According to official orders, the District Collector has directed a complete ban on construction activities from 6 pm to 10 am. The move aims to curb dust emissions during the night and early morning hours, when air circulation remains low. While most private and residential construction is carried out during the daytime, the order is expected to significantly impact night-time roadworks and several government projects.

To further reduce pollution, the entry of heavy vehicles into city limits has been restricted. Trucks transporting minerals and minor minerals have been instructed to mandatorily cover their loads to prevent the spread of dust.

Additional Restrictions and Enforcement

The administration has also imposed a ban on open burning of waste and cooking using coal. Directions have been issued to the Superintendent of Police, National Highways Authority, and other concerned departments to ensure strict enforcement of the guidelines.

Sub-collectors and block-level officers have been briefed on monitoring compliance, while residents have been urged to cooperate with the administration in implementing the measures. Enforcement squads have been deployed to conduct regular inspections and assess adherence to the restrictions.

Air Quality Remains a Concern

Air quality concerns in Balasore have intensified after reports indicated that on December 25, 2025, the district surpassed Delhi to emerge as the most polluted region in the country. Experts attribute the alarming situation to very low airflow, which prevents the dispersion of dust and fine particulate matter, causing pollutants to remain trapped over the area.

Authorities have said that the situation will be closely monitored, and further action may be taken depending on air quality trends and public compliance.
