The Odisha Cabinet meeting chaired by Chief Minister Naveen Patnaik on Friday approved the proposal to amend the Odisha Social Security Services (Methods of Recruitment and Conditions of Service) Amendment Rules, 2021. 

The recruitment and conditions of service of the posts of Block Social Security officers (BSSO), Sub-Divisional Social Security officers (SSSO), District Social Security Officer (DSSO) are being regulated as per provisions contained under Odisha Social Security Services (Methods of Recruitment and Conditions of Service) Rules, 2016. 

As per provision under Rule 6(1) of the said rules, the competitive examination for recruitment to BSSO shall be held as and when the Government so decides instead of once in a calendar year. 

As per provisions under Rule 10, representative of GA&PO Department not less than the rank of Under Secretary shall be member of the selection committee instead of representative member of "Finance Department". 

As per new provision to be inserted as Rule 15-A, District Collectors of the concerned Districts shall effect intra-district transfer of Block Social Security Officers (BSSOs) on administrative ground. The Director, SSEPD can intervene wherever required in the intra-district transfer of BSSOs. However, the inter-District transfer of BSSOs shall be ordered by Director, SSEPD. 

The minimum eligibility criteria of 5 years of service for promotion of SSSOs to the rank of DSSO (Gr-A(Jr)) has been withdrawn and the promotion shall be on the basis of merit and suitability with due regard to seniority.
