After a lull due to the prevailing Covid-19 situation, the Regional Transport Offices (RTOs) across Odisha are all set to start accepting applications for new learner’s license (LL) from August 23. 

The office of the Transport Commissioner-cum-Chairman of State Transport Authority (STA) has issued an order in this regard. As per the STA, the decision to start new LL application has been taken after the demand for slots came down in RTOs. However, the STA has asked all RTOs to adhere to all Covid protocols during the process.  

“Instructions were issued to all RTOs vide this office Notice No. 8180/TC dated 05.08.2021 for resumption of LL Test for LL w.e.f 11.08.2021 with slot capacity of 50% due to COVID-19 pandemic. On reviewing the present LL Test report in all RTOs, it is observed that the demand for slots has been come down in RTO offices,” the notification read. 

“Hence, RTOs are hereby directed to start new LL application w.e.f 23.08.2021 following COVID-19 guidelines,” it added. 

The Learner’s License test for the existing applicants resumed across the State on August 11. The slot booking for LL test was made available from August 9. 

It is pertinent to mention here that the Learner’s License services were suspended from April 20, 2021 in view of the Covid-19 pandemic situation.

The STA had issued the following guidelines for the applicants:

- The slots booked for LL test have been cancelled w.e.f 18.03.2020.

- The fee already paid for LL test will remain valid.

- The LL slot booking will be available w.e.f 11 AM on 09.08.2021.

- Only the existing LL applicants can book the slot.

- The date for fresh applicants for LL will be notified later on.

- The LL test will resume from 11.08.2021.

- The slot duration will be of 15 minutes which will include 10 minutes of test time.

- A candidate has to answer at least 12 questions correctly out of 20 questions to pass the test.

- The candidates will not be allowed inside the office prior to more than 45 minutes of the slot time.

- Candidates may undergo the LL mock test on www.parivahan.gov.in

- The applicants must wear masks and follow the social distancing norms at the testing centre/office.

- The applicants from Containment Zone will not be allowed for any test. In case, any such applicant tries to enter in office, the matter will be informed to the local Police.

- Applicants are advised not to bring their friends and relatives with them to the office.

- Applicants with symptomatic sign of COVID-19 are not allowed for the test.

- In case of emergent situation due to Covid pandemic leading to shutdown of the office, the test may be cancelled at short notice.

- Applicants are advised not to visit RTO office for any enquiry regarding Learner's License.
