The Odisha government has taken a key administrative step ahead of the upcoming population census by announcing a deadline for the reorganisation of administrative boundaries.
A formal notification has been issued by the state’s Revenue and Disaster Management Department, setting 30 June 2025 as the cut-off date for completing the administrative boundary restructuring process.
This move is seen as a preparatory measure to ensure the smooth and accurate conduct of the forthcoming census.
As per the official notification, the reorganisation will cover all levels of administrative units — including districts, sub-divisions, tehsils, revenue villages, and urban local bodies (ULBs). The decision has been communicated to all relevant departments and field-level officials, who have been instructed to complete any ongoing or proposed changes in boundaries by the given deadline.

This directive is directly linked to the preparations for the next population census. Since administrative boundaries must remain fixed during the enumeration process to maintain consistency and data accuracy, the state government has imposed a restriction on any changes post the deadline. From July 1, 2025 onwards, no further alterations to administrative boundaries will be permitted until the completion of the census exercise.
"The State Government do hereby allow changes of administrative boundaries of the Districts, Sub-Divisions, Tahasils, Revenue Villages and also Urban Local Bodies so fixed including boundaries fixed under any law for the time being in force, before 30th June, 2025. The boundaries of administrative units for ensuing Census will be frozen on Ist July, 2025," read the notice issued by the Revenue and the Disaster Management Department of the Odisha Government.
