Odisha Industries Minister Samapad Swain on Friday placed a detailed written reply in the state assembly outlining the state’s industrial commitments, MoUs, major steel plant progress, investment targets and ongoing land acquisition processes.
The reply came in response to questions raised separately by MLAs Tara Prasad Bahinipati, Badri Narayan Patra and Dhruva Sahu.
191 Industrial MoUs Signed in 18 Months
Responding to Congress MLA Tara Prasad Bahinipati, the Minister stated that the government had signed 191 Memoranda of Understanding (MoU) with industrial establishments in the last one-and-a-half years.
He noted that the MoUs cover a mix of sectors, with a significant share involving steel, metals, minerals and downstream industrial activity. Swain informed the House that updates on the progress of major steel plants operating or being proposed across the state had also been placed on record.
JSW’s 6 MTPA Steel Plant in Keonjhar
Replying to MLA Badri Narayan Patra, Swain confirmed that JSW had secured approval to set up a 6 MTPA integrated steel plant in the Patna block of Keonjhar district.
The Minister said the proposed project carries an investment target of Rs 35,000 crore and is expected to create around 8,000 employment opportunities, combining both direct and indirect jobs.
He added that JSW had submitted applications to the Keonjhar district administration seeking land acquisition across 12 villages under Patna tehsil. The government has placed the status of these applications before the House.
The reply noted that the project falls under the category of large-scale industrial investments currently being monitored for progress in land mobilisation, regulatory clearances and initial ground preparation.
Nippon Steel–Mittal’s 24 MTPA Mahakalpada Plant
In response to MLA Dhruva Sahu, the Minister reported that the Mittal Group, in partnership with Japan’s Nippon Steel, had received approval to establish a 24 MTPA integrated steel plant at Mahakalpada in Kendrapada district.
The project has a planned investment outlay of Rs 1,02,275 crore. As per the written reply, the steel plant is projected to generate approximately 16,000 jobs, including direct and indirect employment.
The Minister stated that this proposal marks one of the largest single-location investment commitments placed before the government in recent years.
