Bhubaneswar: The Odisha government on Monday appointed Y Vijay as the new Collector of Malkangiri district, a day after Malkangiri Police registered a murder case against Manish Agarwal and three others following a directive issued by the Sub-Divisional Judicial Magistrate court.

As per an official notification, Y Vijay is the new Collector, while incumbent Manish Agarwal has been shifted to the Planning and Convergence Department as the Deputy Commissioner.

It is pertinent to mention here that police on Sunday booked the former Collector Manish Agarwal and some of his colleagues on charges of murdering his Personal Assistant (PA), Debanarayan Panda. The case was registered following directions by SJDM Court on Sunday.

Last year on December 27, Debnarayan went missing under mysterious circumstances and the very next day his body was recovered from Satiguda dam. His motorcycle and helmet were found lying near the dam.

Hearing the plea of deceased Panda’s family, the court directed police to book Agarwal and four of his associates.

Banaja Panda, wife of the deceased Debanarayan, had earlier lodged an FIR against Agarwal and three others at the district Sub Divisional Judicial Magistrate (SDJM) court in connection with the case.

Sources said Agarwal has been booked under the sections of IPC 302, 506, 201, 204, 120(B) and 34.

Later in the day, the wife of late Debanarayan, Banaja Panda had moved Odisha Human Rights Commission (OHRC) seeking transfer of the SP, SDPO, DIB inspector and IIC.
