The Odisha CID-Crime Branch has decided to proceed with an inquiry into allegations levelled against former 5T Chairman VK Pandian, seeking documentary and electronic evidence from the complainant to formally advance the probe.
According to an official communication obtained by OTV, the Crime Branch has written to Surendra Panigrahi, president of the Bharatiya Bikash Parishad in Berhampur, asking him to submit all relevant documents and electronic records related to the allegations made against Pandian.
The agency has made it clear that the investigation will move forward only after the submission and examination of these materials.
The letter states that the documents and electronic evidence are required to verify the allegations and assess whether a formal case can be pursued. The Crime Branch has sought records linked specifically to meetings allegedly conducted by Pandian, which, as per the complaint, were in violation of established administrative norms.
Allegation Of Violation Of Odisha Business Rules
In his complaint to the CID–Crime Branch in Cuttack, Panigrahi alleged that Pandian, during his tenure as 5T Chairman, held several meetings in violation of the Odisha Business Rules, 1956.
He demanded a detailed investigation into these alleged procedural breaches, claiming that the meetings were conducted without proper authority or adherence to the prescribed rules.
The complaint further asserts that these actions warrant scrutiny by the Crime Branch, given their administrative and legal implications. On this basis, Panigrahi had formally approached the agency seeking a probe.
Crime Branch Response
Sources said the CID–Crime Branch, while acknowledging receipt of the complaint, has adopted a procedural approach by first calling for supporting evidence before proceeding with further inquiry.
Officials indicated that without documentary proof and electronic records, the allegations cannot be examined in detail under established investigation norms.
The communication sent to the complainant reiterates that submission of evidence is mandatory for the inquiry to progress. The agency has not disclosed any timeline for completion of this preliminary stage.

No Response From Pandian
There has been no official response from VK Pandian so far regarding the allegations or the Crime Branch’s move to seek records related to the complaint. It also remains unclear whether any preliminary internal assessment has been conducted by the agency at this stage.
The matter is currently at the evidence-collection stage, with the CID–Crime Branch awaiting documents and electronic records from the complainant to determine the next course of action, as per the provisions governing such inquiries.
