Cyclist dies after falling into open drain in Odisha’s Bolangir, PWD’s negligence alleged

A 32-year-old man died on Wednesday evening after falling into an uncovered drainage channel maintained by the Public Works Department (PWD) in Bolangir town. The incident occurred in the Jagannathpada area when the victim, identified as Birendra Naik, was returning home on a bicycle.

According to sources, Naik lost balance at a turning near the Pataneswari temple and fell into the open drain. He sustained fatal injuries and was declared dead after being rescued and shifted to the hospital by the town police.

The accident took place at a road turning in front of the Pataneswari temple, a stretch that residents claim has long posed risks due to the uncovered drain running alongside the road. Police said Naik fell directly into the drain while cycling, following which locals alerted authorities.

Town police recovered the body and sent it to the Bhima Bhoi Medical College and Hospital (BBMCH) for post-mortem examination. The exact sequence of events leading to the fall is being examined as part of the inquiry.

Allegations Of Negligence Against PWD

Local councillor Pradeep Mishra alleged that the drain belongs to the PWD and has remained uncovered despite repeated complaints. He said representations had been made to department officials, including senior authorities, seeking permanent covering of the drain.

“This drain belongs to the PWD. We have raised multiple complaints and even met their chairman regarding this issue. The department has not taken any concrete action. They carry out minor touch-ups during Raja festivities and treat that as completion of work,” Mishra said.

At the time of filing this report, attempts to obtain a response from the PWD on the allegations and the condition of the drain were unsuccessful. Officials have not issued any statement on whether remedial measures will be undertaken following the incident.
