Bhubaneswar Municipal Corporation (BMC) will collect user fees for door-to-door garbage collection across the city to ensure better delivery of sanitation services to residents, official sources said on Monday.

According to the sources, the newly introduced User Fee will be applicable to a wide range of establishments, including residential houses, hotels, restaurants, shopping malls, cafés, markets, educational institutions, liquor shops, dhabas, cloud kitchens, warehouses, guest houses, hostels, and roadside vendors.
The user fee will be levied as per the provisions of Municipal By-laws, 2018. Separate user fee structures have been fixed for residential houses, shops, hotels, and institutional establishments, keeping in view the nature and volume of waste generated.
To enhance transparency and ease of access, residents can check all relevant details related to the user fee through the SAFA mobile application. In addition, the BMC has also provided a dedicated WhatsApp number—7653011832—for citizens to seek further information and clarification.
The initiative aims to strengthen solid waste management systems in the State Capital and ensure that sanitation services reach every household and commercial establishment efficiently.
Civic authorities believe the move will help maintain cleanliness and improve urban living standards across Bhubaneswar.
“We are to treat the waste, which is being generated in larger quantities by some of the establishments. Hence, they would have to pay this small amount. Business organisations and other establishments shall pay the charges. They should not consider this as a burden,” the civic body Mayor Sulochana Das said while speaking to mediapersons.
“The user fees as fixed by the BMC will be communicated to the establishments. Swachh Sathis will create awareness among the users,” the BMC Mayor added.
