States on board as stakeholders and not as adversaries,” he said.

Quoting Baghel, Surjewala said he underlined the steps taken by the Chhattisgarh government to fight COVID-19 and pointed out that the state has only three days of vaccine stock left.

In her introductory remarks, Sonia Gandhi said the number of coronavirus cases is going up and as the principal opposition party, it is the responsibility of the Congress to raise issues and push the government to move away from “PR tactics” and act in the interest of people.

“Therefore, there must be transparency. Governments must reveal the actual numbers of infections and deaths across the states, whether Congress-ruled or otherwise.

“We must focus on India’s vaccination drive first and foremost, then only export vaccines and gift them to other countries. We must stress on responsible behaviour — adhering to all laws and COVID regulations without an exception,” she said.

The Congress chief said cooperation with the states is showing respect to federalism and it is equally important for the states to be constructive and cooperate with the Centre in its efforts to fight the pandemic.

“We are all united in this fight,” she said.

Sonia Gandhi said strict measures need to be taken in the Congress-ruled states to ensure that the pandemic does not go out of control and large-scale testing, preparation of adequate facilities and setting up temporary ones should be ensured.

“We must make all efforts to support those who face the brunt of reduced economic activity as the restrictions become harder and more stringent,” she said.

Gandhi asked, “Is there enough vaccine available? Has the central government been cooperative? What are our states doing to ensure the availability of oxygen, ventilators and other facilities as the pandemic grows?”

“What are your views on another lockdown? What about the economic fallout? How bad is the situation in your state? Should public gatherings, including election rallies, not be cancelled?” she asked.

Stating that various packages have been announced by the Centre to help MSMEs and stimulate the economy, the Congress chief asked, “What impact have these packages had and what more should the government be doing to deal with the continuing crisis? Do you see economic recovery happening in the manner that is being officially claimed?”

“According to our discussion on COVID, I would like to be briefed on the latest situation regarding the agitation of farmers that has been going on now for well over five months.

“The Congress-ruled states have passed their own laws but those have not received the presidential assent. What more should we do even though the keys to the solution are with the Centre, which has created the problem in the first place,” she said.

Kolkata: A political controversy erupted in West Bengal during the fourth phase of the elections when BJP’s IT cell released an audio tape of Trinamool’ election strategist Prashant Kishor where he was heard saying a ‘ClubHouse’ chat that Prime Minister Narendra Modi is hugely popular in West Bengal and this is one of the factors that will decide which party sweeps the state.

BJP’s IT cell chief Amit Malviya claimed that Chief Minister Mamata Banerjee’s election strategist Prashant Kishor had accepted the BJP’s victory. Malviya shared the audio of Prashant Kishor’s discussion on the ClubHouse platform on social media. In this, Kishor is chatting with some journalists.

In a public chat on ClubHouse, Mamata Banerjee’s election strategist concedes that even in TMC’s internal surveys, BJP is winning. The vote is for Modi, polarisation is a reality, the SCs (27 per cent of WB’s population), Matuas are all voting for the BJP, Amit Malviya- National in-charge of BJP’s Information & Technology department wrote in his tweet.

In the audio, Kishor is saying that on a public chat at the clubHouse, Prashant Kishor admitted that BJP is winning in TMC’s internal survey too. People are voting for Modi and polarization has taken place. SC and Matua, 27 per cent of Bengal’s population all voted for the BJP.

Another candid admission by Kishor is that — all that the Left, Congress and TMC ecosystem have done in the last 20 years is Muslim appeasement. Implication? It has resulted in resentment on the ground. The speakers had not realised that the chat was public, Malviya wrote.

That moment when Mamata Banerjee’s strategist realised that the ClubHouse room was open and his admissions were being heard by the public at large and not just a handful of Lutyens journalist. Deafening silence followed, Malviya added.

Prashant Kishor was immediate to react. “I am happy that the people of BJP are taking my clubHouse chat more seriously than the statements of their leaders. I appeal to them to release the entire conversation except for some part of the chat. In the part that has been released, the question was being answered about how BJP is getting 40 per cent votes and how it has been thinking that the BJP is winning. He also said through social media that the BJP will not be able to cross the 100 mark in Bengal elections” Kishore tweeted.

India's COVID-19 Tally Climbs To 1,32,05,926 With Over 1.45 Lakh Fresh Cases

New Delhi: With a record 1,45,384 fresh cases, India’s COVID-19 tally has climbed to 1,32,05,926, the health ministry said on Saturday.

The number of active cases has breached the 10-lakh mark again after around six-and-a-half months, while the death toll due to the viral disease has gone up to 1,68,436 with 794 more fatalities, the highest since October 18 last year, the ministry’s data updated at 8 am showed.

Registering a steady increase for the 31st day in a row, the number of active coronavirus cases in the country has gone up to 10,46,631, accounting for 7.93 per cent of its total caseload, while the recovery rate has further dropped to 90.80 per cent.

The active caseload was at its lowest at 1,35,926 on February 12, accounting for only 1.25 per cent of the total number of cases in the country.

The number of people who have recuperated from the disease has surged to 1,19,90,859, while the case fatality rate has further dropped to 1.28 per cent, the data stated.

India’s COVID-19 tally had crossed the 20-lakh mark on August 7 last year, the 30-lakh mark on August 23, the 40-lakh mark on September 5 and the 50-lakh mark on September 16.

It went past 60 lakh on September 28, 70 lakh on October 11, 80 lakh on October 29, 90 lakh on November 20 and the one-crore mark on December 19.

According to the Indian Council of Medical Research (ICMR), 25,52,14,803 samples have so far been tested in the country for the viral disease, including 11,73,219 on Friday.

