Bhubaneswar: Two separate privilege notices were on Monday moved in the state Assembly against an IAS officer and a Congress MLA accusing them of dishonouring the house.

While Congress member S S Saluja moved a privilege notice against the secretary of mass education department Aparajita Sarandi accusing her of violating rules under Book Circular-47, BJD lawmaker Kalpataru Das alleged in his privilege notice that Congress chief whip Prasad Harichandan misled the house by giving "false" information regarding central aid to the state.

On both the notices, speaker Pradip Kumar Amat said that he would examine the cases.

In his privilege notice, Saluja alleged that the mass education department secretary Sarangi recently kept waiting K Narayan Rao, a BJD MLA from Parlakhemundi in Gajapati district, outside her chamber at the secretariat for over 30 minutes.
 
"Finally, Sarangi`s staff informed the MLA that he could not meet the secretary, which was clear violation of the norms under Book Circular-47", Saluja said. An officer was bound to hear a people’s representative with all respect according to provision of the Book Circular-47, Saluja said. 

The behaviour of the lady IAS officer had hurt dignity of a MLA, the Congress member said. Similarly, BJD MLA Kalpataru Das in his notice said that the Congress chief whip presented a fact which supported his claim that the Centre did not neglect the state.

Harichandan on Saturday had told the assembly that he received a fax message regarding Centre`s sanction order for drought and unseasonal rain in 2010 at 2.10 pm of March 24 while the same letter was received by the minister at 5.46 pm. Therefore, the minister tried to hide facts from the house, Harichandan had alleged.

Meanwhile, Harichandan on Saturday had also moved a privilege notice against the minister. "I have moved a privilege notice against Harichandan," Kalpataru Das told reporters outside the assembly.
