The Chief Minister said that regular appointments were not made under the earlier regime, leading to widespread staff shortages across various departments.

Majhi highlighted that even when officials completed their tenure or vacancies arose, the posts were left unfilled, forcing departments to function with limited manpower. He further alleged that the previous administration relied heavily on contractual and outsourced employees, using them to run essential operations instead of recruiting permanent staff.

The Chief Minister said this practice not only weakened the government’s workforce but also resulted in budget allocations remaining unutilised as there were not enough regular employees to execute planned projects and schemes.

Majhi also raised concerns about the risk of sensitive information being leaked through outsourced employees, stating that such dependency compromised transparency and security within the system.

However, the Chief Minister reiterated that the current government is committed to restoring normal recruitment processes, strengthening the administrative structure, and ensuring that qualified youth receive timely and regular employment opportunities.
