New Delhi: HRD Minister Kapil Sibal was visibly upset today as a key bill seeking to treat children with disabilities as a disadvantaged group under the Right to Education Act could not be taken up in the Rajya Sabha on the last day of the budget session.

As the Right of Children to Free and Compulsory Education (Amendment) Bill 2010 was listed in the order paper, Sibal came prepared.
