The key issue in the Lokpal bill was that there should be an independent Prosecution Commission which could directly take action on the corrupt and it would become a "jokepal bill" if there was no provision for such an authority, he told reporters here.
Hong Kong had become a clean state in terms of corruption only after an independent Prosecution was established. India could achieve the same thing, he added.
He said though the CBI and Enforcement Directorate had to take action against corrupt people,they were not independent and "danced to the tunes of the government".
Swamy also demanded a white paper on reports about China`s proposal to divert Brahmaputra river.
