In a landmark move towards gender equality, Odisha has introduced ‘Third Gender’ option in the application form for Odisha Public Service Commission (OPSC) Civil Services Examination.

This decision paves the way for transgender candidates to compete for prestigious administrative roles such as BDO, Tehsildar, ADM and even District Collector.
The inclusion follows directions from Odisha Human Rights Commission (OHRC), after a petition highlighted the absence of a suitable gender option in the examination form. Acting on the recommendation, authorities amended the OCS 2025 notification to formally recognise the ‘Third Gender’ category.
Alongside the reform, the registration and application deadline for the examination has also been extended, allowing transgender aspirants adequate time to participate.
This change marks a significant shift in administrative inclusivity. Members of transgender community will now enjoy equal rights with male and female candidates in accessing government employment opportunities.
Experts believe the move will enhance social recognition, boost confidence, and promote empowerment within the community. It is also expected to create pathways to economic independence by enabling access to stable and respectable careers in governance.
Several Indian states, including Assam, Bihar, Karnataka, Maharashtra and Rajasthan, have already implemented similar measures in public service examinations.
The reform is being seen as a progressive step that could transform lives by offering dignity, representation and equal opportunity in public administration.
“I feel immensely happy and feel proud too that in such a big platform of recruitment like OPSC, we the transgenders will now get an opportunity to compete. The provision of a special alternative to apply for the civil services was not available beforehand for our community members, but it has now been provided. Several transgenders were previously being deprived, and now this has brought them a golden opportunity,” a transgender and OCS aspirant, Dipti Mahapatra, said to OTV when contacted.
