Bhubaneswar: After Centre relaxed COVID-19 lockdown norms allowed movement of people by trains and flights, Odisha government on Sunday partly amended guidelines and allowed intra-state movement of city buses, two wheelers, private vehicles and taxis (Ola and Uber).

Announcing the decision, Special Relief Commissioner (SRC) Pradeep Jena said, four wheelers and auto rickshaws are allowed with up to 2 passengers apart from the driver. Intra-state buses, other passenger vehicles and city buses are allowed to operate up to sitting capacity of the vehicle.

Movement of public transport, private vehicles and taxis (including cabs by aggregators like Ola, Uber, etc.) to and from airports, railway station and bus terminals/ stands/ stops are allowed round the clock, for facilitating movement of passengers by air, rail and road.

“All passengers travelling across the State by any mode of transport shall compulsorily wear face masks and persons with visible symptoms will not be permitted board," said Jena.

Besides, Intra-State trains are allowed to operate following the SOP of MHA and
Indian Railways.

Apart from this, the State government today revised mandatory quarantine norms for those returning to Odisha from other parts of the country. From now, the quarantine period for returnees to the State will be 14 days instead of previous 21 days and concerned local authorities (district Collectors) shall strictly implement the order.

Returnees in rural areas will undergo 7 days of mandatory institutional
quarantine, post which asymptomatic ones shall be discharged to undergo
home quarantine for a further period of 7 days.

Senior officials informed that local authorities may extend the period of institutional quarantine of the returnees, if the local authorities find it necessary for containment of COVID-19 and to prevent spread of infection.

"Every person on return from outside to Odisha shall have to compulsorily stay in
home quarantine for a period of 14 days as per the prescribed guidelines issued by H & FW
Department. If the returnee does not have proper quarantine facility at
home, he/ she shall undergo institutional/ paid quarantine for a duration as directed
by the local authorities," said Jena.

Meanwhile, several category of travellers shall be exempted from mandatory quarantine upon their arrival in Odisha. The list includes:

Government officials, professionals, businessmen or any other person travelling to
Odisha on work and intending to exit within 72 hrs.

Government officials, professionals, businessmen or any other person who have
travelled from Odisha on work and are returning to the State within 72 hrs.
of departure from Odisha. Besides, any returnee who has already undergone prescribed quarantine shall be exempted.

Meanwhile, Jena today expressed concern as no prior information regarding movement of migrants in Sharmik trains is being provided from several States to Odisha. Nearly 20,000 migrants will be arriving to the State in 12 Shramik special trains from Telangana today.