The 794 fresh fatalities include 301 from Maharashtra, 91 from Chhattisgarh, 56 from Punjab, 46 from Karnataka, 42 from Gujarat, 39 from Delhi, 36 from Uttar Pradesh, 32 from Rajasthan, 23 each from Madhya Pradesh and Tamil Nadu, 22 from Kerala, 17 from Jharkhand and 11 each from Andhra Pradesh and Haryana.

Of the total number of 1,68,436 deaths caused by COVID-19 in the country, Maharashtra accounts for 57,329, followed by Tamil Nadu (12,863), Karnataka (12,813), Delhi (11,196), West Bengal (10,378), Uttar Pradesh (9,039), Punjab (7,390) and Andhra Pradesh (7,279).

The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities.

“Our figures are being reconciled with the Indian Council of Medical Research,” the ministry said on its website, adding that a state-wise distribution of the figures is subject to further verification and reconciliation.

New Delhi: Amid rising coronavirus cases, the Election Commission on Friday flagged instances of star campaigners and political leaders not wearing masks while campaigning, and asked them to follow in all seriousness the guidelines on COVID-appropriate behaviour issued by it last year.

In a letter to leaders of all recognised political parties, the poll panel said, “It is widely known that in the recent weeks, COVID cases are being reported in larger numbers. However, instances of election meetings/campaigns have come to the notice of the commission, where norms of social distancing, wearing of masks have been flouted in disregard to the commission’s guidelines.”

The letter pointed out instances of star campaigners and political leaders or candidates not observing COVID-19 protocols, “including non-wearing of masks themselves at stage or while campaigning”.

“By doing so, the political parties and candidates are exposing themselves as well as the public attending such election meetings to the grave danger of the infection,” the letter said.

In cases of breach, the Election Commission (EC) said it will “not hesitate in banning public meetings, rallies of defaulting candidates, star campaigners or political leaders without any further reference.”

On Thursday, the Delhi High Court had sought the commission’s and the central government’s response on use of masks during poll campaigns.

While three phase polls in Assam and single phase elections in Tamil Nadu, Kerala and Puducherry are over, five of the eight phases are yet to be held in West Bengal.

The poll panel said it has taken “serious view of the laxity” in following norms, particularly not wearing masks and not maintaining social distancing by political leaders on dais or stage.

It asked parties to follow its guidelines with all seriousness.

The two-page letter said it is advisable that political leaders and candidates, who have the incumbent duty to control spread of COVID-19, demonstrate by their personal example.

They must push all their supporters in the beginning of a rally, meetings or a campaign to wear masks and use sanitisers, and put in place crowd control measures as per social distancing norms, according to the letter.

“Political parties, leaders, campaigners, candidates, existing or aspiring policy makers are expected to be torch-bearers for the campaign against COVID and hence, are expected to not only set an example by maintaining social distancing, wearing masks and following prescribed protocols but also by exhorting all the local formations who attend programmes to follow COVID protocols,” the letter read.

In October last year, the EC had taken a serious view of “utter violation” of social distancing norms during poll campaigning and leaders addressing public meetings without wearing masks in complete disregard of its August last year guidelines issued ahead of the Bihar assembly elections.

4 killed in Nagpur private hospital blaze, 37 patients saved.

Nagpur: At least four persons were killed and a few others injured in a major blaze that erupted out in a private hospital here late on Friday, officials said.

The fire is believed to have started in the air-conditioning unit of an ICU ward on the second floor of the five-storied hospital building.

There were at least 37 more patients on the floor of which four were rescued and the rest came running out to safety on their own, and another 27 were shifted to a nearby hospital, an official said.

At least four fire tenders have rushed to the spot to battle the massive conflagration, and more details are awaited.

Expressing grief over the incident, Prime Minister Narendra Modi tweeted, “Saddened by the hospital fire in Nagpur. My thoughts are with the families of those who lost their lives. Praying that the injured recover at the earliest.”

Mumbai's COVID Tally Crosses Half Million Mark, Maha Enters First 'Weekend Lockdown'

Mumbai: Mumbai became the second district in Maharashtra after Pune to surpass a Covid-19 tally of half million cases since the outbreak of the pandemic 13 months ago, as the state entered its first ‘weekend lockdown’ era, health officials said here on Friday.

Adding 9,202 new cases – up from 8,938 a day earlier, the city’s tally shot to 501,182 till date, 5 days after notching the highest daily infections of 11,206 on April 4.

Mumbai also recorded 35 deaths during the day, taking up its total fatalities to 11,916, the highest in the country.

With 58,993 new infections – up from 56,286 new patients on Thursday, but lower than the peak of 59,907 (April 7), the state’s tally shot up to 32,88,540.

The state fatalities came down from 376 a day earlier to 301, taking the death toll to 57,329 now, again the worst in the country.

The state recovery rate dropped again from 82.05 per cent on Thursday to 81.96 per cent, while the death rate worsened from 1.77 per cent a day earlier to 1.74 per cent, and the number of active cases jumped up to 534,603.

The Covid situation overall continued to remain grim as a massive vaccine shortage loomed with many vaccination centres in the city and state shutting down inoculations temporarily.

The Mumbai circle – comprising Mumbai, Thane, Palghar and Raigad districts – notched 18,408 new cases, lower than the peak daily infections of 19,952 (April 7) – taking up its total to 10,45,980, while deaths zoomed up from 20,887 to 20,939 now.

Nagpur led the state with 48 deaths, while there were 43 fatalities in Pune, 35 in Mumbai, 29 in Nanded, 25 in Solapur, 16 in Nashik, 12 in Satara, 11 in Jalna, nine deaths in Nandurbar, eight each in Thane, Aurangabad, and Latur, six in Raigad, five in Akola, four each in Sangli, Parbhani, and Beed, three each in Palghar, Ahmednagar, Kolhapur, and Buldhana, two each in Osmanabad, Washim, Bhandara, and Chandrapur, and one each in Dhule, Sindhudurg, Hingoli, and Wardha. Two deaths were of people from outside.

