Odisha Information Commission orders police inquiry into RTI abuse for extortion Photograph: (OTV)
In a significant development highlighting the misuse of the Right to Information (RTI) Act, the Odisha Information Commission has directed a police investigation into allegations of habitual filing of RTI applications for extortion and bribery.
According to information available with the Commission, a person identified as Tankadhar Sahoo of Bolangir district allegedly demanded money from Public Information Officers (PIOs) to withdraw RTI complaints filed by him.
Sources said Sahu had submitted hundreds of RTI applications against various government departments, many of which are currently at different stages of hearing before the Commission.
The Commission reportedly found that the individual had been staying in Bhubaneswar and was allegedly demanding bribes from PIOs and First Appellate Authorities who appeared before the Odisha Information Commission for hearings.
It is alleged that after receiving illegal gratification, he would seek adjournment of cases or withdraw the complaints altogether.
Taking serious note of the matter, the Commission has ordered a thorough investigation and directed that video clips and other documentary evidence related to the case be examined to ascertain the veracity of the allegations and identify the extent of wrongdoing.

The development has raised concerns over the abuse of the RTI mechanism, which was enacted to promote transparency, accountability and good governance in public administration.
