KISS student murder: OSCPCR confirms lapses by institution, questions management on 'post-mortem'

She stated that the Commission has requested a detailed post-mortem report from AIIMS and has also asked the KISS authorities to submit a comprehensive report on the entire incident.

The Odisha State Commission for Protection of Child Rights (OSCPCR) on Wednesday held the Kalinga Institute of Social Sciences (KISS) authorities responsible for negligence in connection with the murder of a tribal student at the institution.

OSCPCR Chairperson Babita Patra, after conducting an on-spot review for nearly one and a half hours, stated that there were definite lapses on the part of the KISS management. Raising serious concerns, she questioned why the student’s body was sent to his hometown, Keonjhar, without conducting a post-mortem examination.

She stated that the Commission has requested a detailed post-mortem report from AIIMS and has also asked the KISS authorities to submit a comprehensive report on the entire incident. According to Patra, negligence on the part of the institution is evident at multiple levels.

The OSCPCR has also questioned the role of the hostel warden and teachers, seeking clarification on their actions at the time of the incident. Patra said further steps would be taken after the police investigation and post-mortem reports are received.

Meanwhile, police are questioning around 10 students suspected to be involved in the case. The OSCPCR Chairperson asserted that strict action would be taken against anyone found guilty.

She added that the Child Rights Commission has also taken suo motu cognisance of the matter and registered a case on its own. Further action will be initiated based on the findings of the ongoing investigation.
