Odisha to launch large-scale enforcement after ban on tobacco and nicotine-based products

The Odisha government has imposed a complete and comprehensive ban on all tobacco- and nicotine-containing products across the state, extending the existing prohibition on gutkha to include a wide range of harmful substances. 

Earlier, the sale of gutkha alone was banned, but the latest decision now brings tobacco and nicotine-based products under its ambit in the interest of public health.

In compliance with the directions of the Supreme Court and keeping in view the health and safety of the general public, the state government has prohibited the manufacture, preparation, packaging, storage, transportation, and sale of all such products. 

The ban includes gutkha, zarda used with betel leaf (paan), khaini, and all other tobacco and nicotine-containing items. The restriction has been formally enforced through Notification No. 2065 issued by the Health and Family Welfare Department, following the guidelines laid down by the Food Safety and Standards Authority of India (FSSAI).

According to the government, the consumption of tobacco and nicotine is a major cause of serious and life-threatening diseases, such as cancer, and poses a severe risk to public health. Special concern has been expressed over its harmful impact on children and the youth, who are increasingly exposed to these substances.

Following the imposition of the ban, the Health Minister Mukesh Mahaling stated that strict monitoring would be carried out at the district level. Drug inspectors will be tasked with keeping a close watch on the implementation of the order, and large-scale enforcement drives will be launched to ensure strict compliance. The government has made it clear that any violation of the ban will invite stringent action under the relevant laws.
