According to the protestors, the Additional BDO, Nirakar Jena, who has been serving in Purushottampur for several years, has allegedly been demanding bribes from beneficiaries seeking marriage registration certificates. Reports suggest that beneficiaries who approach his office for marriage-related documentation are being forced to pay thousands of rupees, in clear violation of government norms.

The Mazdoor Congress alleged that despite being entrusted with the responsibility of handling marriage registrations, Jena has consistently failed to deliver services fairly and on time. Instead, he is accused of exploiting vulnerable applicants by imposing illegal financial demands.