Meanwhile, the number of people sent to home isolation dropped marginally to 26,95,065, while those shunted to institutional quarantine went up to 24,157.

Tirath Reverses Trivendra's Decision, Takes 51 Temples Out Of Devasthanam Board's Control

Haridwar: Reversing his predecessor’s decision, Uttarakhand Chief Minister Tirath Singh Rawat on Friday decided to remove the management of 51 temples from the control of the Char Dham Devasthanam Board and reconsider its formation.

“I have decided to take out of the Devasthanam Board’s ambit 51 temples which had been brought under it, Rawat Rawat told reporters after a meeting with seers during the ongoing Kumbh Mela here.

He added that the government will also review the decision to form the Board.

Set up during former Chief Minister Trivendra Singh Rawat’s term, the Devasthanam Board was assigned the management of 51 temples of the state, including the four famous Himalayan shrines of Badrinath, Kedarnath, Gangotri and Yamunotri.

The formation of the panel through legislation in December 2019 had not gone down well with the seers and ‘teerth-purohits’ who felt their traditional rights over the temples had suffered because of it.

They had also complained that the state government had not taken them in confidence before taking such a major decision, directly affecting them.

Despite repeated assurances by former Chief Minister Trivendra Singh Rawat that enough safeguards had been taken in the law bill to protect the rights of ‘teerth-purohits’, the priests in the state, including those in Uttarkashi, were agitated over the issue.

Some of them even approached BJP leader Subramanian Swamy who later moved the Uttarakhand High Court challenging the government’s decision to take over the control of temples.

Stating the objective of the bill in the state assembly, Tourism Minister Satpal Maharaj had said the creation of a board like this was necessary for better management of the temples.

India, Kazakh Defence Ministers Discuss Ways To Strengthen Military Ties

New Delhi: Defence minister Rajnath Singh on Friday held bilateral talks with visiting Kazakhstan’s Defence Minister Lieutenant General Nurlan Yermekbayev, in which he discussed ways to further strengthen bilateral defence cooperation.

During the meeting, the two ministers exchanged views to further strengthen bilateral defence cooperation, including through training, defence exercises and capacity building. They agreed that both sides must look at the possibility of defence industrial collaboration of mutual interest.

Lieutenant General Yermekbayev thanked Singh for the opportunity given to the Kazakh troops for deployment as part of the Indian battalion in United Nations Interim Force in Lebanon (UNIFIL). Both ministers also positively assessed the annual KAZIND Exercise.

Chief of Defence Staff General Bipin Rawat, Chief of Naval Staff Admiral Karambir Singh, Defence Secretary Dr Ajay Kumar, Secretary (Defence Production) Raj Kumar and other senior civil and military officials of Ministry of Defence were also present on the occasion.

Lieutenant General Yermekbayev is on a three-day official visit to India from April 7-10, 2021. He visited HQs 12 Corps at Jodhpur and the Longewala sector in Jaisalmer. The Kazakh Defence Minister is in India on the invitation of India’s defence minister.

A bench headed by Chief Justice S.A. Bobde and comprising Justices A.S. Bopanna and V. Ramasubramanian said the compensation received from the Italian government will be deposited with the Supreme Court for disbursement among the victims.

The Central government and the Kerala government informed the top court that victims’ families have agreed to a compensation of Rs 10 crore, over & above ex-gratia amount received earlier from Italy. The bench observed that the case against Italian marines will be closed after the compensation is deposited.

The top court has listed the government’s application for closure of criminal trial against Italian marines on April 19.

During the hearing, Solicitor General Tushar Mehta informed the top court that the Indian government has negotiated a good deal with the Italian government and cited the international tribunal order, which ruled that the criminal proceedings will be carried out against the marines by the Italian government.

The Italian government has offered a compensation of Rs 10 crore, out of which Kerala government proposed to disburse Rs 4 crore, to the dependents of each deceased and Rs 2 crore to the owner of the boat St. Antony.

Mehta told the bench that after the Indian government receives money from the Italian government, it will be transferred in the top court account within three 3 days.

Chief Justice Bobde told Mehta: “We wish the government showed such promptness in other cases listed before us.” In a lighter vein, Mehta replied, “it depends on which ministry is involved in a case.”

Senior advocate Suhail Dutt, representing the Italian government, submitted that his client has agreed to deposit the compensation of Rs 10 crore with the Indian government and they are waiting instructions from the Ministry of External Affairs to transfer the money.

The top court was considering Centre’s plea to close criminal proceedings pending against Italian marines accused of killing two fishermen off the coast of Kerala in 2012.

The grounds in Cooch Behar and Alipurduar have been prepared for the fourth phase of polling for the Bengal assembly elections on April 10. Everyone is in the process of scoring political goals. Between the scorching heat and deadly Corona, BJP and Trinamool campaigned in 14 assembly segments in these two districts. Didi’s Khela Hobe-Khela Hobe or Modi’s real Change Hobe– will be known only on May 2. The election campaign is so decided that the contest is mostly between the BJP and the Trinamool Congress. The United Front may also have some influence in couple of seats.

Cooch Behar’s Seat Condition

Mekhliganj: In the last election (2016), Aghrya Rai Pradhan of Trinamool won here. His popularity is still in the region but Didi canceled his ticket. There was a lot of opposition to this. In such a situation there is a possibility of retaliation against the Trinamool candidate Pareshchandra Adhikari. BJP candidate Dadhiram Rai may benefit from this. He has also been the head of panchayat here. He has a good hold in the village circles.

