The Capital Region Ring Road project has progressed with the finalisation of tenders for three packages under the Hybrid Annuity Mode.
Three construction firms have been selected for the execution of the three packages, marking a significant step towards implementation of the long-pending infrastructure initiative.
The six-lane ring road, spanning 110 kilometres, will connect Khordha Rameswar–Bilipada and Govindpur–Cuttack Tangi. The project is aimed at easing traffic pressure in the capital region and improving connectivity around Bhubaneswar and Cuttack.
Investment And Project Scope
An expenditure of Rs 1,500 crore will be incurred for each phase of the project. The work is expected to commence by March next year. In total, the Government of India has made an investment of Rs 8,300 crore for the Capital Region Ring Road project.
Virendra Singh, Regional Officer, NHAI, said, “There was a massive investment of Rs 8,300 crore by the Government of India for the Capital Region Ring Road. The fund includes land acquisition, utilities, forest clearances, finances, GST and other essentials as well.”
He further stated, “We have identified the L1 of the three packages of the Capital Region Ring Road. Each package is about 40 km each. Almost all the conditions have been fulfilled by us. Ninety per cent of the work is handing over land, which is now underway.”
Clearances And Highway Upgrades
The financial bids for all three packages have already been opened. Recently, clearance was granted by the Union Ministry of Forest and Environment.

Upon completion, the ring road is expected to reduce congestion between Cuttack and Bhubaneswar and regulate traffic on National Highway 16. Additionally, Rs 60 crore will be spent on upgrading NH-16, including installation of modern signboards, road studs, flexible road markers and high-mast lights to enhance safety and visibility.
