Odisha has taken a major stride towards accelerating industrial growth with the High-Level Clearance Authority (HLCA) approving seven large industrial projects involving an investment of Rs 55,783 crore. The approvals were accorded at the 43rd HLCA meeting chaired by Chief Minister Mohan Charan Majhi on Thursday.

The projects are expected to generate around 14,507 employment opportunities across key sectors, reinforcing the state government’s focus on investment-led growth, job creation and balanced regional development.

Addressing the meeting, the Chief Minister said the clearances reflect the government’s resolve to strengthen Odisha’s industrial base and make the state Atmanirbhar, in line with the vision of “Samruddha Odisha by 2036.”

The steel sector dominated the approvals, led by Saffron Resources Pvt. Ltd., a JSW Group company, which received clearance for a Rs 35,000 crore integrated steel plant of 6 million tonnes per annum capacity at Dhenkanal. The mega project alone is expected to create around 8,000 jobs, further consolidating Odisha’s position as a major steel hub in the country.

In a significant boost to advanced manufacturing, Jindal Poly Films Limited secured approval for a Rs 12,000 crore Titanium Dioxide Pigment manufacturing unit in Ganjam district under the rare earth processing category. The project is expected to generate 4,000 employment opportunities.

The automobiles and auto-components sector also received a push with a reputed company proposing a Rs 1,697 crore investment in Ganjam for manufacturing tyres, carbon black and zinc oxide, creating 685 jobs.

Odisha’s emerging semiconductor ecosystem was strengthened with approval for Sancode Semi Pvt. Limited for setting up an Outsourced Semiconductor Assembly and Testing (OSAT) unit in Khordha district at an investment of Rs 1,649.98 crore, with potential employment for 570 people.

In the industrial gases segment, Inox Air Products Pvt. Ltd. will invest Rs 1,300 crore to establish an air separation unit in Dhenkanal, generating 180 jobs. The ferroalloys sector saw Ferro Alloys Corporation Limited receiving clearance for a Rs 2,000 crore project in Keonjhar involving ferro manganese, silico manganese production, ore beneficiation and a 100 MW captive power plant, with employment potential for 772 people.

Additionally, GMR Kamalanga Energy Limited has been approved to set up a 350 MW thermal power plant in Dhenkanal with an investment of Rs 2,136.02 crore, creating around 300 jobs and strengthening the state’s power infrastructure.

Aligned with the national vision of “Viksit Bharat by 2047,” the state government reiterated that such investments would play a crucial role in achieving inclusive and sustainable industrial development in Odisha.