Mathabhanga: Despite having a bastion in 2011 and 2016, Didi cut Vinay Krishna’s ticket from here and chose Girindranath Burman. Dr. Jayanta Kumar Roy MP (BJP) of Jalpaiguri constituency is highly educated and he belongs to the famous Panchanan Barma‘s (a Rajbanshi leader and reformer from Cooch Behar) lineage tradition. Also Countering Girindranath Burman, the BJP has given ticket to an ordinary farmer Sushil Rai who has good penetration in the village area. The BJP’s position here seems to be strong.

Cooch Behar North: In this Lalgarh, the Left Front has won the last two elections. This time Trinamool and BJP have put their full emphasis here. Due to the clouts of Rajbanshis which favors saffron, the BJP is looking strong. The Trinamool has fielded Mathabhanga’s previous winner Vinay Krishna, though he has not been able to make a dent as compared to his former assembly member. BJP candidate Sukumar Rai is the district general secretary of the party and a dynamic leader. The wave of the Left does not look like this time in this segment.

Cooch Behar South: Trinamool MLA Mihir Goswami, who has been with the Trinamool for 22 years, has joined the BJP alleging that he has been neglected by the TMC, which makes the BJP strong here. BJP has nominated its district president Nikhil Ranjan De. This time the Trinamool Congress has named Abhijeet De Bhowmik as their candidate. He has good contacts with students and youth. But their influence is limited to the city of Mandal. There is a tough competition between the two here.

Sheetalchi: Hiten Burman won this seats with Trinamool ticket by a huge number of votes here in 2011 and 2016, but this time he has not been given a ticket. The district president and former MP Partha Pratim Rai of Cooch Behar has been given the ticket. This young leader is dear to Didi. Hiten Burman and his supporters are unhappy over this. On other hand BJP’s Barren Burman is impeccable and highly educated. BJP may benefit if Trinamool members in this segment gets divided.

Sitai: Trinamool’s Jagdish Burma Basuniya, who won the last election from the Sitai assembly seat by more than 25 thousand votes, is again fighting strongly in the field. Trinamool’s organization is strong here. BJP candidate Deepak Rai has come from the forward block. Old BJP leaders were not thought for a ticket. The factionalism within the party regarding this has intensified. At the same time, the United Front has again fielded the 2011 winning candidate Keshav Rai.So BJPs chances here looks less.

Dinhata: BJP Lok Sabha MP Nishith Pramanik is contesting from this seat. He is known as a Bahubali leader in the area. From the panchayat election, Nishith Pramanik’s groups and Udayan Guha’s group had lot of ideological difference and anger .Udayan Guha won on a Forward Bloc ticket in 2011, this time he is in the fray on the Trinamool ticket. Prime Minister Narendra Modi, Amit Shah and other big leaders campaigned fiercely for Pramanik. At the same time, Trinamool has also put a lot of emphasis for Udayan. The competition will be neck to neck.

Hurricane Ganj: This time Trinamool has not given ticket to local sitting MLA Fazal Karim Mian and made Pranab Kumar De their candidate. De is a kind of outsider to this area. There is opposition within the party from the beginning. Fazal Karim Mian had considerable penetration among the minority community. BJP candidate and District President Malti Rabha is a fire brand frontline leader. She is liked by a very large section of women. The organizational strength of the BJP is strong here.

Tea workers and their royalty will decide the fate of Alipurduar election:

Alipurduar, Kumaragram, Kalachini, Madarihat and Falakata are the five assembly seats in Alipurduar district. In most of the seats here, tea workers will determine the fate of the candidates. The number of tea estates in Kalachini, Kumaragram and Madarihat is quite high; the labor votes in these seats are quite effective. The Trinamool, BJP and the United Front have tried to woo them. The main fight in Kumaragram is between the Trinamool and the BJP. There is a triangular collision at Alipurduar. There is a tough fight between BJP’s Suman Kanjilal, Trinamool’s Saurabh Chakraborty and former Congress MLA Dev Prasad Rai from the United Front. Talking about kalchini, there is a direct confrontation between the Pasang Lama of Trinamool and the Vishal Lama of BJP. In Falakata, the Rajvanshi community is dominant. They ensure victory for whosoever candidate they decide to throw their weight behind. There is a fight between Subhash Chandra Rai of Trinamool Congress, Deepak Burman of BJP and Kshitish Chandra Rai from United Front. The condition in Madarihat is also similar.

Fourth phase polling will be held for total 44 seats in five districts of West Bengal that are Hooghly, Howrah, South 24 Pargana, Coochbehar and Alipurduar

Jammu: Jammu and Kashmir is an integral part of India and the country is capable of solving its own problems, Vice President M Venkaiah Naidu said here Friday, asking other nations to “confine themselves to their domestic problems” rather than giving unsolicited advice to India.

On his first Jammu and Kashmir visit since the August 2019 abrogation of Article 370, without naming any country or individual, he said some people from the neighbourhood always try to create problems and disturbances because they do not want India to progress.

My advice to some friends who are trying to give unasked advice to us in between and make commentaries to confine themselves to their domestic problems. We are capable of taking care of our own problems and they need not worry about us, he said, addressing the 3rd and the 4th annual convocation of the Indian Institute of Management (IIM) here.

Union minister Jitendra Singh and J&K Lt Governor Manoj Sinha also attended the function, during which degrees were awarded to 148 MBA graduates who have successfully completed their courses.

“My dear youngsters, where you are studying is an integral part of India,” the vice president told the students. “And we are of the opinion we are capable of solving our problems. No country for that matter has any business to interfere or make comments on the internal affairs of another country or any other country.”

In his nearly half-an-hour speech, he said, “We all believe in democracy and civilization. If you are really civilised you are not expected to interfere in the affairs of any other country. I am very clear about it.”

He said this part of the country is very beautiful and so are the people who need to have peace.

