The Odisha government has brought a draft resolution amending the Odisha Development Authorities (Planning and Building Standards) Rules, 2020 (ODA Rules, 2020) that prohibits the sale of a part of plots, sources said on Wednesday.
Under a notification issued by the Housing & Urban Development (H&UD) department on March 25 (yesterday), approval from the authorities concerned will be essential for selling subdivided plots or portions that are smaller than 500 square metres unless a layout has been sanctioned by the Odisha Development Authority (ODA).
Further sales of such subdivided plots will also require layout approval.
“The draft of certain rules further to amend the Odisha Development Authorities (Planning and Building Standards) Rules, 2020, which the State Government proposes to make in exercise of powers conferred by Section 123 of the Odisha Development Authority Act, 1982 (Odisha Act 14 of 1982) is hereby published as required by Section 125 of the said Act for information of all persons, likely to be affected thereby and notice is hereby given that the said draft rules will be taken into consideration on or after expiry of a period of 15 days from the date of their publication in the Odisha Gazette,” the notification read.
The notification highlights new initiatives of the Government aimed at regularising irregular part plots, reflecting an effort to streamline and control unplanned development.
Notably, all stakeholders have been invited to submit their feedback on these regulatory changes within a 15-day window. “Any objection or suggestion which may be received from any person with respect to the said draft before ethe xpiry of the period specified above will be considered by the State Government,” the H&UD notification mentioned.
