A high-level inquiry has been launched after a shocking incident emerged from the Begunia Government UG UP School hostel in Nilagiri block, where a Class 4 student was allegedly kept with a chain tied to his leg. The matter drew widespread attention after a video showing the minor in chains went viral, triggering public outrage and immediate administrative intervention.
Officials Conduct On-Ground Investigation
Responding swiftly, the Sub-Collector visited the school to lead an on-ground investigation. The District Social Welfare Officer and the District Education Officer also arrived at the hostel to examine the situation thoroughly. The team interacted with school authorities, hostel staff, and the child’s family to understand the sequence of events that led to the disturbing incident.

"We have called the Principal (headmaster), assistant superintendent, two teachers and the peon, and recorded statements from all of them, including the child. After examining all the details, we will take an appropriate decision. The responsibility ultimately lies with the headmaster, as he also serves as the hostel superintendent," said Madhusmita Samantaray, Sub-District Collector, Nilagiri.
Conflicting Statements Add to the Mystery
Reports suggest that the child had attempted to flee the hostel, following which he was allegedly restrained for several days. However, the school headmaster denied the allegations outright, asserting that the boy’s father had chained him. The child’s mother, meanwhile, stated that the chaining was done with their consent, adding further complexity to the case.
With conflicting versions from school authorities and the child’s parents, the exact circumstances remain uncertain. The ongoing high-level investigation aims to uncover the truth and ensure the child’s safety and rights are protected. The findings are expected to bring clarity and accountability to this highly sensitive matter.
