In a major decision, the Orissa High Court has directed that all police stations and outposts in the state must be equipped with CCTV surveillance systems by  March 31, 2025. This comes following a public interest litigation concerning the misconduct towards an army major and his lady companion at Bharatpur Police Station which had sparked public outrage in the state.

Central Monitoring Requirement

The Orissa High Court has ordered that these CCTV systems must be integrated into a central monitoring system within the stipulated deadline. This move aims to ensure transparency and accountability in policing.

Adherence to Procedures

In its ruling, the Orissa High Court has also stressed on strict adherence to the Standard Operating Procedure (SOP) prepared by the Odisha government regarding how to deal with and appropriate behaviour towards army personnel at police stations. It is mandated that all officers be apprised of these procedures and that the SOP be widely publicised in Odia at every station and outpost.

Accountability and Compliance

An affidavit from Additional Director General of Police, Dayal Gangwar, was duly considered in the Court's decision. There is an expectation of rigorous compliance from both the government and the police headquarters based on the contents of the affidavit. The High Court has concluded the public interest litigation case with these mandates in place.
