Fresh details have emerged in the murder of a 14-year-old student of Kalinga Institute of Social Sciences (KISS), with police arresting eight staff members and apprehending three juveniles in connection with the case.
Classmates and hostel mates of the deceased revealed that three CCLs (students of KISS) were involved in the incident. The CCLs reportedly confessed to beating, throttling, and strangulating the deceased on the night of December 11, 2025, after he refused to give a bucket in the toilet block.
According to a press brief issued by Infocity Police Station, Bhubaneswar, a case (No. 656 dated December 13, 2025) was registered initially under Section 106(1) of the Bharatiya Nyaya Sanhita (BNS) read with Section 75 of the Juvenile Justice (Care and Protection of Children) Act, 2015. Subsequently, additional serious charges under Sections 103(1), 232, 238, 249(a), 296 and 351(3) BNS, read with Section 75 of the JJ Act, were invoked as the investigation progressed.

The deceased, Shiba Munda (14), a Class IX student of KISS, was reported dead on December 13 at around 2.31 pm after a Zero FIR was received from the IIC of Keonjhar Police Station through the CCTNS portal.
Post-Mortem Shocks Investigators
Post-mortem examination revealed external injuries on the neck, indicating compression caused by a rough and thick ligature material. Further investigation revealed that three children in conflict with the law (CCLs)—all students of KISS—were involved in the incident.
Police stated that the juveniles confessed to beating, throttling, and strangulating Shiba on the night of December 11, 2025, allegedly after the victim refused to give a bucket in a toilet block.
Father Alleges Negligence
The victim’s father, Raghunath Munda, stated that on December 12, he received a phone call from KISS authorities informing him that his son had been admitted to KIMS Medical College for treatment. However, upon reaching the hospital, doctors declared the boy dead. The father noticed injury marks on his son’s neck, raising suspicion of negligence or foul play by the institution.
Cover-Up Allegations Against Staff
Investigators also found that several teachers and staff members of KISS allegedly intimidated and threatened minor witnesses to suppress information and conceal the crime. As a result, eight individuals—including senior officials, teachers and hostel staff—have been arrested on charges related to witness intimidation, destruction of evidence and harbouring offenders.
The arrested accused include Pramod Kumar Patra (Additional CEO, KISS), Binay Kumar Gochhi (TGT Teacher), Prasanna Kumar Malla (Senior Academic Coordinator), Pradeep Kumar Das (Teacher), Rashmiranjan Nayak (Headmaster), Hemanta Kumar Mohapatra (Assistant Field Officer), Subhakanta Behera (Hostel Supervisor) and Sujata Mishra (Assistant Teacher), along with three other accused.
Action Taken
The three juveniles accused have been produced before the Juvenile Justice Board, while the eight adults remain under arrest. Police said further investigation into the case is ongoing.
