The Odisha Transport Department has urged the public not to panic or get confused while obtaining valid vehicle pollution under control (PUC) certificates. The department has also appealed to citizens not to believe rumours, particularly those related to the denial of fuel or restrictions due to the absence of a valid pollution certificate.
Officials clarified that the move is aimed only at ensuring compliance with rules and curbing violations, while law-abiding vehicle owners have nothing to worry about.
The department stated that the initiative has been taken under the provisions of the Motor Vehicles Act with the larger objective of environmental protection. It emphasised that the action is meant to restrain violators and reassure those who follow regulations.
To ensure public convenience, discussions have been held with oil companies and dealer associations, and it has been decided to conduct widespread awareness campaigns for 15 days.
E-Challan Clarification and Relaxations
Addressing concerns over pending e-challans, the department clarified that restrictions on pollution testing apply only if an e-challan remains unpaid for more than 90 days, as per Central Motor Vehicle Rules (Rule 167). Vehicles with e-challans pending for less than 90 days will face no restrictions in obtaining a valid pollution certificate.
Additionally, under the One Time Settlement (OTS) scheme, rebates are being offered on pending e-challans up to July 31, 2025. Payments can be made online through the Parivahan portal.

Guidelines for Vehicle Owners
The department advised citizens to always get pollution tests conducted only at authorised centres. The list of approved centres is available on the Parivahan website, and vehicle owners are encouraged to verify certificate validity through the mParivahan app. Owners should also ensure that a valid pollution sticker is affixed to their vehicles and remain alert against fake certificates.
Vehicle owners have been further advised to keep their mobile numbers updated in their vehicle registration records via the Vahan portal.

Emphasising that rule compliance is a collective responsibility, the Transport Department appealed to citizens to cooperate in protecting the environment and ensuring road safety. For transport-related assistance, the public can contact the 24-hour toll-free helpline at 1800-345-1073.
