"The government should make clear whether it had ordered a performance or a special audit. The CAG has pointed out some anomalies in its draft report. I suspect the government is tampering with the report. This should not be done," he said.
Once the draft report is completed and the government answers the queries raised by the CAG, the report would be tabled in Parliament and then sent to the PAC.
Joshi, who had won the ire of the ruling Congress and parties like BSP and SP on the 2G spectrum allocation scam probe during his chairperson of the last PAC, alleged that the government was attacking the two institutions - CAG and PAC - fighting against corruption in the government.
He quoted Telecom Minister Kapil Sibal`s comments that in a globalised world there was a need to debate whether the CAG should confine himself to only the expenditure aspect of an issue or go into policy issues as well.
Sources said the leakage of the CAG report may come up in the PAC meeting tomorrow if any member raises it. The PAC may even take suo motu cognisance of the issue.
Joshi insisted that there was a need for a rethink on all aspects of petroleum - from production to distribution to pricing. He wondered why the government is not increasing domestic production of petro products.
The draft CAG report, which was `leaked` to sections of the media, has alleged that in 2004-06, the Petroleum Ministry circumvented rules to allow Mukesh Ambani`s Reliance Industries Limited to benefit at the cost of government`s own financial stake in development of K G Basin, considered India`s largest gas fields.
