Odisha govt reshuffles senior OAS officers, announces transfers and promotions

The Government of Odisha has issued multiple notifications, effecting a major transfer and promotion of senior officers in the Odisha Administrative Service (OAS) cadre.

According to a notification issued by the General Administration & Public Grievance Department, Prafulla Kumar Swain, OAS (SAG), serving as Additional Secretary to Government in the GA & PG Department and deployed in the Chief Minister's Grievance Cell (CMGC), has been transferred and posted as Additional Secretary to Government, Steel & Mines Department.

In another transfer, Sucharu Kumar Bal, OAS (SAG), previously Additional Secretary to Government, Panchayati Raj & Drinking Water (PR & DW) Department, has been appointed as the Additional District Magistrate (ADM), Rairangpur, Mayurbhanj. 

Binod Kumar Senapati, OAS (S), who was serving as Ex-Joint Director (Admin), Agriculture & Food Production Department, and had been earlier posted as ADM, Rairangpur, has now been transferred and posted as Joint Secretary to the Government, PR & DW Department.

Meanwhile, in a move to strengthen the upper administrative cadre, the State Government has also issued promotion orders. According a notification, three OAS (Supertime Scale) officers have been promoted to the rank of OAS (Superior Administrative Grade) on an ad hoc basis, in Level-16 of the ORSP Rules, 2017. They include:

Lipika Das, Joint Secretary, Odisha Sub-Ordinate Staff Selection Commission (OSSSC), Bhubaneswar – allowed to continue in the same post.

Bijaylaxmi Jena, Deputy Secretary, Office of the Lokayukta, Bhubaneswar – posted as Additional Director of Inquiry, Office of the Lokayukta.

Prativa Sahu, Joint Secretary to Government, Higher Education Department – posted as Additional Secretary to Government, Higher Education Department.

Further, vide Notification No. 26367/SCS, three OAS (SAG) officers have been promoted to the rank of OAS (Special Secretary) on an ad hoc basis in Level-17 of the Pay Matrix. These officers will continue in their existing postings:

Dr. Monalisa Lenka, Additional Director, Gopabandhu Academy of Administration, Bhubaneswar

Sushanta Kumar Mishra, Additional CEO, Office of the CEO, Odisha & Additional Secretary, Home (Elections) Department

Manas Ranjan Padhi, Secretary, Bhubaneswar Development Authority (BDA)