“Peace is the prerequisite for progress. If you have tension, you cannot pay attention. This has to be understood by one and all. That is why peace is very much required,” he said.

The vice president said some people from the neighbourhood always try to create problems and disturbances for India.

“We should not allow them to succeed. We should be guided by the spirit of national integration – nation first, party and profession next and self last. That should be our attitude, nation first attitude irrespective of caste, creed, sex, religion and region,” he said.

Covid-19: Indian Railways Clarifies On Stoppage, Curtailing Of Train Services

Bhubaneswar: Amidst the rising Covid-19 cases and imposition of restrictions in several parts of the country, the Indian Railways on Friday said that there is no plan to curtail or stop train services.

As per a PIB release, Indian Railways is running a total of 1402 specials train services on an average per day.

5381 Suburban train services and 830 Passenger train services are also in operation. Apart from this, 28 special trains are being operated as clones of highly patronized trains with high patronage.

Moreover, additional trains are being run during April-May 2021 to clear rush in Central Railway with 58 trains (29 pairs) and Western Railway with 60 trains (30 pairs). These trains are for destinations having high demand like Gorakhpur, Patna, Darbhanga, Varanasi, Guwahati, Barauni, Prayagraj, Bokaro, Ranchi and Lucknow etc.

It may also be noted that in the freight transportation, Indian Railways transported Highest ever loading of 1232.64 Million Tonnes (MT) in the financial year 2020-21.

The Freight Revenue of Indian Railways was Rs 1,17,386 Cr (approx) for the financial year 2020-21 compared to Rs 1,13,897 Cr during 2019-20. Indian Railways also doubled the speed of Freight Trains to 44 kmph from 24 kmph in previous year.

It is worth mentioning that 450 Kisan Rail services were run since August 2020 transported over 1.45 lakh Tonnes of agricultural produce & perishables, the statement added.

Srinagar: Seven militants, including terror outfit Ansar Ghazwatul Hind chief Imtiaz Ahmad Shah, were gunned down by security forces in two encounters in Jammu and Kashmir’s Shopian and Pulwama districts, police said on Friday.

“Five terrorists have been killed in a Shopian operation, while two others were killed in the encounter at Nowbugh in Tral area of Pulwama district,” a police official said.

Earlier, the Kashmir Zone Police had said that efforts were being made to get two militants hiding inside a mosque in Shopian after an overnight encounter to surrender.

“Brother of holed up #terrorist & local Imamsahab sent inside mosque to persuade the #terrorists to come out & #surrender. Efforts are on to save the mosque,” the police said in a tweet.

The police had earlier tweeted about the Ansar Ghazwatul Hind chief trapped inside the mosque.

“Chief of proscribed #terrorist outfit AGuH (JeM) trapped,” the tweet said.

The encounter in Shopian town broke out on Thursday evening. Giving an update about the operation the same night, police said three militants had been killed and four security forces personnel injured.

In a separate encounter in Tral area of Pulwama on Friday morning, security personnel gunned down two unidentified militants, the police added.

Lucknow: Campaigning in the Uttar Pradesh panchayat elections is going to dogs — literally so.

At least two candidates — one in Rae Bareli and another in Ballia district — are using stray dogs to campaign for them.

These candidates are sticking their posters and pamphlets on the dogs and letting them roam around.

One of the candidates who pleaded anonymity, said: “There is no rule in the model code of conduct which prevents us from using stray dogs in the campaign. We are not harming the animal in any way. In fact, we feed the dogs every day. It is a novel idea and the voters are attracted to such innovations.”

The photographs of the dogs with campaign material stuck on them, are going viral on the social media and have evoked strong protests from animal lovers who feel this should be a severely punishable offence.

Up panchayat polls

Reena Mishra, an animal activist said, “How would a man feel if similar stickers are stuck on his face during the election? Just before a dog cannot protest, we have no business to treat them in such a manner. The police should immediately take action against candidates who are resorting to this manner of electioneering.”

Meanwhile, the panchayat polls seem to have brought an unlimited supply of goodies for the voters and liquor – a staple in polls – is not included in the list.

This time, candidates are opting for other goodies.

A village panchayat candidate Sohanveer in Amroha was booked two days ago for preparing to distribute 100 kg of ‘rasgullas’ to his voters. The rasgullas were seized by the police.

In Baghpat, ten persons, including the candidate Mohd Jabbar, have been booked for getting spades and an earth mover machine to mix ingredients for ‘laddoos’ that were being made in huge quantities for distribution among voters.

A video clip of spades and the earth mover being used to mix gram flour, sugar and other ingredients went viral after which action was taken.

Baghpat circle officer Anuj Mishra, said “Investigations have revealed that Mohd Jabbar, a candidate for the post of village head, along with his supporters had made huge quantity of sweets and distributed them among the villagers, which is a violation of the model code of conduct. A video has also come to our notice, in which he has deployed an earthmover and spades for making laddoos. Jabbar and his nine associates along with a dozen others have been booked under IPC 171[E] (bribery) and 188 (disobedience to order duly promulgated by public servant).”

In Sultanpur, a zila panchayat candidate is distributing mobile phones to ‘influential persons who can turn votes in my favour’.

The candidate, who spoke on condition of anonymity, said mobile phone were an ‘useful items’ since children require them for online classes.

“This is the least that I can do for them in the pandemic,” he said.

Liquor, of course, is a staple part of campaigning in Uttar Pradesh in almost every election.

This time, however, voters are no longer accepting ‘desi daru’.

“Campaigning is becoming increasingly expensive and voters are now very specific in their demands. They are even listing their favourite brands and we have to comply if we wish to get their votes,” said a candidate in Kanpur Dehat district.

New Delhi: Congress general secretary Priyanka Gandhi Vadra on Friday said it is irresponsible on the part of the CBSE to force students to appear for Board examinations and demanded that the exams be either cancelled or rescheduled in view of the COVID-19 situation in the country.

