The Odisha Housing and Urban Development (H&UD) Department has completed construction of a large residential complex for middle and upper-middle-income families in Subudhipur, Bhubaneswar, with allotment expected to begin early next year.

The project, built and marketed directly by the state government, is being described as the first large-scale high-rise housing initiative of its kind in Odisha.

Govt-Built Housing Project For Buyers

According to sources, the project will eliminate the common legal and approval-related concerns faced by buyers in private housing ventures. Since the government itself is the builder, customers are not expected to face issues related to the Use Certificate (UC) or Completion Certificate (CC).

H&UD Minister Krushna Chandra Mohapatra said the aim is to make pricing as affordable as possible while ensuring modern infrastructure.

“We aim to provide these flats at as low a cost as possible. Calculations are on to estimate the overall expense of the project… Over 700 flats will be allotted. Discussions are on and a price will be decided soon,” he said after the Bhubaneswar Development Authority (BDA) meeting where the project was reviewed.

2BHK & 3BHK Units With Premium Amenities

Named Ekamra Residency, the government-funded project stands on 7.36 acres and includes over 700 flats across three towers, featuring both 2BHK and 3BHK units.

Sources informed that the complex has been constructed by Hyderabad-based NCC Company, and work is reportedly in its final phase, with elevator installation and some finishing touches pending before allotment.

The residential complex includes a wide range of facilities such as a community hall, rooftop swimming pool, walking track, commercial zone, fitness centre, dedicated children’s play area, solar panel zone, landscaped open spaces, basement parking and a 100-feet approach road. 

The department aims to start allotment in January, with lottery-based allocation possible if demand exceeds availability.

Demand For Clarity On Eligibility, Income Bracket

As public interest grows, prospective buyers have raised questions regarding eligibility, especially over whether people already owning homes in Bhubaneswar will be allowed to apply. Residents have also sought clarity on income categories and whether limits will be imposed to prevent higher income groups from dominating sales.

Bhubaneswar resident Soubhagya Deo said buyers need a transparent policy. “The administration needs to clarify who can purchase these flats. Can people with existing houses in Bhubaneswar be able to buy these? There should also be a clear income category defined… People like me who can spend up to Rs 70 lakhs will definitely look to buy. Once it crosses that threshold, higher income groups would come into play,” he said.

Pricing Structure Expected Soon

Sources in the department indicate the government intends to offer flats priced between Rs 14 lakh and Rs 50 lakh, along with a separate pilot housing project where 90 compact units have already been completed for lower-middle-income groups.

Final pricing for the Subudhipur flats has not been announced yet, and officials say the department is currently assessing construction cost details before concluding the exact rate. Further announcements are expected once price calculations are finalised and eligibility terms are approved by the H&UD Department.
