After the Odisha government submitted an affidavit that it has withdrawn the ‘No PUCC, No Petrol’ clause, the news has brought much-needed relief to daily commuters across the state. The decision has eased tension among vehicle owners and provided them with sufficient time to obtain valid Pollution Under Control Certificates without fear of immediate penal action by the Transport Department.
Although the restriction has been lifted, possessing a valid PUCC remains mandatory under the Motor Vehicles Act. The certificate helps ensure that vehicles comply with prescribed emission standards and protects motorists from hefty fines and legal complications.
How to Obtain a PUCC in Odisha
Vehicle owners can obtain a PUCC through authorised emission testing centres, commonly located at petrol pumps or RTO-approved facilities. The physical emission test takes around five minutes, during which a probe is inserted into the vehicle’s exhaust to measure emission levels.
Fees and Charges for Getting PUCC
After testing, the certificate is issued immediately upon payment of the prescribed fee. Charges are Rs 60 for two- and three-wheelers, Rs 100 for light motor vehicles, and Rs 150 for medium and heavy vehicles, excluding applicable GST. The certificate is typically valid for six months, while new vehicles may receive a one-year validity.

Online Access and Verification
Motorists can also view or download their PUCC online through the Parivahan portal (puc.parivahan.gov.in). By entering the vehicle registration number and the last five digits of the chassis number, users can access, verify, and print their valid certificate.
With PUCC-related restrictions lifted, commuters can travel without anxiety while ensuring compliance with emission norms. Obtaining and maintaining a valid PUCC remains essential for responsible driving and a cleaner environment, allowing vehicle owners to stay legally protected and environmentally conscious.