She said the Board exams should be either cancelled or be “http://held.in” such a manner that it does not require the physical presence of students.

“It is downright irresponsible of boards like the CBSE to force students to sit for exams under the prevailing circumstances. Board exams should either be cancelled, rescheduled or arranged in a manner that does not require the physical presence of children at crowded exam centres,” she said on Twitter.

According to the revised date sheet for CBSE board exams 2021, the Class 10 exams would be held between May 4 and June 7 and those for Class 12 would be held between May 4 and June 15.

India is seeing over one lakh cases everyday for the past few days and on Friday morning, the country reported almost 1.32 lakh new COVID-19 cases, as per official data.

There have been demands from students for holding online examinations and over one lakh students have already signed a petition to the CBSE in this regard.

CBSE officials, however, said as per COVID guidelines exam centres across the country have been increased by 40-50 per cent to ensure social distancing among students.

Kolkata: The Election Commission (EC) has again issued a show cause notice to West Bengal Chief Minister Mamata Banerjee, seeking a written explanation for her “attempt to berate and vilify the central forces by making false, provocative and intemperate statements”.

This is the second EC notice to the Trinamool Congress supremo in a week. Banerjee was issued another notice earlier on Wednesday in which the EC directed her to submit a written clarification explaining her open demand for votes on communal grounds for her party in the ongoing Assembly elections in the state

The new EC notice, issued on Thursday night, has asked the chief minister to submit her written explanation to the commission before 11 a.m. on April 10 failing which the “commission shall take a decision without further reference to you”.

In a two-page notice sent to the chief minister the commission mentioned that a report by the CEO of West Bengal with an authenticated transcript of the chief minister’s speech made on march 28, said: “Who gave so much power to them that the central police are threatening the women without allowing them to cast their votes. I saw the same thing in 2019. I saw the same thing in 2016”.

In another portion she said: “I know under whose instruction they beat up and how they beat up, It is your duty to save the family of the people. If any of your mothers and sisters suffer a single stroke with a stick attack them… I am telling you. It is the right of the women. And if anyone of our mothers and sisters is denied entry in the voting compartment all of you come out and revolt.”

The commission also refers to a speech made by her at Cooch Behar on April 7 where she said, “And if CAPF create disturbances, I will tell you, ladies and group of you go and restrain (gherao) them which another group will go to cast their votes. If you engage yourself only in restraining them then they will be happy that you didn’t cast your vote. It is their plan. It is the plan of BJP. And your plan will be that you will not be scared if they try to intimidate you coming to your village on the one hand, and on the other you just talk to them. Talking to them will tantamount to restrain them.”

Kanpur: Scientists are now working on a mathematical model to examine the Covid-19 spread and have predicted that the current second wave will peak somewhere between April 15-20 and then see a decline.

The number of ‘active’ symptomatic cases during this period would hit a high, roughly a week later, at the same level of around 10 lakh cases that the country had seen in September last year, said the scientists.

They have predicted after using a mathematical model that the ongoing second-wave of Covid-19 pandemic across the country may see a steep decline by the end of May.

During the first wave of Covid-19 infections across India, the mathematical approach, named ‘SUTRA’, predicted that the initial surge of infections in August would peak by September and lower in February 2021.

Scientists, including Prof. Manindra Agrawal from the Indian Institute of Technology (IIT) Kanpur, applied the model to predict the trajectory of the current surge in infections and found that the number of daily new infections was likely to peak in mid-April for this ongoing pandemic wave.

Prof. Agrawal in the IIT’s Department of Computer Science and Engineering, was involved with the national ‘super model’ initiative, and said that the peak is expected to see between 80,000-90,000 new infections per day.

“We will cross the peak (during April 15-20) and then there will be very a sharp drop over the next 15-20 days,” said Agrawal.

The national ‘super model’ had in October last year predicted the pandemic can be controlled by early 2021 with “minimal active symptomatic infections” in February.

Asked about the possible explanation of the second wave, Agrawal said there were two reasons or possibly the combination of the two, that might explain what changed in February which could make it for the sharp rise.

He said that it could be due to gatherings linked to opening up of schools, colleges and other working areas where people became comparatively more careless, and the fact that there are some mutations which are spreading faster.

However, like with the first wave of the Covid-19 pandemic, the trajectory of fresh infections would depend on a lot of other factors including measures rolled out by the government and adherence to safety protocols by the public.

A warning in the original prediction by the expert committee in their super model may still apply if the number of Covid-19 cases starts declining in the fourth week of April.

The warning was: “However, this number will start rising again if proper practices of masking, disinfecting, tracing, and quarantine are not followed. The downward trend will continue only if we continue with above practices.”

In the mathematical model used to predict the Covid wave, there are parameters which measure the rate of spread or the contact rate which may explain how many people could be infected on an average by one infected person.

Agrawal noted that the model uses three main parameters to predict the course of the pandemic.

The first is called Beta, or contact rate, which measures how many people an infected person infects per day. It is related to the R-naught value, which is the number of people an infected person spreads the virus to over the course of their infection.

The other two parameters, he explained, are ‘Reach’, which is a measure of exposure level of the population to the pandemic, and ‘Epsilon’ which is the ratio of detected and undetected cases.

“The contact rate had doubled in March and that may be contributing to the very steep rise,” said Agrawal.

The ‘super model’ in October had come out with ‘conditional’ prediction. It had predicted that the Covid-19 would be completely under control provided people continue to observe the same precautions such as practices of masking, disinfecting, tracing, and quarantine

However, the IIT Kanpur professor added that the prediction of the new peak is sensitive to the daily new infections data.

Even a little bit of change each day, causes the peak numbers to change by several thousand numbers.

