Odisha govt enforces ‘No Gift Policy’ for Diwali Photograph: (OTV/Canva)
Ahead of Diwali, the Odisha government on Friday formally adopted the central government’s ‘No Gift Policy,’ prohibiting the exchange of gifts and any related expenditure in all state government offices and public sector undertakings.
Following this, the Odisha administration has instructed all its departments and PSUs to implement the same policy for Diwali and other upcoming festivals. Accordingly, no government office or public sector undertaking will be allowed to spend on purchasing, distributing, or accepting gifts.
What Is The ‘No Gift Policy’?
The ‘No Gift Policy’ covers all kinds of gifts and related expenditures in government offices, including the purchase of items, their distribution among officials, and the acceptance of presents. Departments have been asked to monitor adherence to the policy and ensure that no violations occur.
The memorandum issued by the Government of India bars all Ministries, Departments, and other organs from incurring expenditure on gifts during festive occasions.
The policy has been implemented following the guidelines issued by the central government, and all state offices have been instructed to follow the memorandum without exception.

Guidance from Deputy Chief Minister
Deputy Chief Minister Pravati Parida communicated the policy on social media, requesting citizens and visitors not to bring gifts to her office. The notice reiterated that the policy applies to all state government offices and PSUs during Diwali and other festive periods.

Official Communication to Departments
Formal letters were circulated to all departments, directing strict adherence to the policy. The letters specified that expenditure on gifts or related items will not be permitted, and compliance must be ensured at all levels of state administration.
Public sector undertakings have been included in the directive, requiring them to follow identical rules regarding gift-related expenses.
