In a four-page letter to media, Chand, the CPI(Maoist) Malkangiri Division Secretary, stated Malkangiri SP Mitrabhanu Mahapatra along with former Maoist leader Sukadeba inflicted torture on Chinnabai alias Nagesh Rao after he laid down arms.

The letter further mentioned Chinnabai was murdered by the district police in the forest on Ganjeimala hills and the encounter claim made by the cops is false.
