Odisha to complete panchayat delimitation process by December: Revenue Minister

The Odisha government has initiated the delimitation of administrative boundaries, aiming to complete the process by December 2025 ahead of the national census. Revenue Minister Suresh Pujari announced that the restructuring of panchayats, blocks, and tehsils is underway. A dedicated commission will oversee changes to improve governance, while boundary changes will pause once the census begins.

Odisha to complete panchayat delimitation process by December: Revenue Minister

Odisha government has begun the process of administrative boundary delimitation, which is expected to be completed by December this year, ahead of the upcoming national census, said Revenue Minister Suresh Pujari on Wednesday.

Preparatory work for the delimitation of blocks, tehsils, and panchayats is underway. The State government plans to finalise all necessary restructuring — including creating new administrative units and splitting large blocks — before the census begins, Minister Pujari stated.

A commission will soon be formed to study and recommend the required changes. Standard guidelines and criteria have already been prepared to guide the process, ensuring uniformity and fairness.

The government aims to make governance more effective and accessible by decentralising large administrative units and responding to population growth. Once the census begins, however, boundary restructuring will be paused, as per national guidelines.

Minister Pujari assured that all steps will be taken in a timely and organised manner to avoid overlap with the census and to improve administrative efficiency across the State.

“The Boundary Change Proceedings (BCP) will be halted once the census begins. Creation of new revenue villages is also done through BCP. Hence, we have to finish up the task within the available time. The process to delimit large panchayats and large blocks is underway now,” the Revenue Minister expressed to mediapersons.

“Some new Notified Area Councils (NACs) were recently announced, and a few more will be announced in the days ahead. That is done through the Boundary Change Proceedings as well. Since the census work has been delayed, we began the boundary reorganisation process, which will be complete by December,” Minister Pujari added.
