Bhubaneswar: Concerned over rising COVID-19 cases, the Odisha government on Wednesday constituted multidisciplinary technical committees to keep an eye on the treatment facilities across the State and also laid out a number of standard operating procedures for their proper functioning.

A notification issued by the Health and Family Welfare department mentioned the following points for necessary compliance.

  1. The Dean and Principal of all government medical colleges will make a weekly schedule for the member of technical committees to visit of COVID hospitals in different districts
  2. The schedule will be shared with the collector, district magistrate, Chief District Medical Officer (CDMO) and Public Health Officer (PHO) of the district in advance so that they can well facilitate the visit of the technical team and can ensure the presence of Authorised Medical Officer (AMO) and the treating doctors during the visit
  3. The conveyance will be arranged by the concerned Dean and Principal of all government medical colleges and the expenses incurred as per the National Health Mission (NHM) norm or through empanelled agency will be reimbursed from the Public Health Response Fund for which bill may be submitted to the Director Public Health for reimbursement
  4. The accommodation and other logistics if required will be arranged by the Collector cum DM of the district
  5. The Technical Team during their visit will review and monitor the IPC protocol sanitation food, dead body disposal and other arrangements in all the COVID treatment facilities. The teams have been advised to interact with patients for their feedback
  6. The team will also discuss with the treating members on patient care, management protocol with special focus on rational and timely use of newer drugs and plasma therapy as a measure for reduction of case fatality
  7. The members of the team may suggest for remedial measures for lapses if any detected during their visit. The team will also submit a comprehensive report for each institution and facility they visited

Notably, the technical committees formed by Medical Education and Training Directorate comprising senior professors from seven medical colleges will visit all the 30 districts and ensure round the clock monitoring and provide technical assistance to Covid health facilities.

The panel formed in SCB Medical College and Hospital which consists of nine members will oversee the treatment facilities in Cuttack, Jagatsinghpur, Kendrapara, Khurda, Puri, Dhenkanal and Angul districts. Similarly, the MKCG panel will review treatment in Ganjam, Gajapati, Nayagarh, Boudh and Kandhamal.

VIMSAR panel has been entrusted with Sambalpur, Jharsuguda, Sundergarh, Bargarh and Deogarh districts while SLN medical college panel will look after Covid scenario in Koraput, Malkangiri, Rayagada and Nabarangpur districts.

The technical committee of FM Medical College and Hospital will review treatment facilities in Balasore, Bhadrak and Jajpur districts while charges of Mayurbhanj and Keonjhar districts have been handed over to the technical committee of Pandit Raghunath Murmu Medical College and Hospital.
