Khandagiri–Udayagiri hills facelift: New pathways, rest areas, and EV access planned in Bhubaneswar Photograph: (OTV)
The ancient hills of Khandagiri and Udayagiri in Bhubaneswar, which showcase Odisha’s rich heritage and the historic legacy of Emperor Kharavela, are set to receive a long-awaited makeover after years of neglect. Famous for its rock-cut caves, the site has often been criticized for inadequate maintenance. The Odisha Tourism Development Corporation (OTDC) has now moved forward with concrete plans to rejuvenate and beautify the area.
As part of the initiative, OTDC has prepared a Detailed Project Report (DPR) and submitted it to the National Monument Authority (NMA) for approval. The project aims to harmonize heritage conservation with the promotion of tourism, while the Archaeological Survey of India (ASI) will ensure that all development activities preserve the historical significance of the site. Construction will begin only after the NMA gives the green light.
The redevelopment plan includes several improvements for visitors. Enhanced connectivity between the twin hills, better access roads, clearly defined visitor zones, and well-laid pathways connecting key monuments are among the key proposals. The DPR also envisions a visitor information centre, cafeteria, rest areas, and an amphitheatre to host cultural events.
Special consideration has been given to accessibility, with dedicated pathways and electric vehicle access for differently-abled visitors. Additionally, the plan includes the conservation of around 450 species of medicinal plants found in the area.
Separate entry points are planned for the Jain temple and the Barabhuja temple, along with the development of a large open space to accommodate cultural programs and tourism-related festivals. The project will also resolve long-standing parking issues, with modern parking facilities for buses, cars, and two-wheelers to ensure smooth traffic management.

Once implemented, the project is expected to transform Khandagiri and Udayagiri into a well-maintained, accessible, and visitor-friendly heritage destination, while safeguarding its historical and ecological value.
