The total fertility rate has even come down below the replacement level of fertility (2.1 children per woman) in the country, the Survey said.
India's ranking in Global Innovation Index has climbed 35 ranks, from 81st in 2015-16 to 46th in 2021.
At present, India accounts for only about two per cent of the space economy, much behind the major players - USA and China, the Survey said.
The survey expects private sector investment to pick as financial system is in good position to provide support necessary for speedy revival of the economy.
Referring to the insurgency in the Northeast, the president said the efforts of the Modi government to establish peace in the region have attained "historic success".
Addressing the joint session of Parliament, Kovind said that since 2016, India has seen 60,000 startups in 56 different sectors.
The Economic Survey 2021-22, details the state of different sectors of the economy as well as reforms that should be undertaken to accelerate growth.
Kovind further informed that the Centre has trained thousands of such groups and helped them participate as 'Banking Sakhi'.
"I hope all MPs, political parties will have quality discussions with an open mind and help take the country on the path to development," the Prime Minister said.
The President said more than 11 crore farmer families received Rs 1.80 lakh crore through PM-KISAN and big changes have been seen in the farm sector.
Fiscal data on a tracking basis has surprised positively, even as spending is tracking above budgeted levels due to the better-than- expected trend in tax collections.
On February 1, the General Budget for 2022-23 will be presented in the Lok Sabha by Finance Minister Nirmala Sitharaman and its copy will be laid on the Table of Rajya Sabha soon thereafter.