“The reason we had to introduce ‘Reach’ is that unlike earlier pandemics which start at a location and suddenly spread fast across a place, but in Covid the spread of the pandemic has been slower due to the many protective measures in place,” Agrawal explained.

He further said that the ‘Epsilon’ helps factor in the number of asymptomatic infections across the country. “We try to estimate the undetected and asymptomatic infections,” he added.

New Delhi: With a sudden surge in Covid-19 cases in India, preventing another reverse migration of workers, particularly from key industrial areas, seems to be the top most priority of the Prime Minister’s Office (PMO).

In a bid to avert any panic like situation similar to that of last year, the government, including local administration and railways, are working on an elaborate plan to prevent the exodus of labourers from major cities, including Mumbai.

Top sources in the government said the local administration in industrial pockets of Mumbai and other metros have been asked to approach factory management, labour unions and concerned groups to convince the migrant workers not to get scared of the sudden resurgence.

Industrial bodies and factory managements are also being apprised of the ongoing vaccination plan which will be escalated in weeks to come and would cover industrial workers.

The PMO is concerned about the migrant workers and wants to prevent mass exodus of workers which resulted in loss of jobs and human miseries last year.

On Wednesday night, several hundred migrant workers had flocked to the railway stations at Bandra, Dadra and Churchgate, triggering fears that a mass exodus have started and may affect production in factories.

However the concerned authorities said that platforms were crowded mainly due to summer rush.

“I have spoken to IG, RPF Central Railway and IG, Western Railway in Mumbai. I want to clarify that groups of workers stayed at different railway stations because of the night curfew in Mumbai. They returned to their factories when curfew was lifted. The rush seen at platforms was mainly of waitlisted passengers boarding summer special trains,” said Arun Kumar, Director General (DG) of the RPF.

He informed IANS that all efforts are being made to allay fears relating to reverse migration of workers.

“Our officers at the Western and Central Railway are coordinating with CP (Railways, Mumbai Police) and concerned authorities in industrial areas. They are being apprised of Covid protocols. Meanwhile additional special trains are being run to take care of the usual summer rush.,” Kumar, a 1985 batch UP cadre IPS officer, said.

On Thursday, the DG and a team of senior officials held an important meeting with Chairman, Railway Board to further review the situation in Maharashtra, primarily Mumbai, a major railway hub in India presently facing the highest spike in cases relating to pandemic.

During March 2020, several lakh migrant workers returned to their villages, many of them reaching home on foot, as trains and local transport were shut due to nation wide lockdown.

Stories of human miseries and sufferings of migrant workers during their journey to villages had caught a large media attention.

Sources said that Prime Minister Narendra Modi was perturbed over such incidents where poor labourers had to walk on foot, often without food for days.

“This time we are on alert. The government doesn’t want this to happen again. All out efforts are being made at every level to prevent large scale migration of labourers. In a Covid affected economy, health of factory workers as well as the country’s industrial production is our top priority,” a senior officer said.

Jammu: Battling with the worsening Covid spread situation, J&K government has decided to impose night curfew in eight districts from Friday.

“All leaves of the doctors and paramedics have been cancelled. Areas around GGM Science College and the Sanskrit University in Jammu have been declared as micro-containment zones. Permissions granted to hold exhibitions and fairs have also been cancelled,” an official of the government said.

The official added that night curfew will remain confined to the municipal limits Jammu, Srinagar, Udhampur, Baramulla, Kathua, Anantnag, Budgam and Kupwara.

There has been an alarming spike in Covid-19 cases during recent days in J&K as 835 new cases were reported on Thursday with which the number of active cases has surged to 5,623 in J&K.

Shopian Encounter: AGuH Chief Trapped, 3 Terrorists Gunned Down

Srinagar: Proscribed terror outfit Ansar Ghazwat-ul-Hind’s (AGuH) chief has been trapped in an ongoing encounter in Jammu and Kashmir’s Shopian district in which three unidentified terrorists have been killed on Thursday, officials said

“Chief of proscribed terrorist outfit AGuH (JeM) trapped in the Shopian encounter. Operation is going on,” a police official said.

The firefight between the terrorists and the security forces broke out after a joint team of the police and the army cordoned off the area and launched a search operation on the basis of specific information about the presence of terrorists there.

As the security forces zeroed in on the spot where the terrorists were hiding, they came under a heavy volume of fire that triggered the encounter.

Security forces launched a cordon and search operation at Baba Mohalla following information about the presence of militants there, a police official said.

Militants opened fire on the security forces, who retaliated. A security personnel sustained injuries in the initial firing, the official said.

Three militants were killed in the retaliatory firing by the security forces, he said, adding that the identity and group affiliation of the slain militants were being ascertained.

A security force personnel was injured in the encounter, police said.

Dassault Aviation Rejects Fresh Allegations Of Corruption In Rafale Deal

New Delhi: French aerospace major Dassault Aviation on Thursday rejected fresh allegations of corruption in the Rafale fighter jet deal with India, saying no violations were reported in the frame of the contract, days after French online journal ‘Mediapart’ alleged that the jet manufacturer had paid nearly one million Euros to an Indian middleman.

According to the French media, the report was based on an investigation by the country’s anti-corruption agency Agence Francaise Anticorruption (AFA).

Rejecting the allegations, a Dassault Aviation spokesperson said,”numerous controls are carried out by official organisations, including the French Anti-Corruption Agency. No violations were reported, notably in the frame of the contract with India for the acquisition of 36 Rafales.”

The spokesperson said Dassault Aviation, since the early 2000s, has “implemented strict internal procedures to prevent corruption, guaranteeing the integrity, ethics and reputation of the company in its industrial and commercial relations”.

The French media report said that Dassault claimed the money was paid for 50 replicas of Rafale jets and the order was given to an Indian defence company.

