India’s all-party Operation Sindoor outreach delegations: Know list of members, countries and goals

In a mega-diplomatic campaign to counter Pakistan-sponsored terrorism and assert India's narrative post-Operation Sindoor, the Indian government launched a wide-ranging global outreach beginning May 21, 2025.

Dubbed the ‘Operation Sindoor All-Party Outreach’, the initiative will see seven delegations of Indian Members of Parliament (MPs) cutting across political lines, travel to 32 countries and the European Union over 10 days to present a unified national message against terrorism.

Why This Outreach, and Why Now?

India’s outreach comes amid rising global scrutiny of state-sponsored terrorism and growing geopolitical polarization.

By launching this large-scale campaign involving 59 high-profile figures, including parliamentarians from the ruling BJP and opposition parties, eight former ambassadors, and key voices from civil society, India seeks to convey that its anti-terror resolve transcends political divides.

The Key Message: Unite Against Terrorism

The core objective is to present irrefutable evidence of Pakistan’s continued support to UN-designated terror outfits like Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM), as well as expose Islamabad’s refusal to act despite detailed dossiers provided after multiple attacks, including the 2008 Mumbai attack and now, Pahalgam.

Delegates will also highlight India's decision to place the Indus Waters Treaty in abeyance, underlining that a goodwill agreement cannot continue when one party supports terrorism.

Another key narrative: India's fight is not with Pakistani civilians, but with terrorism that emanates from across the border and receives state support.

The Delegations: Who's Going Where?

Here is a breakdown of the seven delegations, their leaders, and the countries they are visiting:

Group 1: Saudi Arabia, Kuwait, Bahrain, Algeria

Leader: Baijayant Jay Panda (BJP)

Members: Nishikant Dubey, Phangnon Konyak, Rekha Sharma, Asaduddin Owaisi (AIMIM), Satnam Singh Sandhu, Ghulam Nabi Azad

Former Diplomat: Harsh Shringla

Purpose: Engage Gulf countries, key OIC members, and UNSC non-permanent member Algeria. Strategic due to Pakistan’s past ties with these countries and its influence in the Islamic world.

Group 2: UK, France, Germany, Italy, Denmark, EU (Brussels)

Leader: Ravi Shankar Prasad (BJP)

Members: Daggubati Purandeswari (TDP), Priyanka Chaturvedi (Shiv Sena-UBT), Amar Singh (Congress), Samik Bhattacharya (BJP), Ghulam Ali Khatana (Nominated)

Former Diplomats: MJ Akbar, Pankaj Saran

Purpose: Influence UNSC permanent members and EU policymakers. Denmark is a current UNSC member.

Group 3: Indonesia, Malaysia, South Korea, Japan, Singapore

Leader: Sanjay Kumar Jha (JD(U))

Members: Aparajita Sarangi (BJP), Abhishek Banerjee (TMC), Brij Lal (BJP), John Brittas (CPI-M), Pradan Baruah (BJP), Hemang Joshi (BJP), Salman Khurshid (Congress)

Former Diplomat: Mohan Kumar

Purpose: Engage ASEAN and Quad partners. South Korea and Japan hold critical UNSC and Indo-Pacific significance.

Group 4: UAE, Liberia, DRC, Sierra Leone

Leader: Shrikant Shinde (Shiv Sena)

Members: Bansuri Swaraj, Atul Garg, Manan Mishra (BJP), Sasmit Patra (BJD), ET Mohammed Basheer (IUML)

Former Diplomat: Sujan Chinoy

Notable: Sierra Leone and Liberia are current or recent UNSC members; India has a large peacekeeping presence in DRC.

Group 5: USA, Panama, Guyana, Brazil, Colombia

Leader: Shashi Tharoor (Congress)

Members: Tejasvi Surya (BJP), Sarfaraz Ahmad (JMM), Shambhavi (LJP), GM Harish Balayogi (TDP), Bhubaneswar Kalita (BJP), Milind Deora (Shiv Sena)

Former Diplomat: Taranjit Singh Sandhu

Purpose: Engage major Western hemisphere powers. USA is a UNSC permanent member; Panama and Guyana are non-permanent.

Group 6: Spain, Greece, Slovenia, Latvia, Russia

Leader: Kanimozhi Karunanidhi (DMK)

Members: Rajeev Rai (SP), Mian Altaf Ahmad (NC), Capt. Brijesh Chowta (BJP), Prem Chand Gupta (RJD), Ashok Kumar Mittal (AAP)

Former Diplomats: Manjeev Puri, Jawed Ashraf

Purpose: Greece and Slovenia are UNSC members; Russia is a permanent member and BRICS partner.

Group 7: Egypt, Qatar, Ethiopia, South Africa

Leader: Supriya Sule (NCP-SP)

Members: Rajiv Pratap Rudy (BJP), Manish Tewari (Congress), Vikramjeet Sahney (AAP), Anurag Singh Thakur (BJP), Lavu Sri Krishna Devarayalu (TDP)

Former Diplomats: Syed Akbaruddin, Anand Sharma, V. Muraleedharan

Purpose: Engage African Union HQ (Ethiopia), key GCC country Qatar, and BRICS partner South Africa.

The delegations will hold back-to-back meetings across capitals, from Washington, DC, to Brussels, Tokyo to Riyadh, and Pretoria to Brasilia. They are expected to present evidence dossiers, challenge Pakistani claims on international forums, and make a moral and strategic case for global cooperation against terrorism.
