The All India Council For Technical Education (AICTE) has issued a circular regarding the conduct of examinations for persons with benchmark disabilities.

In a letter to the vice-chancellors of technical universities and principals of AICTE approved institutes, the Council has requested to strictly implement the revised guidelines issued in 2018 while conducting the examinations.

Similarly, during the conduct of online examinations, persons with benchmark disabilities may be allowed additional time as per the revised guidelines, the circular directed.

It is pertinent to mention here that the Ministry of Social Justice & Empowerment, Department of Empowerment of Persons with Disabilities (Divyangan) had issued guidelines for conducting written examination for persons with disabilities defined in terms of the erstwhile Persons with Disabilities (Equal Opportunities, Protection for Rights and Full Participation) Act, 1995 via an office order issued in 2013.

Subsequently, the Central Government enacted the Rights of Persons with Disabilities Act, 2016 (RPwD Act, 2O16) which came into force from April 19, 2017. The Act makes provisions for reservation in Government jobs for persons with benchmark disabilities as defined under Section 2 (r) of the said Act. Accordingly, the Department of Empowerment of Persons with Disabilities revised the previous guidelines issued in 2O13.

“The word "extra time or additional time" that is being currently used has been changed to "compensatory time" and the same should not be less than 20 minutes per hour of examination for persons who are allowed use of scribe/ reader/lab assistant,” the AICTE circular read.