It also mentioned that the inspectors of the AFA were given no proof that these models were made. Following the allegations, the Indian company on Tuesday released a statement and tax invoices stating that the allegations were totally unfounded.

The Dassault official said the company reiterated that it acts in strict compliance with the OECD’s (Organisation for Economic Co-operation and Development) anti-bribery convention and national laws, in particular the Sapin 2 law.

Under the Sapin 2 law that came into force in 2017, French companies are required to implement a specific internal compliance programme to fight corruption.

“In the context of the Sapin 2 law, the company has completed and strengthened its system for the prevention and detection of corruption and influence peddling, both at the level of the parent company and its subsidiaries,” the official said.

The company also noted that the Rafale deal was based on a government-to-government framework.

“This contract, as well as the offsets corresponding contract, meet the criteria established by these regulations and are being executed in full transparency between the various government and industrial partners,” the spokesperson added.

The company has delivered 14 Rafale jets to the Indian Air Force so far.

The official said aircraft were delivered in respect of the schedule, despite the COVID-19 health crisis.

“Dassault Aviation and the Reliance Group established the Dassault Reliance Aerospace Ltd (DRAL) joint venture in 2017 and built a plant in Nagpur that has been producing numerous Falcon parts and pieces since 2018,” the official said.

“Dassault Aviation and its partners are working with 60 companies in India and negotiations are underway to establish potential new cooperations,” the official noted.

The NDA government had inked a Rs 59,000-crore deal on September 23, 2016 to procure 36 Rafale jets from French aerospace major Dassault Aviation after a nearly seven-year exercise to procure 126 Medium Multi-Role Combat Aircraft (MMRCA) for the Indian Air Force did not fructify during the UPA regime.

Prior to the Lok Sabha elections in 2019, the Congress raised several questions about the deal, including on rates of the aircraft, and alleged corruption but the government rejected all the charges.

India Contributes USD 500,000 To UN Trust Fund For Counter-Terrorism

United Nations/New Delhi: India has contributed an additional USD 500,000 to the United Nations Trust Fund for Counter-Terrorism, taking the country’s donation to the UN office set up to combat terrorism to over USD 1 million.

India said it was keen to continue working with the UN office to further the common objective of combatting terrorism.

“India is proud to contribute USD 500,000 to the UN Trust Fund for Counter-Terrorism,” the Permanent Mission of India to the UN tweeted.

With this amount, India’s total contribution to it so far is USD 1.05 million.

“Keen to continue our work with @UN_OCT on specific programs/projects to further our common objective to combat terrorism, the Mission said, referring to the United Nations Office of Counter-Terrorism (UNOCT).

In line with General Assembly resolution 71/291 that established UNOCT in June 2017, the UN Trust Fund for Counter-Terrorism was transferred to UNOCT.

India’s Permanent Representative to the UN Ambassador T S Tirumurti tweeted: “India infuses an additional USD 500,000 into @UN Counter Terrorism Trust Fund. India continues its strong & focused commitment to help member states build capacity to prevent & counter terrorism.

He added that more than one million dollars has been contributed to the UNOCT by India till date, including for Africa.

The UN Trust Fund for Counter-Terrorism was established by the Secretary-General in 2009. It receives funding for UNOCT’s programme of work, providing technical assistance and capacity building support to Member States through the United Nations Counter-Terrorism Centre (UNCCT) and the Special Projects and Innovation Branch (SPIB), according to its website.

The UNOCT has received USD 236 million in hard pledges and contributions from 31 donors as of December 2019, through the Trust Fund for Counter-Terrorism established in 2009, as well as through other allocations for UNOCT.

Of this amount, USD 163.4 million has been received in cash while the remainder is to be received in future periods.

The UN Office of Counter-Terrorism, established in 2017, enhances coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy.

It strengthens the delivery of United Nations counter-terrorism capacity-building assistance to Member States; improve visibility, advocacy and resource mobilisation for United Nations counter-terrorism efforts.

It also ensure that due priority is given to counterterrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the strategy.

New Delhi: Noting that administration was appearing lax in many states amid a rising number of COVID-19 cases, Prime Minister Narendra Modi on Thursday urged chief ministers to strengthen their efforts for the next 2-3 weeks to check the spread of the virus on a “war-footing”.

The PM cleared the air on the possibility of lockdown and said that there are no provisions to enforce such restrictions country-wide but also called for observing a vaccine festival between April 11-14 to inoculate the maximum number of eligible beneficiaries.

In his interaction with chief ministers to discuss the COVID-19 situation and the ongoing vaccination drive, Modi asserted that the country had much more resources to deal with the virus than before and the focus should be on micro-containment zones.

“There is a need to improve the governance system. I understand that because of the one-year battle, the system can experience tiredness and there can be laxity, but we must tighten it for 2-3 weeks and strengthen the governance,” he said.

Modi emphasised on ‘Test, Track, Treat’, Covid-appropriate behaviour and Covid management to contain the pandemic.

Along with public participation, our hard-working doctors and health-care staff have helped a lot in handling the situation and are still doing it, he said.

“With administration appearing lax in many states, rise in cases has increased problems. To stop the spread of the virus, there is a need to work on a war-footing,” he said.

The daily count of positive cases has reached a new record high of over 1.26 lakh, despite having dipped to about 20,000 a few weeks back.

At a high-level meeting with senior officials, Prime Minister Modi had on Sunday reviewed the COVID-19 situation and vaccination exercise in the country amid the “alarming rate of growth” in infections and deaths.

Modi had said the five-fold strategy of testing, tracing, treatment, COVID-appropriate behaviour and vaccination, if implemented with utmost seriousness and commitment, would be effective in curbing the spread of the pandemic, according to an official statement that was released after the meeting.
