Growing concerns over the entry of stray dogs into Anganwadi centres across Odisha have prompted the State government to issue strict directives to all district Collectors.
With the safety of children emerging as a major worry, the government on Sunday mandated that every Anganwadi centre must be properly fenced and equipped with gates by December 31. District Collectors have also been asked to submit compliance reports to ensure accountability and timely action.
Many Anganwadi centres currently remain open, without boundary walls or gates, leaving children vulnerable to stray dogs, cattle, and other animals. These frequent intrusions pose a serious threat, especially to toddlers and young children who attend these centres daily.

In response, the government has instructed local officials to remain vigilant, monitor the surroundings, and ensure effective implementation of the Supreme Court’s directives related to stray dog management and child safety.
Additionally, the administration has emphasized that in the event of a dog bite, children must receive immediate medical attention, along with necessary follow-ups. Awareness campaigns on preventive measures, including safe behaviour around animals, have also been mandated.
However, a significant challenge remains. According to the department minister’s recent statement in the State Assembly, 20,150 Anganwadi centres in Odisha do not have their own buildings. This raises serious concerns about how fencing and gate installation will be implemented in centres operating from rented spaces or temporary structures.
The issue highlights the need for a long-term infrastructure upgrade plan to ensure child safety and proper functioning of Anganwadi services across the State.
