The Odisha Government on Friday presented the Budget for the financial year 2026-27, with Chief Minister Mohan Majhi placing the annual financial statement before the state Assembly.
The size of the Budget for the upcoming fiscal year is estimated to touch Rs 3.10 lakh crore, marking a significant increase from last year’s outlay of Rs 2.90 lakh crore.
Meanwhile, the Gross State Domestic Product (GSDP) of Odisha has been estimated at Rs 11 lakh 7 crore for the upcoming period. The state government has set an ambitious growth target of 12% for the next financial year to drive economic development and prosperity.
In a major push to the agriculture and allied sectors, the government has announced several new initiatives and allocations. An amount of Rs 20 crore has been earmarked for the establishment of a new Agriculture College in Mayurbhanj district. New institutions have also been proposed, including a Veterinary Science College at Chipilima, an Agriculture College in Bolangir, and a Fisheries Science College in Sonepur, with a combined allocation of Rs 30 crore.
To strengthen cooperative institutions, Rs 15 crore has been allocated under a new scheme for diversification of business activities of multipurpose agricultural cooperative societies. Ensuring timely payments to farmers and smooth procurement of paddy, the government has proposed a revolving fund of Rs 5,000 crore.

Under the Chief Minister Kisan Yojana, an allocation of Rs 2,030 crore has been made to support farmers. The Shree Anna Abhiyan has been provided Rs 400 crore. For interlinking of rivers, Rs 10 crore has been set aside, while Rs 80 crore has been allocated for the Mahanadi Riverfront Development Scheme.
The Fisheries and Animal Resources Development Department has received Rs 2,019 crore under the Blue Economy initiative to boost the state’s aquatic and livestock sectors. Additionally, Rs 530 crore has been earmarked for flood management.
A digital hundi system will be introduced to facilitate donations to the Shree Jagannath Temple. Plans are also underway for the establishment of a Jagannath Museum and Library Centre with an expenditure of Rs 1,000 crore.
The counting and auditing of the Ratna Bhandar will be undertaken with an expenditure of Rs 5 crore. A new Chilika restoration project has also been announced. In Baripada, Rs 10 crore has been allocated for the establishment of the Mayurbhanj Chhau Academy to promote the traditional dance form.
Under railway expansion plans, the Namo Express will connect Paralakhemundi in Gajapati district to Ambabhona in Bargarh district. Similarly, the Atal Express will connect Motu in Malkangiri district to Tiring in Mayurbhanj district. In Bhubaneswar, five new buildings will be constructed, including Jana Ashraya Bhawan, a new State Assembly building, a new Secretariat building, a world-class museum and Odisha Mandap Convention Centre.
VB-G RAM G Yojana has been allocated Rs 5,575 crore. The Samruddha Anganwadi Yojana will receive Rs 635 crore. An amount of Rs 100 crore has been allocated for the development of 100 Model Mandis to strengthen agricultural marketing infrastructure. Additionally, Rs 100 crore has been earmarked under the Chief Minister’s Smart City Mission to boost urban development.
The government has proposed Rs 240 crore for the establishment of the world’s largest grain storage facility, aiming to enhance food security and storage capacity.
A sum of Rs 1,000 crore has been allocated to improve connectivity in remote and inaccessible areas. In Puri, Rs 10 crore has been set aside for the Jagannath Interpretation Centre to promote cultural awareness and heritage tourism. Under the State AI Mission, Rs 23 crore has been allocated to advance artificial intelligence initiatives and technological innovation.
The Tourism Land Bank Scheme has received a budgetary provision of Rs 150 crore to promote tourism infrastructure development. Moreover, Rs 10 crore has been sanctioned under the Fit Odisha Mission to encourage sports and fitness activities across the state.
