Odisha announces key IAS officer reshuffle

The Government of Odisha on Friday undertook a major reshuffle of IAS officers, including transfers, new appointments, and central deputations, as notified by the General Administration & Public Grievance Department.

Key Transfers and Appointments:

1. Girish S.N. (IAS, RR-2002), currently Commissioner-cum-Secretary, Panchayati Raj & Drinking Water Department, has been given additional charge of Commissioner-cum-Secretary, Mission Shakti Department, effective October 13, 2025, after the relieving of Shalini Pandit.
2. Noonsavath Thirumala Naik (IAS, RR-2009) moves from Vice-Chairman, Bhubaneswar Development Authority & MD, Bhubaneswar Smart City Ltd., to Commissioner-cum-Secretary, School & Mass Education Department.

1. Mansi Nimbhal (IAS, RR-2010), previously Director, Tourism & MD, OTDC, has been appointed MD, Odisha Lift Irrigation Corporation, while retaining additional charge as Additional Secretary, Water Resources Department.
2. Surendra Kumar Meena (IAS, RR-2012) has been appointed Additional Secretary, ST & SC Development, Minorities & Backward Classes Welfare, moving from Addl. Secretary, Panchayati Raj & Drinking Water.
3. Subhashree Nanda (IAS, SCS-2013) has been appointed Additional Secretary, Planning & Convergence Department.

1. Chanchal Rana (IAS, RR-2014), Commissioner of Bhubaneswar Municipal Corporation, has been given additional charge as Vice-Chairman, BDA & MD, Bhubaneswar Smart City Ltd.
2. Premjit Nayak (IAS, SCS-2014) is now Director, Scheduled Tribes Department.
3. Deepankar Mohapatra (IAS, NSCS-2014) moves from CEO, Hockey Promotion Council to Director, Tourism & MD, OTDC.
4. Pranati Chhotray (IAS, NSCS-2014) is appointed Additional Secretary, Home Department, previously MD, Boyanika & Director, Handicrafts.
5. Nivedita Prusty (IAS, SCS-2015) has been appointed MD, Boyanika, while retaining charge of Director, Handicrafts.
6. Madhusmita Samal (IAS, NSCS-2015) is appointed Additional Secretary, Panchayati Raj & Drinking Water, retaining charge of Director, SIRD.
7. Sanjay Kumar Biswal (IAS, NSCS-2015) moves from Manager (Admin), CRUT to Additional Secretary, Commerce & Transport Department.
8. Kanhu Charan Dhir (OAS, SS), previously Private Secretary to Deputy CM, has been appointed Director, Minor Minerals Department.

IAS Officers Relieved for Central Deputation

1. Shalini Pandit (IAS, OD:2001), Commissioner-cum-Secretary, School & Mass Education Department, with additional charge of Mission Shakti, has been relieved for central deputation as Joint Secretary, Department of Financial Services, Ministry of Finance, Government of India. The tenure is five years or until further orders.
2. Samarth Verma (IAS, OD:2011), Director, Minor Minerals, with additional charge of MD, Odisha Film Development Corporation, has been relieved to join the Ministry of Ports, Shipping & Waterways, Delhi under the Central Staffing Scheme. The tenure is five years or until further orders.
3. Swadha Dev Singh (IAS, OD:2014), MD, Odisha Lift Irrigation Corporation Ltd., with additional charge of Additional Secretary, Water Resources Department, has been relieved to join as Director of Census Operations / Director of Citizen Registration (Deputy Secretary level) in the Registrar General of India, Ministry of Home Affairs, New Delhi, with tenure up to December 31, 2025 (extendable).
