In a major relief to farmers, the Odisha government announced an increase of Rs 69 per quintal in the procurement price of paddy for the ongoing Kharif Marketing Season 2025–26.

The revised rate takes the minimum support price (MSP) for common-grade paddy to Rs 3,169 per quintal, up from Rs 3,100 last year, while Grade A paddy will fetch Rs 3,189 per quintal.

State Announcement On Revised Procurement Rates

According to an official notification issued by the Department of Food Supplies and Consumer Welfare, the enhanced rate will be applicable for all paddy procured during the current Kharif season.

The revision follows the Centre’s decision to fix the national MSP at Rs 2,369 per quintal, to which the Odisha government has added an input subsidy of Rs 800 per quintal to support local cultivators.

“The increase aims to safeguard farmers’ interests and ensure fair compensation for their produce,” the department’s circular stated. It also noted that the decision was taken in line with state-level policies to enhance agricultural sustainability and income security.

Two Grades Of Grains Declared

All paddy varieties have been divided into two categories: ‘Common’ and ‘Grade A’, based on their length-to-breadth (L:B) ratio. Varieties with an L:B ratio greater than or equal to 2.5 will qualify as Grade A, while those below 2.5 will be treated as Common.

While the MSP for the ‘Common’ category is Rs 2,369, the ‘Grade A’ paddy has an MSP of Rs 2,389 per quintal. The input subsidy of Rs 800 will be added to both of these categories.

Quality Standards And Grading Norms

The notification also detailed the uniform specifications for all varieties of paddy to be procured during the season. It stated that the paddy must be in sound, merchantable condition, and dry, clean, uniform in colour and size.

It should also be free from moulds, weevils, foul odour, Argemone mexicana, Lathyrus sativus (Khesari), and any harmful or poisonous substances.

Further, the guidelines specify that damaged, sprouted, and weevilled grains must not exceed 4%, and organic foreign matter should remain within a limit of 1%, including poisonous seeds not exceeding 0.5%. Of this, Dhatura seeds must not exceed 0.025%, and Akra (Vicia species) seeds must remain below 0.2%. Sampling will follow the BIS method for Cereals and Pulses (IS:14818-2000).

Boost For Farmers

The announcement comes at a crucial time when farmers across the state are beginning post-harvest activities. With paddy being Odisha’s principal Kharif crop, the enhanced MSP is expected to benefit lakhs of small and marginal farmers.

The notification also said that the revised MSP will be implemented across all authorised mandis and procurement centres in the state.
