Despite the one-month extension in the validity of the Pollution Under Control Certificate (PUCC), long queues continued to be seen across several cities in Odisha on Friday, with vehicle owners lining up from the early hours to obtain their certificates. The rush showed no signs of easing as confusion over fines, documentation requirements and OTP generation continued to affect the process.

In Balasore, residents were seen waiting in long queues with their two-wheelers for mobile pollution testing centres to arrive. Reports said vehicle owners began lining up nearly two hours before the mobile testing unit reached the spot at around 8.40 am. Many complained that the prolonged waiting time was disrupting their daily routines.

Several vehicle owners also cited technical glitches, including OTPs not being generated or being sent to incorrect mobile numbers, which reportedly prevented certificates from being issued smoothly.

Technical Issues Add To Frustration

Sharing their experience, a vehicle owner said, “I stood in the queue for several hours yesterday, but the battery of the mobile pollution testing centre ran out. I had no option but to return again today.”

Another resident said, “I had come yesterday as well, but the OTP was sent to a different mobile number. Because of that, I had to come back again today.”

Others pointed out that while the government’s decision to extend the PUCC validity period was a relief, the implementation on the ground appeared rushed and poorly coordinated.

Residents Seek Smoother Implementation

Several vehicle owners said they understood the importance of keeping pollution-related documents updated, but felt that better planning and improved technical support were needed to reduce inconvenience to the public.
