The Odisha Government has taken a significant step toward the State Capital’s structured urban development by approving the draft plan of Town Planning (TP) Scheme-8. The official notification detailing this approval has been published in the Odisha Gazette.

The scheme is set to be implemented over a substantial area of 560.86 acres, encompassing the Andharua and Daspur mouzas. The Bhubaneswar Development Authority (BDA) has been designated as the executing agency responsible for the project.

Focus on Infrastructure and Land Reconstitution

TP Scheme-8 utilizes a systematic land reconstitution approach. Under this model, landowners will contribute 40% of their land toward the creation of essential urban infrastructure. They will retain the remaining 60% as the developed TP area.

The project promises comprehensive infrastructure development, featuring networks for water supply, drainage, sewerage, and electricity. Crucially, the scheme includes plans for wide roads, ranging from 9 metres up to 60 metres. This comprehensive approach is expected to significantly enhance connectivity and livability, while also substantially increasing the market value of the retained land.

Strategic Importance for City Growth

This TP initiative is a vital component of the ‘Samrudha Sahara’ programme. This larger program envisions transforming Odisha’s urban areas into vibrant growth hubs through planned expansion and systematic land reconstitution.

65 Km Ring Road Around Bhubaneswar

Furthermore, the scheme supports the overarching goals of the Comprehensive Development Plan (CDP) 2010. Specifically, it aids the proposed development of a 65 km ring road around the Bhubaneswar development area. To fulfill these objectives, the BDA plans to implement similar TP schemes across various revenue villages located along the proposed ring road.

BDA Vice-Chairman Dr. N. Thirumala Naik has instructed officials to expedite the implementation process and ensure that regular progress reviews are conducted. Dr. Naik stressed the importance of delivering high-quality urban infrastructure and promoting sustainable city growth.
