Odisha Government initiatives

Chief Minister Mohan Majhi launched an aggressive eviction drive in July 2024, prioritising Bhubaneswar and Cuttack. District administrations were directed to survey encroachments, fence reclaimed land, and install permanent signage. The Revenue Department mandated fortnightly progress reports from collectors. A distinction is made between land sharks and landless occupants, with homestead land promised for the latter.

Legal framework to prevent encroachment

The Odisha Government Land Settlement Rules (2020) and 2024 amendments govern land allocation in Bhubaneswar. Key provisions include a Chief Secretary-led committee for land allotments, mandatory encroachment-free status verification before any legal transfer, and exclusion of encroachers from leasehold conversion schemes. The OPLE Act, 1972, remains a primary legal tool for evictions.
