New Delhi: BJP on Friday accused Prime Minister Manmohan Singh and then Finance Minister P Chidambaram of "direct complicity" in the 2G spectrum issue and maintained that the draft report of PAC on the scam should be submitted to the Lok Sabha Speaker to expose the UPA "coalition of the corrupt".

"I am charging the Prime Minister with direct complicity in this matter. I am charging the Finance Minister with direct complicity. They have not only not done their constitutional duty but willy-nilly they have become a party to this scam," PAC member and senior BJP leader Yashwant Sinha told reporters.

Sinha launched a strong attack on the Congress, DMK and "their new-found allies" SP and BSP members of the PAC for their behaviour in the parliamentary panel`s meeting yesterday to discuss the draft report on 2G issue.

"We are all hurt by the conduct of the members. This is perhaps the first time that a Parliamentary committee has behaved in this manner," he said.

In a scathing attack on Singh, the BJP leader alleged, "There was complete abdication of responsibility by the Prime Minister. In India`s history there is no precedent of this kind. Nine out of ten decisions taken by (then Telecom Minister) A Raja were in the knowledge of the Prime Minister.

Whether he calls it coalition dharma or this or that dharma."

Asked about the fate of the PAC report on the issue, which had seen acrimonious scenes in yesterday`s meeting, Sinha said, "It is entirely up to the PAC Chairperson and the Lok Sabha Speaker to take a final call on the issue."

Sinha rubbished all charges from the Congress and DMK members about "outsourcing" of the report and that it had been prepared unilaterally by PAC Chairperson M M Joshi.

"The Lok Sabha Secretariat prepares the PAC report. It is prepared in stages. The Hindi version of the report clearly states that only the Law Secretary was examined on April 15. A clerical error has been blown out of proportion," he said.

Sinha argued that a report can be rejected in parts and members may not agree with some of the conclusions drawn in the draft but a whole report cannot be rejected.

"Even I had moved three amendments to the draft report....

We feel this report should have been discussed. We definitely want the report to be presented," Sinha said.

He described demands of some PAC members for calling Raja, who is in jail, in front of the committee as a "tactic to delay" the presentation of the report.

The term of this PAC comes to an end on April 30.

Recalling the incident that took place yesterday afternoon when PAC met again at 4 pm, Sinha said the Congress and DMK members "threw all rules to the wind, rose in their seats" and asked that a resolution - rejecting the report - be passed first before any further business is taken up.

BJP said the PAC proceedings held with Congress member Saifudin Soz in the chair held no significance.

"Since yesterday a canard has been spread that Joshi ran away from the meeting. It is on record that he had adjourned the meeting," Sinha said.

He maintained that as per rules Soz could not have chaired a PAC meeting as only a Lok Sabha member from the main opposition can hold the chair of this committee. Soz is a Congress member from the Rajya Sabha.
